In September 2020, Huzhou City, Zhejiang Province, issued and implemented the "Three Lines and One Order" ecological environment zoning control plan, and took the lead in establishing an ecological environment zoning control system in the province, which has played an important role in the city's regional resource development, industrial layout and structural adjustment, urban construction, and major project site selection since its application. In order to further play the role of "three lines and one order" as a green yardstick for source prevention and control and project access, the city, with the support and guidance of the Ministry of Ecology and Environment and the Provincial Department of Ecology and Environment, has carried out a pilot project of "three lines and one order" collaborative control of pollution reduction and carbon reduction, actively explored the integration of carbon emission evaluation into Huzhou's "three lines and one order" ecological environment zoning control system, and promoted the city to build a spatial pattern of ecological environmental protection with coordinated control of pollution reduction and carbon reduction, so as to better serve the high-quality economic development and high-level protection of the ecological environment.

1. Among them, the South Taihu New Area, a "micro-city" with the integration of industry and city, has carried out a full-field and all-factor pollution reduction and carbon reduction evaluation from the fields of industry, transportation, energy and tourism, and identified and promoted 20 pollution reduction and carbon reduction projects, which are expected to reduce carbon emissions by 476,700 tons, wastewater discharge by 41,800 tons, and waste gas pollutants by 904.17 tons. 558,400 tons of solid waste comprehensive utilization, and the newly established Yangtze River Delta (Huzhou) Industrial Cooperation Zone, which focuses on the development of green industries, in November 2021, combined with the industrial development plan, carried out pollution reduction and carbon reduction evaluations focusing on the industrial field, promoted the "regional resource cycle" centered on thermal power enterprises in the region, and identified and promoted 12 pollution reduction and carbon reduction projects, which are expected to reduce carbon emissions by 254,200 tons, waste water emissions by 300,000 tons, waste gas pollutants by 87 tons, and solid waste comprehensive utilization by 155,000 tons.

It will associate the carbon emissions of regions, industries and enterprises based on the automatic calculation of the three modules of carbon monitoring, carbon account and carbon portrait in time and segments, evaluate and display the carbon efficiency status of regions and enterprises, automatically benchmark the industrial carbon efficiency against the "carbon efficiency code", automatically judge the energy consumption and carbon consumption level of the enterprise, and automatically remind the project owner to pay attention to the linkage of pollution reduction and carbon reduction measures in a timely manner, and put forward guidelines for pollution reduction and carbon reduction measures. At the same time, the "six-in-one" ecological environment access management system of "three lines and one order + planning environmental impact assessment + project environmental impact assessment + pollutant discharge permit + law enforcement supervision + supervision and assessment" will be realized in the ecological environment system, and the accurate "dual control" management system of the whole process, the whole chain and the whole closed loop of pollution reduction and carbon reduction from access to supervision to supervision will be realized.
