Tobacco is an important traditional pillar industry in Yunnan Province, and flue-cured tobacco houses are the most basic and irreplaceable means of production for tobacco production, and traditional coal-fired flue-cured tobacco houses account for a relatively large proportion of the province. Since 2022, with the strong support of the Ministry of Ecology and Environment, the Yunnan Provincial Department of Ecology and Environment has made great efforts to make good use of the central special funds for air pollution prevention and control to support the infrastructure construction of the tobacco industry, and has arranged a total of 110.28 million yuan of central air pollution prevention and control funds to support 5,082 coal-fired ovens in 3 prefectures (cities) and 14 counties (cities and districts) in Yuxi, Chuxiong and Dali to implement the "coal-to-electricity" project with air source heat pump technology. After the implementation of the project, the effect of reducing pollution and carbon emissions and helping farmers increase income is very obvious, which is mainly reflected in four aspects.
First, the performance of pollution reduction, carbon reduction and synergy is outstanding. Yunnan is a major province in terms of installed green power capacity, accounting for more than 86% of installed green power capacity and nearly 90% of power generation. It is estimated that the 5,082 flue-cured tobacco houses that implement the "coal to electricity" can reduce the burning of 30,000 tons of loose coal in the 2023 flue-cured tobacco season, and if all the 150,000 registered coal-fired roast houses in Yunnan Province complete the "coal to electricity", it is expected that the annual flue-cured tobacco season can reduce coal consumption by about 1 million tons, and reduce carbon dioxide, sulfur dioxide, and nitrogen oxide emissions by about 1.2 million tons, 8,200 tons, and 2,940 tons, with significant environmental benefits.
The second is to promote the green and low-carbon development of the tobacco industry in Yunnan Province. Flue-cured tobacco is an important part of carbon emissions in the tobacco industry, and the electric oven transformed by air source heat pump technology has high energy efficiency, which saves more than 40% of energy compared with coal-fired ovens, reduces carbon emissions by more than 56%, and significantly improves the green development level of the tobacco industry in Yunnan Province. In areas with conditions, photovoltaic power generation is built on the roof of the roof of the roasted house, and the annual power generation can reach 75-150% of the electricity consumption of flue-cured tobacco, which can replace most or all of the electricity consumption of flue-cured tobacco and promote the construction of "near-zero-carbon" industries.
The third is to help farmers increase income and benefit the people in a green way. After the transformation, intelligent roasting can be realized, the labor intensity of flue-cured tobacco can be reduced, the sales volume of dry tobacco leaves will be increased by about 5%, the overall appearance and quality evaluation of tobacco leaves will be improved, and the purchase unit price will be increased by about 8.8%. The electric oven can also recover some of the economic losses caused by unfavorable meteorological conditions such as hail and rain. After the end of flue-cured tobacco, the electric energy oven can be used to bake fruits and vegetables, wild mushrooms, etc., to solve the problem of fruit and vegetable baking for villagers.
Fourth, strengthen the village collective economy. Relevant prefectures (cities) actively innovate mechanisms, such as Chuxiong Yi Autonomous Prefecture adopts the model of "government-led, tobacco subsidies, integration and support, state-owned enterprise construction, county and city undertaking, and interest linkage", and the policy-based investment funds are used as the quantitative conversion of village collective investment, and the income from the operation of the baking house is distributed to the village collective according to the proportion of the discounted shares, so as to consolidate the achievements of poverty alleviation and effectively connect with rural revitalization.
