According to the situation, improve policy support and guarantees
Jiangsu has continuously improved the policy guarantee mechanism for carbon peak and carbon neutrality, strengthened financial support, strengthened scientific and technological support and guarantees, and extensively carried out publicity and education on climate change, so as to stimulate the vitality of various entities to respond to climate change. Through a game of chess across the province, we will make overall arrangements and implement policies by category, actively improve the "1+1+N" policy system for carbon peaking and carbon neutrality, study and analyze the impact of new green trade barriers such as EU carbon tariffs, carry out research on carbon footprint certification, green electricity traceability and product digital passports, and continue to promote the implementation and improvement of the carbon peak and carbon neutrality policy system.
By focusing on building a fiscal green financial policy system with Jiangsu characteristics, strengthening the incentive and leveraging role of various green financial products, making good use of carbon emission reduction support tools and "Suzhou Carbon Finance" government and bank products, increasing financial support for green enterprises and carbon emission reduction projects, benefiting more than 500 projects, and directly reducing carbon emissions by more than 10 million tons. The total investment of the "environmental base loan" and "environmental protection loan" warehousing project is 52 billion yuan, and the total scale of "environmental protection loan" is 30.82 billion yuan, saving about 280 million yuan in financing costs for enterprises, and effectively playing a role in promoting green finance; In addition, Jiangsu has also actively participated in and done a good job in the joint construction of the national carbon emission allowance registration system and trading system, and carried out annual carbon emission reporting, verification and review of key emitting units in eight major industries, including power generation, petrochemical, chemical, building materials, iron and steel, nonferrous metals, papermaking, and aviation. Completed the carbon verification of 520 key emitting units in eight major industries, and the surplus of carbon allowances in the power generation industry was 6.3945 million tons. As of the end of December 2023, the completion rate of the second compliance cycle in Jiangsu Province reached 99.92% and 99.99% respectively. The number of compliance enterprises and compliance rate participating in the national carbon market in the province are among the highest in the country.

By actively building a green manufacturing system and building an industrial science and technology innovation center with global influence, Jiangsu has continuously optimized its energy structure, and its grid-connected installed capacity of offshore wind power, photovoltaic and biomass power generation ranks among the top in the country. In addition, Jiangsu has accelerated the construction of a green manufacturing system by guiding and vigorously cultivating green and low-carbon industries such as energy conservation and environmental protection, resource recycling, and clean energy; By cultivating strategic emerging industrial clusters such as electric vehicles, photovoltaics, lithium batteries, offshore wind power, energy conservation and environmental protection, we will accelerate integrated development and promote green and low-carbon transformation into a strong driving force for high-quality development. By promoting the optimization and adjustment of the energy structure and promoting the development of renewable energy, we will ensure the safe and stable supply of energy. By formulating guidance on the green and low-carbon transformation and upgrading of traditional industries, we will carry out five major actions for the renewal of traditional industries, such as "eliminating backwardness, renewing the old, green transformation, product upgrading, and layout optimization", and promote industrial energy conservation and carbon reduction transformation; By supporting Wuxi Xidong New Town and Suzhou High-speed Railway New Town to build the first batch of provincial-level "dual carbon" pilot areas in the field of urban and rural construction, the level of low-carbon development of urban and rural construction will be improved; By continuing to promote the electrification and substitution of urban public service vehicles, we will accelerate the construction of a modern comprehensive transportation system, promote low-carbon development in key areas, and promote low-carbon development of transportation.

By strengthening the research and development of low-carbon key technologies, and using the provincial special fund for carbon peak and carbon neutrality scientific and technological innovation, Jiangsu will continue to support projects such as cutting-edge foundations, industrial core technology research, and major scientific and technological demonstrations. It is understood that since 2021, a total of 193 dual-carbon science and technology projects have been approved in Jiangsu Province, with a total of 1.71 billion yuan in provincial funding. For example, the "Renewable Hydrogen Carbon Emission Reduction Demonstration Zone Project" developed by Jiangsu Zhongtian Technology Co., Ltd. in Nantong uses clean electricity produced by solar photovoltaic power generation to produce hydrogen off-grid, which can be used to supply equipment or power grids or refill hydrogen for heavy-duty hydrogen trucks, and can also be transported to local chemical companies through pipelines. The use of this technology can solve the problem of green hydrogen consumption; For example, Jiangsu Green Carbon Technology Nano Technology Co., Ltd., located in Suzhou, has developed the world's first carbon dioxide capture and conversion system for thermal power plants, which captures carbon dioxide in the flue gas of power plants and converts it into high-quality carbon nanomaterials. Carbon nanotubes can reduce carbon dioxide emissions by up to 3.5 tons per tonne, making a significant contribution to the life-cycle carbon reduction of the lithium battery and new energy vehicle industries, and Nanjing's Nanjing Iron and Steel Group has launched an extreme energy efficiency transformation to minimize energy consumption and carbon emissions. Build the most advanced belt roasting pellets, reduce energy consumption by 30%, reduce carbon emissions by 65,000 tons, and continue to explore the process path and technical solutions of low-carbon steel, track and study the transformation technology path from traditional "carbon metallurgy" to new "hydrogen metallurgy", and strive to be the leader of green and low-carbon development of the steel industry, and build a beautiful low-carbon new world.
