1. General requirements

(2) Working principles
Make overall plans and advance steadily.The concept and goal vision of carbon peak and carbon neutrality will run through all aspects and the whole process of industrial production, coordinate the relationship between industrial development and emission reduction, overall and partial, government and market, formulate carbon peak plans for key industries, actively and orderly promote various tasks of carbon peaking, and promote the green and low-carbon development of the province's industry.
Efficiency first, key breakthroughs.Persist in putting energy conservation in the first place, improve utilization efficiency, optimize the structure of energy consumption and raw materials, promote circular production of industrial enterprises, focus on key industries, strengthen industrial coupling and complementarity, promote the coordinated development of stock carbon reduction and incremental low-carbon, and continue to reduce energy resource consumption and carbon dioxide emissions per unit of product.
Innovation-driven, digitally empowered.Adhere to the position of the first driving force of scientific and technological innovation, give full play to the leading role of green and low-carbon technology innovation, accelerate the research and development and application of energy-saving and low-carbon technology and process equipment, strengthen the innovative application of the new generation of information technology in the field of industrial green and low-carbon, and empower industrial greening with digital intelligence.
Government-guided, market-led.Actively play the guiding role of the government in promoting reform and innovation, give full play to the decisive role of the market in the allocation of factor resources, fully mobilize the enthusiasm of enterprises, and stimulate the endogenous driving force of green and low-carbon development of market players.
(3) Overall objectives
During the "14th Five-Year Plan" period, the province's industrial structure and energy-using structure have been significantly optimized, the energy utilization efficiency of key energy-using industries such as coal power, steel, non-ferrous metals, building materials, and chemical industry has continued to improve, a number of green factories and green industrial parks have been built, and new progress has been made in the innovation and application of industrial green and low-carbon technology. By 2025, the energy consumption of industrial units above designated size will be reduced by 15% compared with 2020, and the energy intensity and carbon dioxide emission intensity of key industries will be significantly reduced, laying a solid foundation for achieving carbon peak in the industrial sector.
During the "15th Five-Year Plan" period, the province's industrial structure and energy consumption structure will be further optimized, the energy efficiency of key energy-using industries will reach the domestic advanced level, and the industrial energy consumption intensity and carbon dioxide emission intensity will continue to decline, so as to ensure that carbon emissions in the industrial sector will peak before 2030.
Second, key tasks
(4) Promote industrial transformation and upgrading
1. Promote the optimization of the industrial structure.Strive to promote industrial breakthroughs and promote the intensive development of industrial connotation. Promote the protection and construction of liquor industry agglomeration areas, and build an important liquor production base in the country. Promote the strategic adjustment of the structure of the energy industry and build a new comprehensive energy base. Strengthen the ecological system of aluminum and aluminum processing industry, do a good job in the intensive development of phosphate coal chemical industry, and build an important national resource deep processing base. Promote the completion and commissioning of major projects of "one core and two zones" in the new energy battery and materials industry, strive to create a new business card of "electric Guizhou", and build a new energy power battery and material R&D and production base. Focusing on building a nationwide computing power guarantee base, we will vigorously develop industrial clusters such as intelligent terminals and data applications. 2. Resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects.Strong measures should be taken to implement inventory management, classified disposal, and dynamic monitoring of high-energy-consuming, high-emission and low-level projects. According to the requirements of industrial planning, industrial policy, capacity replacement, "three lines and one order", energy-saving review, environmental impact assessment and approval, etc., the proposed projects that do not meet the requirements are strictly screened. Scientifically evaluate the proposed projects, and reduce the production capacity of the industries that have been saturated in accordance with the principle of "reduction and substitution"; for the industries whose production capacity is not yet saturated, it is necessary to raise the entry threshold in accordance with the requirements of the province's layout and approval and filing. Strictly implement the capacity replacement policy for steel, cement, flat glass, electrolytic aluminum and other industries, and promote the withdrawal of backward production capacity in accordance with laws and regulations. Focus on strengthening the control of fossil energy consumption, orderly promote the reduction and substitution of coal in steel, building materials, phosphate coal chemical industry, non-ferrous metals and other industries, develop modern coal chemical industry in a steady and orderly manner, promote the efficient and clean utilization of coal quality and grading, and reasonably guide the use of industrial gas and chemical raw material gas. Encourage steel, cement, chemical and other industries to implement hydrogen energy, biofuels, refuse-derived fuels and other energy parts to replace coal, and promote the diversification of industrial energy consumption. Promote the electrification of the industrial field, encourage industrial enterprises to promote the application of electric kilns, electric boilers, electric heating and other technologies, and improve the electrification rate of industrial terminal energy-using equipment. Encourage development zones and enterprises to build self-provided power plants and self-provided power sources such as "photovoltaic + wind power + energy storage". Encourage industrial enterprises to benchmark the level of energy efficiency, apply energy-saving and low-carbon new products and equipment, and implement energy efficiency "leader" actions in key industries and key enterprises, continuously improve the energy efficiency level of industrial products, and reduce carbon emissions per unit of product. Guide key energy-using enterprises to increase the construction of energy control centers and strengthen refined energy management. Encourage enterprises to adopt contract energy management, energy trusteeship and other models to implement transformation and improve energy efficiency. Create a green and low-carbon factory.Cultivate green factories, encourage industrial enterprises to carry out green manufacturing technology innovation and integrated application, and build green factories with the characteristics of plant intensification, harmless raw materials, clean production, waste recycling, and low-carbon energy. Implement dynamic management with entry and exit, guide green factories to further upgrade and transform, and improve the level of greening. By 2025, more than 200 green factories will be created. 2. By 2025, more than 30 green industrial parks will be created. By 2025, we will strive to cultivate 20 green supply chain management enterprises. Carry out energy-saving diagnostic services for small and medium-sized enterprises, and cultivate a number of specialized and special new enterprises in the fields of low-carbon product development and low-carbon technology innovation. 5. Comprehensively improve the level of cleaner production.Strengthen the important role of cleaner production in pollution reduction and carbon reduction and industrial upgrading and transformation in key industries and key areas in the industrial field; explore and implement differentiated cleaner production audits according to the different production processes, technical equipment levels, energy and resource consumption and environmental impact of enterprises; adjust the industrial structure, promote the upgrading of industries to refinement and high-end, and strengthen the application of cleaner production audit and evaluation results; (i.e., pollutant emissions that exceed the national or local emission standards, or that do not exceed the national or local emission standards, but exceed the total emission control indicators of key pollutants) and "double haves" (the use of toxic and harmful raw materials for production or the discharge of toxic and harmful substances in production) enterprises shall implement mandatory cleaner production audits. Promote the substitution and utilization of low-carbon raw materials.On the premise of ensuring the quality of cement products, promote low-carbon cement production technology with high solid waste content, guide cement enterprises to make cement from non-carbonate raw materials such as phosphogypsum, desulfurization gypsum, fly ash, steel slag, calcium carbide slag, etc., and encourage cement kilns to co-dispose and utilize municipal solid waste, sludge, waste incineration fly ash, etc. Explore the use of renewable energy to produce hydrogen, carbon dioxide and coke oven gas reaction to produce hydrogen and LNG, optimize the structure of coal chemical industry, methanol, synthetic ammonia and other raw materials, and promote the diversification of chemical raw materials. 2. Strengthen the comprehensive utilization of industrial solid waste.In accordance with the principles of reduction, harmlessness and recycling, we will actively explore the technical path of comprehensive utilization of industrial solid waste, and accelerate the large-scale utilization of valuable components of industrial solid waste, building materials production, underground filling, municipal facilities construction, road materials, ecological restoration and other fields. We will further promote the comprehensive utilization of phosphogypsum resources, and actively promote the technical research on the harmless resource utilization of red mud and manganese slag. Efforts will be made to cultivate a number of backbone enterprises for comprehensive utilization of resources, implement a number of large-scale and high-value comprehensive utilization projects, and actively build an industrial model for comprehensive utilization of industrial solid waste with regional characteristics. By 2025, 10 provincial-level industrial resource comprehensive utilization bases will be built, and the comprehensive utilization of bulk industrial solid waste in the province will reach about 90 million tons. Promote the construction of a power battery recycling system for new energy vehicles, and promote the cascade utilization and recycling of power batteries. Focus on emerging solid wastes such as retired photovoltaic modules and wind turbine blades, and explore ways of comprehensive utilization. Focusing on electrical and electronic products, lead-acid batteries, automotive power batteries and other products, the implementation of the extended producer responsibility system. Strengthen R&D and innovation of green and low-carbon technologies.Adhere to independent research and development + introduction and digestion, promote green and low-carbon technology innovation, and actively overcome a number of key core technologies such as new energy-saving and new energy materials, clean and low-carbon utilization of coal, high-efficiency photovoltaics, high-efficiency energy storage, carbon capture, utilization and storage, zero-carbon industrial process reengineering, and harmless utilization of complex and difficult-to-use solid waste. Give full play to the role of enterprises as the main body of innovation, and actively create innovation platforms such as enterprise technology centers and industrial design centers. Promote phosphate coal chemical industry, steel, cement, non-ferrous metals and other process-oriented industries to make breakthroughs in key technologies such as intelligent perception and control systems of process equipment, and build a number of "digital workshops" and "smart factories". Focusing on typical scenarios such as energy management, energy conservation and carbon reduction, we will cultivate and promote standardized "industrial Internet + green and low-carbon" solutions and industrial APPs to help the green and low-carbon transformation of key industries. (10) Promote carbon peaking in key industries
1. Coal power.Vigorously develop new energy, accelerate the construction of new power systems, comprehensively promote the upgrading and transformation of existing coal-fired power units, and promote the phase-out, upgrading or "large pressure on small" coal-fired power units that do not meet energy consumption and emission standards. Actively promote the construction of 660,000 kilowatts of high-sulfur anthracite demonstration units, encourage the construction of 1 million kilowatts of high-efficiency ultra-supercritical units, and promote the transformation of coal-fired power to both basic guarantee and system regulation power supply. By 2025, the average coal consumption of thermal power units in the province will reach 305 grams of standard coal/kWh, and by 2030, the coal consumption of thermal power units will be further reduced. Increase the use of alternative fuels and accelerate the application of clean and green energy. Accelerate the application of energy-saving and consumption-reducing technologies for industrial kilns such as oxygen-rich and oxygen-enriched, and promote the application of energy-saving and carbon-reducing equipment such as cement high-efficiency grate coolers, high-efficiency and energy-saving grinding, and low-resistance and high-efficiency pre-decomposition systems. Promote energy-saving and carbon-reduction transformations such as digitalization, intelligence, cleanliness, greening, and ultra-low emissions in key industries, and promote synergies in pollution reduction and carbon reduction. By 2025, more than 30% of the production capacity of cement, glass and other industries will be above the energy efficiency benchmark level, and by 2030, the energy efficiency level of cement, glass and other industries will be further improved.
