On November 16, Zhao Yingmin, Vice Minister of the Ministry of Ecology and Environment, exchanged views with the visiting Director-General of Taxation and Customs Union of the European Commission, Geralsimos Thomas, on the EU Carbon Border Adjustment Mechanism and the construction of the carbon market. This event is a concrete action to implement the consensus of the Fourth EU-China High-Level Dialogue on Environment and Climate. The two sides exchanged views on technical issues such as the background of the introduction of the EU carbon border adjustment mechanism, the design of the system, and the implementation rules for the transition period.
The EU side introduced the relevant goals and main measures taken by the EU in implementing the "Green New Deal" in recent years, and explained the EU's imports, carbon emissions, as well as the EU's purpose of promoting the carbon border adjustment mechanism and relevant policy considerations. The EU hopes to strengthen technical exchanges and cooperation with China on the carbon border adjustment mechanism, the construction of the carbon market and the control of carbon leakage.
The Chinese side introduced the remarkable results achieved by China in implementing the national strategy of actively responding to climate change since the 18th National Congress of the Communist Party of China. China is highly concerned about the progress of the implementation of the EU's CBAM, expressed its doubts and concerns about the EU's unilateral measures to promote the CBAM, and hopes to further engage in dialogue with the EU through relevant international bilateral and multilateral channels such as the China-EU High-level Dialogue on Environment and Climate, so as to dispel doubts and respond to concerns. China is willing to continue exchanges and cooperation with the EU in areas such as the construction of the national carbon emission trading market.
The two sides exchanged frank and pragmatic exchanges, and are willing to continue dialogue, exchanges and cooperation on issues related to the carbon border adjustment mechanism and the construction of the carbon emission trading market. More than 30 Chinese and foreign representatives from the National Development and Reform Commission, the Ministry of Commerce, the State Administration of Taxation and other departments, as well as relevant departments and units directly under the Ministry of Ecology and Environment participated in the event.
