As the proportion of electricity in final energy consumption continues to rise, the importance of carbon emission accounting for corporate electricity consumption is becoming more and more prominent. Liu Hanyuan said that especially in the field of industrial manufacturing, leading enterprises have begun to implement a comprehensive electrification strategy, and carbon emissions from purchased electricity have become an important part of corporate carbon emissions. Therefore, monitoring and accurately quantifying the carbon emissions of electricity consumption is an important basic work to reflect the current situation and emission reduction process of China's industrial enterprises, and it is a practical starting point to enhance the enthusiasm of enterprises for green electricity consumption, help enterprises reduce indirect carbon emissions, and promote the green and low-carbon transformation of enterprises, and it is also the best measure to reflect the low-carbon competitiveness of industrial export products.

Deputy Liu Hanyuan believes that the study of the establishment and rolling update of national, regional and provincial power grid emission factors is conducive to the accurate estimation of indirect carbon emissions at the consumer end, helps local governments to formulate energy transition policies suitable for local conditions according to local conditions, optimizes the structure of power transfer in and out and power consumption, evaluates the effect of renewable energy development, power exchange and energy storage applications in different regions on reducing emissions, and provides important support for local governments to determine the timetable, roadmap and policy measures for carbon peak and carbon neutrality. At the same time, it is conducive to encouraging users to further optimize production and behavior patterns, providing important parameters for enterprises to predict indirect emissions, and reducing calculation errors and uncertainties.

To this end, Liu Hanyuan suggested that a credible third-party institution should take the lead, mobilize the forces of industry, academia and research, and build a grid emission factor database with authenticity, traceability, comprehensiveness and effectiveness according to the requirements of the international carbon emission factor database construction specifications, and update the national, regional and provincial power grid emission factors on a rolling basis.

Liu Hanyuan also suggested speeding up the improvement of the green power trading mechanism to avoid the problem of multiple environmental rights and interests for the same project. Promote the substantive linkage between green power and carbon emission factors at the carbon accounting level, eliminate the problem of "double counting" of environmental attributes in green power, and enhance the international recognition of China's green certificates.

"It is recommended to increase efforts to carry out green electricity trading pilots in areas rich in green power resources that meet the requirements of international norms, give full play to the role of green power in reducing carbon emissions of enterprises or products, and help Chinese enterprises and Chinese products give full play to their green and low-carbon competitiveness in the process of 'going global'."
