Promoting the gradual shift from dual control of energy consumption to dual control of carbon emissions is an inevitable requirement for anchoring the goal of carbon peaking and carbon neutrality, and promoting work with the times, and is also an institutional guarantee for actively and steadily promoting carbon peaking and carbon neutrality. In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, according to the decision-making and deployment of the Party Central Committee and the State Council, the National Development and Reform Commission and relevant parties studied and drafted the "Opinions on Promoting the Gradual Shift from Dual Control of Energy Consumption to Dual Control of Carbon Emissions", and put forward the work arrangement and implementation path for promoting the system transformation in a planned and step-by-step manner. The "Opinions" have been deliberated and adopted at the second meeting of the Central Committee for Comprehensively Deepening Reform.
Regarding how to shift from dual control of energy consumption to dual control of carbon emissions, the second meeting of the Central Committee for Comprehensive Deepening Reform has made important arrangements, clarifying three aspects to promote relevant work.
First, persist in establishing first and then breaking through, and actively create conditions. Institutional transformation is a systematic project, which cannot be achieved overnight, and it is necessary to make good use of the solid foundation laid by the dual control of energy consumption to make a smooth and orderly transition to dual control of carbon emissions. It is necessary to implement the optimized policy of dual control of energy consumption, and study further refinement and improvement of work measures according to the needs of "dual carbon" work, so as to consolidate the institutional foundation for dual control of carbon emissions. At the same time, it is necessary to improve supporting systems, accelerate the improvement of a unified and standardized carbon emission statistical accounting system, establish and improve relevant management systems, and accelerate the consolidation of basic capabilities.

Resource conservation is a basic national policy in China, and the implementation of dual control of carbon emissions does not mean any relaxation of energy conservation work. At different stages of carbon peak and carbon neutrality, we must unswervingly grasp energy conservation, implement a comprehensive conservation strategy, continuously improve energy efficiency, and promote sustainable and healthy economic development at the lowest cost.
The third is to grasp the pace of work and coordinate the relationship between development and emission reduction. The dual control of carbon emissions is related to the overall situation of economic and social development and involves the vital interests of all parties. In the process of system transformation, it is necessary to grasp the rhythm and intensity, while promoting green and low-carbon development, constantly adjust and optimize policy measures according to the development and changes of the situation, effectively ensure food security, energy security, industrial chain and supply chain security, and ensure that the normal life of the people is not affected.
The National Development and Reform Commission will conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council, promote the dual control of energy consumption to dual control of carbon emissions in a planned and step-by-step manner, accelerate the comprehensive green transformation of economic and social development, and help promote high-quality development.
