The Inner Mongolia Autonomous Region made public the second round of central ecological environmental protection supervision and rectification

　　From March 25 to April 25, 2022, the Central Third Eco-environmental Protection Supervision Group carried out the second round of eco-environmental protection inspections in Inner Mongolia, and on June 2, 2022, it gave feedback to the Party Committee and government of the autonomous region and put forward rectification requirements. The party committee and government of the autonomous region attach great importance to it, insist on taking the rectification of the feedback problems of the central ecological environmental protection inspectors as a major political task, and as a specific action to support the "two establishments" and achieve "two maintenance", and make every effort to promote the implementation of various rectification and reform tasks. By the end of July 2023, 27 rectification tasks had been completed; Of the 2,825 cases of mass petitions and reports, 2,809 cases were closed, and 16 cases were closed in stages.

　　1. Resolutely shoulder political responsibility and earnestly enhance political consciousness, ideological awareness, and action consciousness in grasping rectification and reform

　　(1) Continue to strengthen theoretical armament. The Party Committee and government of the autonomous region have always attached great importance to the protection of ecological environment, conscientiously studied and implemented Xi Jinping Thought on Ecological Civilization, resolutely implemented the spirit of General Secretary Xi Jinping's important instructions to Inner Mongolia on building an important ecological safety barrier in northern China, comprehensively compared to the feedback from the central ecological environmental protection inspectors, and further deepened the understanding of ecological civilization construction by holding meetings of the standing committee of the autonomous regional party committee, collective study meetings of the theoretical study center group, and executive meetings of the government. Deepening the understanding of the political significance and political weight of rectification and reform has enhanced the firmness and consciousness of grasping rectification and reform politically. Party committees (party groups) at all levels of theoretical study center groups and party schools (administrative colleges) regard the study and implementation of Xi Jinping Thought on Ecological Civilization as an important part of theoretical study and cadre training, and educate leading cadres at all levels to deeply grasp the core essence and effectively use it to guide practice and promote work.

　　(2) Comprehensively strengthen organizational leadership. The autonomous regional party committee held a meeting of the standing committee to study the rectification work, clarify the responsibility for rectification and reform, and put forward rectification and reform requirements. Establish a leading group for rectification and reform work led by the principal leading comrades of the autonomous regional party committee and government to make overall plans for promoting rectification and reform work. The principal responsible comrades of the autonomous regional party committee conscientiously perform the responsibility of being the first responsible person, assume overall responsibility for rectification and reform work, make all-out efforts, comprehensively grasp it, and grasp it throughout the process, preside over the study of rectification and reform plans, make overall plans to promote rectification and reform work, and supervise and inspect the rectification and reform situation on the spot. The principal responsible comrades of the autonomous regional government have held many meetings to make arrangements and take the lead in going deep into the frontline to guide and supervise and study and solve key and difficult problems. All regions and relevant departments acted quickly and actively to comprehensively implement the task of rectification and reform, forming a work pattern in which the party committee took over, linked up and down, and grasped and managed together.

　　(3) Research and formulate corrective measures. The party committee and government of the autonomous region conscientiously implement the requirements of the central ecological environmental protection supervision and rectification, that is, change when you know it, make immediate reform, and comprehensively rectify and reform, concentrate on solving the outstanding problems found by the central ecological environmental protection inspector, draw inferences from one case to another, improve the system, and ensure that all regulations are thoroughly corrected and each piece is in place. Formulate the "Rectification Plan for Implementing the Second Round of Central Ecological Environmental Protection Supervision Report", and clarify the timetable and road map for rectification. All leagues and cities have formulated rectification plans in light of actual conditions, broken down tasks, detailed measures, and promoted the effective, orderly and effective development of rectification and reform work.

　　(4) Responsibility for rectification and rectification of compression and compaction. The Party Committee and government of the autonomous region carry out on-site inspections of the rectification of problems feedback from the central ecological environmental protection inspectors, and the autonomous regional ecological environmental protection supervision office conducts on-site verification of the completion of rectification tasks, so as to promote the rectification and reform to achieve practical results. Establish a regular reporting system for rectification and reform, schedule and sort out rectification and improvement exhibitions every month, and report existing problems by name, forcing the implementation of rectification and reform responsibilities. Establish rectification accounts, implement dynamic management, and continuously track and supervise. Take the implementation of rectification and reform tasks as an important indicator for the performance evaluation of party and government leadership groups and leading cadres, improve assessment measures, and strengthen the use of results. Establish a system for provincial-level leaders to transfer key letters and petitions to the letters, supervise and handle them one by one, and ensure that the problems reported by the masses are implemented.

　　(5) Strictly carry out accountability and accountability. Strengthen supervision and law enforcement in the field of ecology and the environment, resolutely investigate and deal with cases of damage to the ecological environment and the responsibility, corruption, and work style behind them, and seriously pursue the responsibility of those responsible. Up to now, all three clues on accountability transferred by the Central Third Ecological Environmental Protection Supervision Group have been completed, and 17 departments and units and 87 responsible persons have been held accountable in accordance with laws and regulations.

　　Second, vigorously solve the outstanding problems of the ecological environment and earnestly build an important ecological security barrier in northern China

　　(1) Solidly promote the ecological protection and governance of the Yellow River Basin, "one lake, two seas" and Chahannaur. Strictly implementing the requirements of "four waters and four determinations", decomposing the total water consumption index to basic users, a total of 33 water-saving social standard counties have been built in the Yellow River Basin, 1.042 million mu of high-standard farmland will be built in 2022, and 1.11 million mu of new high-standard farmland will be built in 2023. 7 special rectification and improvement projects for water intake along Huangmeng City were completed, and 27,043 illegal water intake problems and 661 "four chaos" problems in rivers and lakes were investigated and rectified. 1,178.55 mu of forests in the Yellow River beach area that seriously hindered flood flow and affected river stability, traced and drained 3,061 sewage outlets into the river, and rectified all 128 problems in the "clean-up operation" in the Yellow River Basin. 64 projects of "one lake, two seas" and Chahannaur protection and treatment projects have been implemented, the quality of Hulun Lake, Wuliangsuhai and Daihai waters has remained stable, and the ecological environment of the Chahannaur basin has been stable and improving.

　　(2) Continuously improve the quality and stability of ecosystems. Formulate and implement the Implementation Plan on Building Important Ecological Safety Barriers in Northern China, and comprehensively strengthen the protection and restoration of ecological environment. 380 million mu of grassland grazing ban and 590 million mu of grassland and livestock balance were implemented, and all problems found in the special rectification action to destroy grassland and forest land in the whole region were rectified, and 1,107,200 mu of grassland forest land was restored. Since 2022, the region has completed afforestation of 8.237 million mu, planting of grass of 31.526 million mu, sand prevention and control of 14.197 million mu, comprehensive treatment of soil erosion of 12,164 square kilometers, treatment of 791 large and medium-sized erosion ditches in the northeast black soil area, 2,104 small erosion ditches in the high-standard farmland project area, and completed the task of protecting and constructing 1.315 million mu of black soil and 500,000 mu of protection and utilization. 43 mining rights have been withdrawn from nature reserves, 83 lists of important wetlands have been issued, and 1,482 open-pit mines have completed geological environment treatment of 113 square kilometers.

　　(3) Accelerate the development of green and low-carbon transformation. The "Guiding Opinions on Deeply Implementing Xi Jinping Thought on Ecological Civilization and Promoting the Comprehensive Conservation and Intensification of Resources in the Whole Society" was issued, focusing on the "five major uprising" actions of projects to be approved, idle land, precipitated funds, "half-pulled" projects, and development zone construction, and comprehensively improving the efficiency of resource utilization. Carbon peaking and carbon neutrality implementation opinions, carbon peaking implementation plans and 16 sub-field implementation plans were introduced, and the benchmark value policy of energy consumption intensity review of new projects was innovatively implemented, and the energy intensity of the whole region was reduced by more than 11% from 2021 to 2022. Focus on cultivating 8 major industrial clusters and 16 key industrial chains, and accelerate the construction of a modern industrial system with green characteristics. With new energy driving new industries, the installed capacity of new energy and power generation in the region in 2022 will increase by 13.5% and 12.1% respectively year-on-year.

　　Third, fight the battle of pollution prevention and control in depth and promote the continuous improvement of environmental quality

　　(1) Fight the battle of defending the blue sky in depth. Hohhot, Baotou, Ulanqab and Bayannur have been listed as clean heating cities in the northern region of the country, and 449,000 households have been renovated since 2022. Strengthen the pollution control of diesel trucks, and install 21,958 remote online monitoring systems for heavy-duty diesel trucks in 6 cities in central and western China. Further promote the joint prevention and treatment of air pollution in Wuhai and surrounding areas, and the proportion of regional good days in 2022 will increase by 3.4 percentage points year-on-year. The proportion of days with good air quality in the region was 92.9%, an increase of 3.3 percentage points year-on-year, PM_2.5The concentration was 22 micrograms per cubic meter, a year-on-year decrease of 4.3%.

　　(2) Fight the battle of defending clear water in depth. Systematically promote the treatment of water bodies, carry out the investigation and rectification of the sewage outlets of 97 key rivers and lakes in the region, build 4 new sewage treatment plants in the park, renovate 329 kilometers of old urban drainage pipe networks, build 23 domestic garbage dump leachate treatment facilities, carry out environmental protection actions for black and odorous water bodies in 20 cities at the county level and above, and designate 1,149 centralized drinking water source protection areas. In 2022, the proportion of excellent water bodies in the national examination of surface water in the region will be 76.9%, an increase of 4 percentage points year-on-year; The proportion of inferior Class V water bodies was 2.5%, down 2.87 percentage points year-on-year.

　　(3) Fight the battle of defending the Pure Land in depth. The management of solid waste and hazardous waste has been strengthened, and all 491 problems found in the three-year special rectification action of hazardous waste have been rectified, and 42 of the 62 tailings reservoirs that meet the conditions for closure have been closed. The built-up areas where the league and the municipal government are located have basically achieved full coverage of domestic waste classification, the coverage rate of domestic waste collection and transportation disposal system in rural and pastoral areas has reached 65%, and the domestic sewage treatment rate has reached 27%.

　　In the next step, the party committee and government of Inner Mongolia Autonomous Region will deeply implement Xi Jinping Thought on Ecological Civilization, fully implement the spirit of the 20th National Congress of the Communist Party of China, focus on the five major tasks entrusted to Inner Mongolia by General Secretary Xi Jinping and the "two major events" of all-round construction of a model autonomous region, always maintain the strategic focus on strengthening ecological civilization construction, fully promote the rectification and implementation of the feedback problems of the central ecological environmental protection inspectors, coordinate and promote key work such as pollution prevention and control, ecological protection, energy conservation and carbon reduction, and coordinate to promote high-level protection and high-quality development. Effectively build an important ecological security barrier in northern China into an unbreakable one.
