1. Effectively connect with the goals of the 14th Five-Year Plan

In 2023, the city's energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will further decline, and the energy intensity and carbon emission intensity of all districts and fields should be connected with the progress of the "14th Five-Year Plan", the emission reduction of major pollutants nitrogen oxides, volatile organic compounds, chemical oxygen demand and ammonia nitrogen projects will complete the targets set by the state, and the total coal consumption will continue to be controlled.

2. Promote the comprehensive management of carbon peak and carbon neutrality

We will fully implement the implementation of the dual carbon policy documents, plan to implement the "Ten Actions for Carbon Peaking" step by step, actively and steadily promote carbon peaking and carbon neutrality, organize the construction of a digital platform for carbon peaking and carbon neutrality, and promote all districts to fully complete the compilation of greenhouse gas emission inventories in 2022.

3. Accelerate the green and low-carbon transformation of energy

Strictly control the total coal consumption, promote the comprehensive development and utilization of local "photovoltaic +", the construction of offshore wind power in Hangzhou Bay, and the construction of clean power channels outside the city, and strive to complete the Nantong-Chongming 500 kV interconnection project within this year.

Fourth, continue to promote energy conservation, carbon reduction and efficiency

Carry out the annual district-level government carbon peak, carbon neutrality and energy conservation target responsibility assessment, key energy-using units energy-saving target responsibility assessment, key energy-using units energy utilization report verification, continue to expand the function and access scope of the energy consumption monitoring platform of key energy-using units, and promote the upgrading and transformation of the sub-metering system of state organs and large public buildings.

Fifth, we will further promote the peak of carbon emissions in the industrial sector

Accelerate the adjustment and shutdown of Gaoqiao Petrochemical and Wujing areas, promote the agglomeration of the chemical industry in the Hangzhou Bay area, support the high-end and low-carbon upgrading of Shanghai's petrochemical industry, and promote the adjustment of Baosteel's blast furnace to electric furnace; Cultivate new green and low-carbon tracks, vigorously develop 10 sub-tracks such as cutting-edge technologies and high-end equipment, and promote the high-quality development of the hydrogen energy industry.

6. Promote carbon peaking in the field of urban and rural construction

Vigorously promote the large-scale development of ultra-low energy consumption buildings, promote the large-scale energy-saving renovation of existing buildings of no less than 4 million square meters, and vigorously promote the large-scale application of renewable energy in buildings. Continue to promote the demonstration and creation of energy-saving institutions and green shopping malls in the city.

7. Promote green and low-carbon transportation

Steadily increase the volume of sea-rail intermodal transport, accelerate the construction of large-capacity public transport infrastructure such as urban rail transit and medium-capacity bus systems, promote the development of new energy vehicles, and actively promote the electrification of inland vessels.

8. Vigorously developCircular economy

Clarify the planning and layout of 1% of the land used by the resource recycling industry in the relevant district (management committee), dynamically adjust the development list of the city's resource recycling enterprises in batches and steps, and release and implement the implementation plan of the city's waste resource recycling system.

9. Give full play to the core supporting role of scientific and technological innovation

Implement a number of forward-looking and strategic energy-saving, low-carbon, zero-carbon, and carbon-negative cutting-edge science and technology projects, and strengthen research on disruptive technologies such as controlled nuclear fusion; Actively cultivate a number of key laboratories of energy-saving, low-carbon and new energy technologies, technological innovation centers, functional platforms for R&D and transformation, professional technical service platforms and carbon neutrality research institutions.

10. Continue to consolidate and improve carbon sink capacity

Steadily promote the 1,000 parks plan, consolidate and improve the carbon sequestration capacity of forests, enhance the carbon sequestration capacity of marine systems, enhance the carbon sequestration capacity of wetland systems, and strengthen the basic support of ecosystem carbon sinks.

11. Actively advocate green and low-carbon participation by the whole people

We will further promote the control of plastic pollution, the green transformation of express packaging, food conservation and anti-food waste. The Shanghai International Carbon Neutrality Technology, Products and Achievements Expo will be held to build an industrial chain trade platform, and strive to become a benchmark carbon neutrality theme exhibition with top international influence.

12. Promote green and low-carbon regional actions

Support Chongming to promote the implementation of the "Chongming World-class Ecological Island Carbon Neutrality Demonstration Zone Construction Implementation Plan", build Shanghai Changxing Carbon Neutral Innovation Industrial Park, support Baowu Group to promote the implementation of the "China Baowu (Shanghai Area) Carbon Peak and Carbon Neutrality Action Plan", and promote Baoshan District and Baowu Group to jointly build Shanghai Carbon Neutral Industrial Park.

13. Strengthen the reduction of major pollutants

We will continue to implement the substitution system of equal or reduced total emission targets of major pollutants from construction projects, explore the implementation of the paid use and trading system of pollutant discharge rights, comprehensively complete the comprehensive improvement of the environment in Jinshan area, implement the action of reducing the amount of chemical fertilizers and increasing efficiency, and promote the development of ecological recycling agriculture.

14. Implement key projects for pollution reduction

We will continue to promote the elimination of diesel vehicles in China III, strengthen the special rectification of organic liquid storage tanks, promote the treatment of volatile organic compounds in crude oil terminals and oil tankers, and promote a batch of sewage,sludge、Household wasteThe construction of disposal and resource utilization projects has continuously improved the capacity and level of environmental infrastructure.

16. Strengthen the implementation of responsibilities and oversight of law enforcement

开展《上海市资源节约和Circular economy“十四五”发展规划》中期评估，加强节能降碳执法检查，坚决遏制高耗能、高排放、低水平项目盲目发展，继续清理整治虚拟货币“挖矿”活动。
