Notice of the Yunnan Provincial Department of Industry and Information Technology on organizing the application for the 2023 Big Data Industry Agglomeration Demonstration Zone

At present, the big data industry has become an important engine to promote the high-quality development of the digital economy, and the scale of the national big data industry has reached 1.57 trillion yuan. In order to accelerate the development of Yunnan's big data industry and promote the deep empowerment of big data in various industries, in accordance with the requirements of the "Three-Year Action Plan for the Development of the Digital Economy in Yunnan Province (2022-2024)", it was decided to organize the application of the big data industry agglomeration demonstration zone in Yunnan Province in 2023, accelerate the construction of the big data industry ecosystem by guiding and supporting the development of big data industry agglomeration, and further enhance the core competitiveness of the province's digital economy. The relevant matters are hereby notified as follows:
1. Scope of declaration
The scope of this declaration is counties (cities, districts) or parks with a certain agglomeration demonstration effect in the big data industry. The big data industry includes the following three levels: first, the core industry of big data, which mainly refers to data generation, definition, collection, storage, cleaning, labeling, processing, analysis, service, management, transaction and other related industries; The second is big data-related industries, which mainly refer to computer software and hardware facilities, intelligent terminals, call centers, and big data security, consulting, standards, testing, training and other related industries in the field of big data; The third is the big data integration and application industry, which mainly refers to the innovation, integration and application of big data in agriculture, industry, service industry and other industries and fields.
Second, the subject of the declaration
The main body of the declaration is the county (city, district) people's government or the park management committee (management agency). The state (city) industry and information technology bureau shall organize the qualified county (city, district) people's government or park management committee to declare and submit it to the provincial department of industry and information technology. The Central Yunnan New Area Management Committee directly reports to the Provincial Department of Industry and Information Technology.
3. Application conditions
(1) Outstanding agglomeration advantages. Within the administrative jurisdiction of counties (cities, districts) and parks, the scale of the big data industry, the number of enterprises, the industrial chain system, and the competitiveness rank among the best in the province; The development of the big data industry and the application of big data have obvious characteristics.
(2) The development orientation is clear. Counties (cities, districts) and parks attach importance to the development of the big data industry, have clear development goals and plans for the big data industry, have issued plans, policies or measures related to the development of the big data industry, or regularly carry out industrial development activities related to the big data industry, such as investment promotion, seminars, and forums. Policy measures may include those issued by the state, province, or state (city), but they need to be clearly related to the county (city, district) or park; Activities may include those organized by the provincial level or the state (city) but actually participated in by the county (city, district) or park.
(3) Remarkable innovation ability. Local enterprises have relevant patents, software copyrights or transformation of scientific research achievements in the field of big data, and have formulated or participated in the formulation of relevant standards; or be recognized as an industry-level big data center in a certain industry field; or big data-related projects are included in various key (demonstration) project plans, case promotion, financial support, etc. of government departments at all levels;
(4) Perfect service guarantees. Counties (cities, districts) and parks should have supporting facilities and public service guarantee capabilities to support the development of the big data industry. It can provide venues, innovation and entrepreneurship bases, public service platforms, information and communication infrastructure and other guarantees to support the development of the big data industry, and can provide financial services, talent attraction, enterprise support, financial and tax support, intellectual property protection and other policies or measures for big data-related enterprises.
Fourth, the declaration requirements
(1) Each applicant shall fill in the "Application Form for Big Data Industry Agglomeration Demonstration Zone in Yunnan Province" (Annex 1) and the "Basic Information Table of Big Data Industry Enterprises in Yunnan Province" (Annex 2). If the reporting unit is the people's government of the county (city, district), the competent department of industry and information technology of the county (city, district) shall be responsible for reporting to the state (city) bureau of industry and information technology; If the reporting unit is the park management committee, it shall be directly submitted to the state (city) Bureau of Industry and Information Technology. The application materials of Central Yunnan New Area shall be submitted directly to the Provincial Department of Industry and Information Technology.
(B) the reporting unit is responsible for the authenticity of the application materials; The State (City) Bureau of Industry and Information Technology is responsible for reviewing the compliance and validity of the application materials in the region.
(3) The declaration form shall be attached with a copy (scanned copy) of the relevant supporting materials, and the supporting materials with a large number of pages may only be attached to the relevant main pages.
5. Work organization
(1) Application recommendation. Each reporting unit shall complete the preparation of application materials before November 17 and submit them to the State (City) Bureau of Industry and Information Technology. The Central Yunnan New Area Management Committee and the State (City) Bureau of Industry and Information Technology shall complete the review and selection of local application materials before November 24, and submit the eligible application materials to the Information Infrastructure Management Office of the Provincial Department of Industry and Information Technology. The application materials submitted to the Provincial Department of Industry and Information Technology shall be provided in triplicate of bound paper materials, as well as the electronic version of the "Basic Information Table of Big Data Industry Enterprises in Yunnan Province".
(2) Review and selection. The Provincial Department of Industry and Information Technology shall carry out on-site verification, expert review, comprehensive evaluation and other procedures for the application units recommended by each unit, and select the best to form a list of big data industry agglomeration demonstration zones in Yunnan Province, and publicize them on the official website of the Provincial Department of Industry and Information Technology for 5 working days. After the publicity has no objection, it will be recognized as a big data industry agglomeration demonstration zone in Yunnan Province.
