It is reported that this company is also the first beneficiary of Pinghu City to enjoy the "double evaluation in one" reform of construction project approval.
It is understood that Zhejiang Jieshangjie New Materials Co., Ltd. plans to invest 300 million yuan to acquire 32 acres of new land in Dushan Port Economic Development Zone, build 28,000 tons/year of new electronic rubber and plastic additives and new materials project, and by-produce industrial salt, industrial ammonia and methanol. However, in order to move forward with the project, in addition to preparing an environmental impact assessment report, the company also needs to prepare an energy assessment report. According to the previous approval model, the project team needs to submit the project energy assessment and environmental impact assessment to the ecological environment department and the development and reform department for review respectively. After receiving the application, the examination and approval department will review the materials, and then organize experts to meet and review. As a result, the preparation time of the project will be extended, the production time will also be delayed, and the efficiency of the enterprise will be affected.
With the advancement of carbon peak and carbon neutrality in recent years, carbon emission assessment has been included in the EIA on a pilot basis, and there are many common basic data and measurement methods for EIA and energy assessment, and the reform of "double assessment in one" is feasible and necessary. After learning about the difficulties of the enterprise, the Pinghu Branch of the Jiaxing Ecological Environment Bureau immediately launched the "double evaluation in one" mode of approval. In order to ensure the speed and efficiency of the approval service of the first "double assessment in one" project, the Pinghu Branch also intervened in advance, carried out departmental linkage with the Pinghu Development and Reform Bureau, strengthened work cohesion and business collaboration, and arranged special personnel to take the initiative to connect with the construction unit and the report preparation unit to follow up the progress of the EIA and energy assessment in real time.
"Through the joint review mode of 'one set of materials, one acceptance, synchronous approval, and one-time completion', enterprises can complete two government affairs at one time, which greatly reduces the cost of service and economic costs of enterprises.
