Regulations on the Promotion of the Construction of National Important Agricultural and Livestock Product Production Bases in the Inner Mongolia Autonomous Region

Chapter I: General Provisions
Article 1 These Regulations are formulated on the basis of relevant national laws and regulations and in consideration of the actual conditions of the autonomous region, so as to build high-quality production bases for important national agricultural and livestock products and to promote the stable and safe supply of grain and important agricultural and livestock products.
Article 2 These Regulations shall apply to the promotion of the construction of important national agricultural and livestock product production bases and related activities within the administrative area of the autonomous region.
Article 3 The construction of important national agricultural and livestock product production bases shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the leadership of the Communist Party of China, firmly grasp the strategic positioning of the Party Central Committee for Inner Mongolia, completely, accurately and comprehensively implement the new development concept, take the forging of the sense of Chinese national community as the main line, take ecological priority and green development as the guide, adhere to the priority development of agriculture and animal husbandry, rural and pastoral areas, accelerate the construction of strong agricultural and animal husbandry areas, and help build a strong agricultural country.
Article 4 The construction of important national agricultural and livestock product production bases shall implement the strategy of storing grain on the ground and storing grain in technology, promote the transformation and development of agriculture and animal husbandry, promote the transformation and upgrading of production methods, resource utilization methods, management methods, and industrial structure, vigorously develop water-saving agriculture and ecological agriculture and animal husbandry, expand the quantity of high-quality resources in agriculture and animal husbandry, increase the output of green agricultural and livestock products, improve the quality of agricultural and animal husbandry development, and build a new pattern of modern agricultural and animal husbandry development.
Article 5 The construction of important national production bases for agricultural and livestock products shall adhere to the principle of adapting measures to local conditions and implementing policies according to categories, planting and raising suitable for planting, and optimizing the layout and production structure based on the advantages of agricultural and animal husbandry resources in the region.
Article 6 The construction of national important agricultural and livestock product production bases shall adhere to the same responsibility of the party and government for food security, and implement a working mechanism of party committee leadership, government responsibility, departmental coordination, social participation, and market orientation.
Article 7 The autonomous region shall establish a coordination mechanism for the construction of important national agricultural and livestock product production bases, and set up a work coordination body to be responsible for overall coordination, guidance, promotion, supervision and implementation of various tasks, and study and solve major problems and key matters in the work.
Article 8 The people's governments at all levels shall be responsible for the construction of important national production bases for agricultural and livestock products within their respective administrative regions.
The administrative departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall be responsible for the guidance, service, supervision and management of the construction of national important agricultural and livestock product production bases.
The departments and units of the people's governments at or above the banner county level for development and reform, science and technology, industry and informatization, finance, natural resources, ecology and environment, water administration, commerce, health, market supervision and management, forestry and grassland, financial management, rural revitalization, and supply and marketing cooperatives shall, in accordance with their respective duties, do a good job in the construction of important national agricultural and livestock product production bases.
Gacha villagers' committees and residents' committees shall, in accordance with law, assist in the construction of important national agricultural and livestock product production bases.
Article 9: The establishment of important national production bases for agricultural and livestock products shall give play to the role of farmers and herdsmen as democratic entities, respect the wishes of farmers and herdsmen, fully mobilize the enthusiasm, initiative and creativity of farmers and herdsmen, promote the sustained and stable increase of income of farmers and herdsmen, and safeguard the lawful rights and interests of farmers and herdsmen.
Encourage and support people's organizations, enterprises, public institutions, social organizations and other social forces to participate in the construction of important national agricultural and livestock product production bases.
Chapter II: Infrastructure Construction
Article 10 The construction of important national production bases for agricultural and livestock products shall strengthen the protection and utilization of agricultural and animal husbandry resources, consolidate and upgrade the infrastructure of agriculture and animal husbandry, improve the disaster prevention and mitigation system for agriculture and animal husbandry, and promote sustainable development.
Article 11 The construction of national important agricultural and livestock product production bases shall implement the land use control system and the compensation system for the occupation of cultivated land, strictly observe the red line of cultivated land protection, strictly control the conversion of agricultural land into construction land, and strictly control the conversion of cultivated land into forest land, grassland, orchard land and other agricultural land.
Article 12: People's governments at all levels shall adopt measures to guide crop rotation and fallow in accordance with local conditions, improve the soil, increase the fertility of cultivated land, maintain drainage and irrigation engineering facilities, and prevent land desertification, salinization, soil erosion, and soil pollution.
13th banner county level or above the people's Governments of agriculture and animal husbandry administrative departments shall, in conjunction with the relevant departments at the same level, in accordance with the law to prepare the administrative area of high-standard farmland construction planning, the development of sub-regional, sub-type of high-standard farmland construction standards and quotas, improve the content of high-standard farmland construction, unified standardization of engineering construction and post-construction management, and gradually build all permanent basic farmland into high-standard farmland.
Article 14: People's governments at or above the banner county level shall strengthen the construction of infrastructure for black soil farmland, employing measures such as conservation tillage, increasing the thickness of the black soil layer and the content of organic matter, protecting the excellent production capacity of the black soil, and ensuring that the total amount of black soil is not reduced, the function is not degraded, the quality is improved, and the production capacity is sustainable.
Article 15 The people's governments at or above the banner county level shall carry out surveys of saline-alkali land resources, reasonably prepare plans for the comprehensive utilization of saline-alkali land, increase the transformation and upgrading of saline-alkali land, strengthen the development and promotion of crop varieties suitable for saline-alkali land, and improve the comprehensive utilization efficiency of saline-alkali land.
Article 16 The construction of national important agricultural and livestock product production bases shall implement the basic grassland protection, grass-livestock balance, and the prohibition of grazing and fallow grazing. Strictly implement the control of grassland zoning and use, and implement the system of review and approval of grassland acquisition and occupation.
Article 17: The people's governments at or above the banner county level shall establish and improve mechanisms for the development of diversified and efficient facility agriculture and animal husbandry, develop information-based, standardized, and intelligent facility agriculture and modern facility animal husbandry in accordance with local conditions, and promote the high-quality development of facility agriculture and animal husbandry.
Article 18 The people's governments at or above the banner county level shall strengthen the construction, management and protection of water conservancy infrastructure for agriculture and animal husbandry, strengthen the construction of high-efficiency water-saving irrigation projects, reduce leakage of canals, promote water-saving transformation measures, and improve the efficiency of water use in agriculture and animal husbandry.
Article 19 The people's governments at or above the banner county level shall, in accordance with the needs of the development of local advantageous and characteristic industries, promote the construction of backbone cold chain logistics bases and cold chain logistics systems, strengthen the construction of cold chain logistics facilities for storage and preservation of agricultural and livestock products, support the application and transformation of cold chain facilities and equipment at the end of agricultural and livestock products, and promote the extension of cold chain logistics service networks to small and medium-sized towns and qualified rural and pastoral areas.
Article 20 The people's governments at or above the banner county level and their relevant departments shall strengthen the construction of the disaster prevention system for agriculture and animal husbandry, carry out early warning of meteorological disaster risks in agriculture and animal husbandry by region, crop and disaster species, strengthen forage reserves, improve the ability to monitor and forecast biological disasters, strengthen the normalized prevention and control of major animal diseases and the prevention and control of the sources of key zoonotic diseases, and enhance the disaster prevention and mitigation capacity of agriculture and animal husbandry.
Chapter III Productive Capacity Building
Article 21 The people's governments at all levels shall strengthen the construction of grain production capacity, increase the supply of meat, promote the revitalization of the dairy industry, strengthen the construction of forage bases, and build a high-quality supply guarantee system for important agricultural and livestock products.
Article 22 The people's governments at or above the banner county level shall, in accordance with the medium- and long-term plans for national economic and social development, territorial and spatial planning, etc., and in light of regional advantages, adjust the economic structure, optimize the regional layout, and formulate plans for the development of agriculture and animal husbandry.
Article 23 The people's governments at or above the banner county level shall establish a rational system of standards for agriculture and animal husbandry, promote the construction of standardized production bases for agriculture and animal husbandry, promote green and efficient production technology standards, promote the standardization of production of advantageous and characteristic industries, and improve the quality of agricultural and livestock products and the efficiency of planting and breeding.
Article 24 The construction of important national production bases for agricultural and livestock products shall establish a concept of big food, and build a diversified food supply system such as grain, oil, sugar, meat, eggs, milk, fruits, vegetables, fish, mushrooms, and bamboo shoots, which are integrated with grain, economy and feeding, agriculture, forestry, animal husbandry and fishery, and plants, animals, and microorganisms.
Article 25 The autonomous region shall improve the mechanism for guaranteeing the income of peasants from growing grain, implement various incentive and subsidy policies, and mobilize the enthusiasm of localities and peasants to grow grain; Organize and implement actions to improve grain production capacity, ensure grain planting area, increase grain yield, and increase the production capacity of soybean and other oil crops.
26th banner county level or above the people's Government of agriculture and animal husbandry administrative departments shall, in accordance with the agricultural and animal husbandry development plan, guide the establishment of a coordinated animal husbandry industry structure with regional resources, scientifically determine the breed and scale of livestock and poultry breeding, vigorously develop housing and captive breeding, improve the level of large-scale housing feeding, forage storage and processing, standardized feeding and other facilities, enhance the supply capacity of livestock and poultry products.
Article 27 The autonomous region shall implement the incentive policy for the transfer of beef cattle and sheep out of large counties, promote the expansion of beef cattle herds, expand the scale of basic cow breeding, and promote the application of frozen sperm and cold matching of improved breeds and embryo transfer; Stabilize the scale of meat sheep, strengthen selection and breeding, and improve individual output and reproduction rate. Improve the standardization, scale and modernization of beef cattle and sheep breeding.
Article 28 The people's governments at or above the banner county level shall implement long-term support policies for pig production, establish a mechanism for regulating and controlling pig production capacity, stabilize the number of breeding sows and the number of large-scale farms, and ensure the supply of pork.
Article 29 The people's governments at or above the banner county level shall, in accordance with the resource conditions and market demand, develop the dairy industry in a scientific manner and in accordance with local conditions, promote the development of dairy products with local characteristics, strengthen the construction of milk sources, seed sources and grass source bases, support large-scale and standardized breeding, strengthen the breeding of improved varieties, ensure the supply of forage, reduce the cost of breeding, and improve the level of yield. Improve the coordination mechanism of fresh milk prices, protect the interests of dairy farmers and other entities, stabilize the foundation of milk sources, and promote the revitalization of the dairy industry.
Article 30 The people's governments at or above the banner county level shall encourage and support the development of the cashmere industry, implement the cashmere goat quality improvement project, improve the mechanism of high quality and high price, encourage technological transformation and innovation, and enhance the concentration of the cashmere industry and the international influence of the brand.
Article 31 The people's governments at or above the banner county level shall coordinate all types of land resources, carry out the construction of artificial forage bases and grass seed breeding bases, and develop the production of forage and grass seeds such as silage corn, alfalfa, forage oats, and sheep grass in accordance with local conditions, so as to improve the ability to guarantee the supply of forage.
Chapter IV Construction of Industrial Integration Development System
Article 32: People's governments at all levels shall optimize the layout of agriculture and animal husbandry industries, adjust the industrial structure of agriculture and animal husbandry, develop advantageous and characteristic industries, promote the construction of the entire industrial chain of agriculture and animal husbandry, and build a high-quality industrial integration development system.
Article 33: People's governments at all levels shall persist in taking farmers and herdsmen as the main body and relying on the advantageous and characteristic resources of rural and pastoral areas, support and promote the integrated development of primary, secondary and tertiary industries in rural and pastoral areas, promote the establishment of a modern agricultural and animal husbandry industrial system, production system and management system, cultivate new industries, new business forms, new models and new types of agricultural and animal husbandry business entities, and promote the organic connection between small farmers and herdsmen and the development of modern agriculture and animal husbandry.
Article 34 The people's governments at all levels shall, on the basis of resource endowments, industrial bases and market demand, strengthen and improve the dairy and corn industries, vigorously develop the beef cattle, sheep and forage industries, expand the potato, soybean, wheat, rice, sunflower, vegetables, miscellaneous grains and beans and cashmere industries, develop characteristic industries such as Chinese medicinal materials, oats, buckwheat, flax and red peppers and understory economies such as flowers and mushrooms in accordance with local conditions, and support the development of the Bactrian camel and modern horse industries. Develop special breeding such as deer and donkey, and promote the industrialization and development of psammophytes such as Cistanche and Suoyang. Support the construction of the whole industrial chain of key industries such as dairy, corn, beef cattle, sheep, forage, cashmere, and potatoes, and promote the integrated development of advantageous and characteristic industries.
Article 35 The people's governments at or above the banner county level shall formulate policies, integrate funds, promote the concentrated development of advantageous industries and production factors, cultivate advantageous and characteristic industrial clusters, create modern agricultural and animal husbandry industrial parks, strengthen the construction of strong industrial towns, and build advantageous and characteristic industrial bases.
Article 36 The people's governments at or above the banner county level shall formulate plans for the processing and development of agricultural and livestock products, guide agricultural and livestock products processing enterprises to form a reasonable regional layout and scale structure, promote local processing and transformation in the vicinity, support new agricultural and animal husbandry business entities to carry out the processing of agricultural and livestock products, extend the industrial chain, upgrade the value chain, and increase the conversion rate of agricultural and livestock product processing.
Article 37: The people's governments at or above the banner county level shall promote the intensive processing of agricultural and livestock products, encourage and support product innovation, food research and development, and develop the intensive processing of prefabricated vegetables, fruits and vegetables, etc. Guide the slaughtering and processing to transfer to the breeding concentration area, vigorously develop the fine segmentation of beef and mutton, cold and fresh meat processing, and cooked food production, and improve the added value and premium ability of products.
Article 38 The people's governments at or above the banner county level shall give play to the role of government guidance, market leadership, and enterprise entities, establish and improve mechanisms for brand creation, operation management, and protection, promote variety cultivation, quality improvement, brand building, and standardized production, and create regional public brands, enterprise brands, and product brands with obvious regional characteristics, outstanding driving capabilities, and distinctive product characteristics, and build a new pattern of brand agriculture and animal husbandry development with standardized production, industrialized operation, brand marketing, and integrated development.
Article 39 The people's governments at or above the banner county level shall strengthen the brand building of agricultural and livestock products, and improve policies, funds and service safeguard measures. Support leading enterprises with great development potential and strong driving force, and promote the promotion of the use of geographical indications for agricultural and livestock products. Promote the certification of the "Mongolian" word mark, create the brand image of "bright Inner Mongolia and green agricultural products", and strengthen brand building. Strengthen brand promotion and expand social awareness.
Article 40: The people's governments at or above the banner county level shall support the construction of green and organic agricultural and livestock product production bases, expand the scale of production, and guide regional public brand entities, agricultural and livestock product enterprises, and professional cooperatives of farmers and herdsmen to develop and certify organic agricultural and livestock products and green food, and increase the supply capacity of medium and high-end agricultural and livestock products. Encourage the development of small and medium-sized brands, and cultivate the formation of large brands, large enterprises and large groups with scale effect.
Article 41: The people's governments at or above the banner county level shall strengthen the establishment of a market system for agricultural and livestock products, coordinate the integrated development of production, processing, and sales of agricultural and livestock products, build a platform for the circulation of agricultural and livestock products, expand e-commerce sales channels for agricultural and livestock products, encourage leading enterprises and supermarkets to establish mechanisms for direct procurement of agricultural and livestock products, develop a modern rural and pastoral commodity circulation and service network that integrates online and offline, and promote more "Mongolian" agricultural and livestock products to enter the market.
Chapter V Seed Industry Development and the Construction of Scientific and Technological Equipment System
Article 42 The construction of national important agricultural and livestock product production bases shall further promote scientific and technological innovation in agriculture and animal husbandry and the revitalization of the seed industry, improve the level of promotion and application of agricultural machinery and equipment, and build a high-quality support system for agricultural and animal husbandry science and technology and equipment.
Article 43 The people's governments at or above the banner county level shall establish and improve the system for the protection and utilization of germplasm resources in agriculture and animal husbandry, promote the development of the whole chain of seed preservation, breeding, seed production and seed use, carry out the survey, identification, registration and monitoring of germplasm resources, build and improve germplasm resource banks, collect, excavate and utilize rare, endangered and endemic resources and characteristic local varieties, promote the industrial application of biological breeding, and promote the high-quality development of the seed industry.
Article 44 The people's governments at or above the banner county level shall strengthen the construction of modern crop production and multiplication bases, livestock and poultry breeding bases, and grass seed breeding bases, support the research and development of basic, cutting-edge, and applied technologies for breeding, carry out breeding research on corn, soybeans, potatoes, beef cattle, meat sheep, alfalfa, and sheep grass, and support the construction of breeding cattle provenance bases, core breeding farms, and seed preservation farms. Strengthen the cultivation of excellent varieties of crops, livestock and poultry and forage, promote the transformation of scientific and technological achievements and the promotion of excellent varieties, and improve the level of improved varieties.
Article 45 The people's governments at or above the banner county level shall strengthen the construction of a platform for the "selection and selection" of crops, and focus on the display and evaluation of new varieties and safety monitoring. Livestock and poultry breeding advantage areas should organize and carry out all kinds of livestock racing activities, encourage the formulation of excellent varieties after the subsidy and incentive policies, and promote the promotion of excellent crops and livestock and poultry breeds.
Article 46: The administrative departments in charge of science and technology, agriculture and animal husbandry, forestry and grassland of the people's governments of the autonomous region shall improve the institutional mechanisms for collaborative innovation of industry, university and research with enterprises as the main body, strengthen the innovation capabilities of institutions of higher learning, scientific research institutes, and agricultural and animal husbandry science and technology enterprises, strengthen the construction of scientific and technological innovation platforms for agriculture and animal husbandry such as dairy and grass industries, guide the construction of demonstration zones for the modernization of agriculture and animal husbandry and demonstration zones for high-tech industries, and raise the level of intensification and modernization of agriculture and animal husbandry science and technology.
Article 47: The people's government of the autonomous region and its relevant departments shall increase the construction of demonstration bases for the transfer and transformation of scientific and technological achievements in agriculture and animal husbandry, organize the implementation of key technology research and integrated innovative applications such as advanced planting and breeding, production and processing of agricultural and livestock products, and resource utilization of agricultural and animal husbandry wastes, and enhance the capacity for transfer and transformation services.
Article 48: The administrative departments for agriculture and animal husbandry, science and technology, and other such departments of the people's governments at the banner county level or above shall organize and carry out the development, application, and promotion of science and technology in areas such as cultivated land conservation and efficient use of resources, modern cultivation and pest control, efficient reproduction and intelligent breeding, animal disease prevention and control, and processing and utilization of agricultural and livestock products, to promote the development of digital agriculture and animal husbandry and smart agriculture and animal husbandry.
Article 49 The people's governments at or above the banner county level shall implement the subsidy policy for the purchase and application of agricultural machinery, support and guide farmers and herdsmen and agricultural and animal husbandry production and operation organizations to purchase and use advanced and applicable agricultural and animal husbandry machinery, and lead and promote the development of agricultural and animal husbandry mechanization to a comprehensive, high-quality and efficient manner.
Chapter VI Management System Construction
Article 50: People's governments at all levels shall adhere to the basic management system in rural and pastoral areas, cultivate and expand new types of agricultural and animal husbandry business entities, strengthen socialized services, and build a new type of agricultural and animal husbandry management system with high quality.
Article 51: People's governments at the banner county level or above and their relevant departments shall strengthen the management and services for the circulation of land and grassland management rights in rural and pastoral areas, guide and support the orderly circulation of land and grassland management rights in accordance with law, and encourage contracted farmers and herdsmen to develop various forms of moderately large-scale operations on the premise of their own voluntariness; Improve the qualification review, project review and risk prevention system for industrial and commercial enterprises and other social capital to obtain the right to operate land and grass pastures through circulation; Strengthen guidance on mediation and arbitration of land contract management disputes in rural and pastoral areas, and earnestly protect the interests of farmers and herdsmen.
Article 52: People's governments at all levels shall organize the development of a new type of collective economy in rural and pastoral areas, guide collective economic organizations in rural and pastoral areas to improve operational mechanisms and income distribution mechanisms, and steadily carry out business activities with less risk and stable returns, such as resource contracting, property leasing, intermediary services, and shareholding in the right to use assets. Improve the supervision system of collective assets in rural and pastoral areas. Promote the entry of collective management construction land in rural and pastoral areas into the market in a steady and orderly manner, and explore the establishment of an effective adjustment mechanism for land value-added income that takes into account the interests of the state, collective economic organizations in rural and pastoral areas, and farmers and herdsmen.
Article 53: People's governments at all levels shall make use of the resources and ecological advantages of rural and pastoral areas to develop and cultivate key leading enterprises in the industrialization of agriculture and animal husbandry, promote the development of enterprises such as the processing of agricultural and livestock products with local advantages and characteristics, and the production of feed, strengthen the integration of resources, promote the listing of enterprises integrating planting, breeding and processing, and support the standardized, branded, digital, and market-oriented development of enterprises.
Article 54: People's governments at all levels shall support the development of new types of agricultural and animal husbandry business entities such as professional farmer and herdsman cooperatives and family farms and pastures, encourage professional farmers and herdsmen cooperatives to set up enterprises to develop the production and processing of agricultural and livestock products, establish and improve the guidance and service system for new types of agricultural and animal husbandry business entities, improve and improve mechanisms for linking interests, and promote the establishment of industrialized associations led by leading enterprises, followed by professional farmer and herdsman cooperatives and family farms and pastures, and with the participation of small farmers and herdsmen, so as to expand and strengthen new business entities.
Article 55: The people's governments at or above the banner county level shall improve the mechanism for cultivating socialized service organizations in agriculture and animal husbandry, strengthen industry guidance, rationally allocate factors of production, establish service standards and norms in accordance with local conditions, give play to the role of professional associations in agriculture and animal husbandry, and improve the level of socialized services in agriculture and animal husbandry.
Article 56: The people's governments at all levels encourage and support the whole township and the whole village to carry out socialized services in a centralized and contiguous manner, vigorously develop socialized services such as substitution of planting and raising, escrow and collection, and whole-process trusteeship, promote the mode of centralized and contiguous land management and large-scale aquaculture, encourage the construction of regional comprehensive service platforms, and promote the cost-saving, quality-improving, and marketing efficiency of agriculture and animal husbandry.
Article 57: People's governments at the banner county level or above shall innovate mechanisms for connecting production and marketing, giving full play to the government's service role and the leading role of leading enterprises, implementing the "digital business to rejuvenate agriculture" and "Internet +" projects for agricultural and livestock products to go out of villages and into cities, encourage the development of models such as direct e-commerce procurement and customized production of agricultural and livestock products, promote the construction of live-streaming e-commerce bases for agricultural and livestock products, establish and complete independent terminal sales network platforms, promote production through sales, and link production and marketing, to form stable export channels for agricultural and livestock products.
Chapter VII Establishment of a Green Development System
Article 58: People's governments at all levels shall develop efficient agriculture and ecological animal husbandry, promote the purification of the environment in the areas of origin, strengthen the conservation and intensive use of resources, strengthen the supervision of the quality and safety of agricultural and livestock products, and build a high-quality green development system for agriculture and animal husbandry.
Article 59: The construction of important national production bases for agricultural and livestock products shall be based on the rigid constraints of water resources and environmental carrying capacity, persist in determining production and quantity of water by water, implement a dual control system for the total amount and intensity of water use, and promote high-efficiency water-saving technologies such as the integration of water and fertilizer, shallow buried drip irrigation, and drip irrigation under membranes, as well as drought-resistant varieties, so as to improve the water-saving benefits of agriculture and animal husbandry.
Article 60 The administrative departments of agriculture, animal husbandry and ecology and environment of the people's governments at or above the banner county level shall adopt cultivated land rotation, protective tillage, soil testing and formula fertilization, unified prevention and control, and green prevention and control measures, promote fertilizer control and efficiency, drug control and harm reduction, strengthen the supervision and management of the use, recycling and reuse of agricultural input packaging waste and agricultural film, guide the establishment of Sumu Township agricultural input packaging waste and waste agricultural film storage and transportation stations, Gacha Village recycling points, and promote the resource utilization of crop straw and livestock and poultry manure. Effectively control agricultural non-point source pollution and promote environmental purification in production areas.

Article 62: The autonomous region implements the strategy of carbon peaking and carbon neutrality in agriculture and animal husbandry, promotes carbon sequestration and emission reduction in agriculture and animal husbandry and grassland carbon sinks, encourages the research and development and application of agricultural and animal husbandry technologies that reduce carbon emissions and increases sinks, enhances the capacity of farmland for carbon storage and carbon sequestration, promotes low-carbon emission reductions in livestock and poultry breeding, and promotes the green and low-carbon development of agriculture and animal husbandry.
Article 63: People's governments at all levels shall strengthen supervision over the quality and safety of agricultural and livestock products, strengthen the management of input production and operation, and improve the ability to control production sources. Enhance the construction of supervision and monitoring capacity in Qixian County and Sumu Township, implement the grid management of agricultural and livestock product quality and safety in Sumu Township, improve the screening ability of agricultural and veterinary drugs, strengthen the construction of credit and wisdom empowerment quality and safety supervision system, promote the commitment to meet the standard certificate system, and promote the traceability of agricultural and livestock product quality and safety. Promote the protection and development of green food, organic agricultural and livestock products cultivation and certification, and geographical indications, and improve the quality and safety of agricultural and livestock products.
Article 64: People's governments at or above the banner county level shall establish and complete systems for the prevention and control of animal diseases, implement the main responsibility for the prevention and control of animal diseases and the responsibility of government supervision, strengthen the monitoring of animal diseases, improve the mechanism for joint prevention and control of zoonotic diseases, promote socialized veterinary services, strengthen the establishment of a system for the harmless treatment of sick and dead livestock and poultry, strengthen the quarantine of animals and animal products, and prohibit or restrict the transportation of specific animals and animal products from high-risk areas to low-risk areas in accordance with law, so as to reduce the risk of epidemic transmission.
Chapter VIII: Safeguard Measures
Article 65 The people's governments at or above the banner county level shall include the construction of important national agricultural and livestock product production bases in the national economic and social development plan at the corresponding level, and the necessary funds shall be included in the fiscal budget at the corresponding level.
Article 66: The people's governments at or above the banner county level shall give priority to ensuring capital investment in agriculture and animal husbandry, formulate support policies for the construction of land, electricity, water and road infrastructure, strengthen the safeguards of various policies that benefit agriculture and animal husbandry, and reduce the input costs of factors for agricultural and animal husbandry production and operation entities.
Article 67: The people's government of the autonomous region shall formulate policies to strengthen financial support for the construction of important national agricultural and livestock product production bases, strengthen the integration of financial investment and funds, and strive for special bond funds to support projects such as facility agriculture and animal husbandry and cold chain logistics.
Article 68: The autonomous region is to establish and complete a multi-level, wide-coverage, and sustainable financial service system for rural and pastoral areas, guide financial institutions to innovate credit products for agriculture and animal husbandry, promote small inclusive loans for farmers and herdsmen, support the expansion of the coverage of mortgage and pledge loans such as for greenhouses, breeding enclosures, large agricultural machinery, warehouse receipts for insurance policy orders, and living organisms, and encourage financial institutions to allocate more resources to key areas and weak links in rural development.
Article 69 The people's government of the autonomous region shall strengthen financial guarantees to support the construction of important national agricultural and livestock product production bases, give play to the role of financing guarantees, and increase the extent of financial capital's support for new agricultural and animal husbandry business entities.
Article 70 The autonomous region shall establish and improve a multi-level agricultural and animal husbandry insurance system, improve insurance policies related to agriculture, animal husbandry and grassland, encourage commercial insurance companies to carry out agricultural and animal husbandry insurance business, and support farmers and herdsmen and agricultural and animal husbandry operators in carrying out mutual assistance and cooperative insurance in accordance with the law, so as to raise the level of insurance protection.
Encourage the people's governments at or above the banner county level to adopt measures such as premium subsidies to support insurance institutions to appropriately increase the variety of insurance, expand the coverage of agricultural and animal husbandry insurance, and promote the development of agricultural and animal husbandry insurance.
Article 71: People's governments at or above the banner county level shall establish and complete systems and mechanisms for the work on talents in rural and pastoral areas, introduce and cultivate leading scientific and technological talents, high-level innovative teams, and young scientific and technological talents, increase the cultivation of local talents, guide urban talents to go to the countryside, promote science and technology commissioners and other professionals to serve rural and pastoral areas, and promote the construction of talent teams in rural and pastoral areas.
Article 72: The people's governments at or above the banner county level shall establish an education and training system for farmers and herdsmen, focusing on cultivating high-quality farmers and herdsmen who are management-oriented, professionally produced, and skilled service-oriented.
The autonomous region supports institutions of higher learning in optimizing the construction of disciplines and majors related to agriculture and animal husbandry, promotes the improvement of the quality and training of vocational education related to agriculture and animal husbandry, encourages and supports all aspects of society to provide education and training, technical support, entrepreneurship guidance and other services, and cultivates more outstanding young and middle-aged scientific and technological talents in agriculture and animal husbandry.
Article 73: State organs, people's organizations, enterprises, public institutions, and social organizations shall carry out publicity and education work related to the construction of important national production bases for agricultural and livestock products.
Radio, television, newspapers and periodicals, the Internet and other types of media shall carry out public welfare publicity on the construction of important national agricultural and livestock product production bases.
Article 74: The Standing Committee of the People's Congress at or above the banner county level shall strengthen supervision of the work of building an important national production base for agricultural and livestock products by hearing and deliberating special work reports of the people's governments at the same level, organizing law enforcement inspections, and other means.
Article 75: The work of building a national production base for important agricultural and livestock products shall implement a leadership responsibility system and a target evaluation system, and include it in the performance appraisal of leading groups and leading cadres.
Article 76 The people's governments at or above the banner county level shall, in accordance with the relevant provisions of the State and the autonomous region, give project preferences and financial incentives to areas that have made outstanding contributions to the construction of national important agricultural and livestock product production bases.
Article 77: Where relevant state laws and regulations have already made specific provisions on punishment for conduct violating the provisions of these Regulations, follow those provisions.
Article 78 Anyone who neglects his duties, abuses his power, or twists the law for personal gain in the construction of a national important agricultural and livestock product production base shall be punished in accordance with law by the person in charge who is directly responsible and other persons who are directly responsible; where a crime is constituted, criminal responsibility is pursued in accordance with law.
Chapter IX: Supplementary Provisions
Article 79: These Regulations take effect on September 1, 2023.
