Regulations on Promoting the High-quality Development of the Meat Industry in Inner Mongolia Autonomous Region

Chapter I: General Provisions
Article 1 In order to promote the high-quality development of the meat industry in the autonomous region and promote the construction of important national agricultural and livestock product production bases, these regulations are formulated in accordance with the Animal Husbandry Law of the People's Republic of China, the Animal Epidemic Prevention Law of the People's Republic of China and other relevant national laws and regulations, combined with the actual situation of the autonomous region.
Article 2 These Regulations shall apply to the promotion of high-quality development of the meat industry and related activities within the administrative area of the autonomous region.
The term "meat industry" as used in these Regulations refers to the organic whole of livestock and poultry research and development, production, processing, storage and transportation, sales, brand creation, consumption, service and other links that are closely related, effectively connected, coupled and coordinated.
Article 3 The promotion of high-quality development of the meat industry should be guided by ecological priority and green development, combined with rural revitalization, and adhere to the principles of market leadership, government support, social participation, industrial integration and scientific and technological support.
Article 4 The people's governments at or above the banner county level shall be responsible for promoting the high-quality development of the meat industry within their respective administrative regions, and shall include the promotion of high-quality development of the meat industry in the national economic and social development plan at the same level, and the required funds shall be included in the fiscal budget at the same level.
The people's government and sub-district office of Sumu Township shall, in accordance with the law, do a good job in the implementation of policies, publicity services and other related work to promote the high-quality development of the meat industry within their jurisdiction.
Article 5 The administrative departments of agriculture and animal husbandry of the people's governments at or above the county level shall be responsible for the organization and implementation of the promotion of the high-quality development of the meat industry.
The departments of development and reform, science and technology, industry and informatization, finance, natural resources, ecology and environment, commerce, health, market supervision and management, statistics, forestry and grassland of the people's governments at or above the banner county level shall do a good job in promoting the high-quality development of the meat industry in accordance with their respective responsibilities.
Article 6 The people's governments at or above the banner county level and relevant departments shall, in accordance with climate and water and soil resources, build a development layout of the whole industrial chain of planting, breeding and marketing according to local conditions, and optimize the development environment for meat enterprises through measures such as policy support, innovative financial services, strengthening personnel training, and improving guidance services, and promote the coordinated development of planting, breeding, processing, and sales.
Article 7 The people's governments at or above the banner county level and relevant departments shall strengthen the guidance and assistance to small and medium-sized farmers, encourage industrialization leading enterprises and new agricultural and animal husbandry business entities such as farmers and herdsmen professional cooperatives, family farms and ranches to establish a stable interest linkage mechanism with small and medium-sized farmers, drive small and medium-sized farmers to specialize in production, and realize the scale, standardization, industrialization and branding of the meat industry.
Chapter II Livestock and Poultry Seed Industry
Article 8 The administrative departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall improve the registration and management system of livestock and poultry germplasm resources, and improve the digital germplasm resource bank.
National and autonomous region-level livestock and poultry germplasm resource protection units shall enter the existing germplasm resource information into the digital germplasm resource database.
Encourage enterprises, institutions of higher learning, scientific research institutes, etc. to enter the existing germplasm resource information into the digital germplasm resource library, so as to realize the sharing and co-construction of the resource bank.
Article 9 The administrative departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall establish a mechanism for the sharing and utilization of germplasm resources and promote the open trading of germplasm resources.
The administrative departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall establish and improve the joint breeding mechanism, encourage enterprises, institutions of higher learning, scientific research institutes, industry associations, etc. to carry out the cultivation and development of livestock and poultry breeds, and use advanced breeding technology to cultivate and select excellent breeding livestock and poultry.
Article 10 The administrative departments of agriculture and animal husbandry of the people's governments of the autonomous regions shall organize and carry out the living protection of livestock and poultry germplasm resources, the collection and production of genetic materials and the identification of gene mining, strengthen the construction of national and autonomous region-level seed preservation farms, protected areas and gene banks, and promote the orderly development of local breed resources.
Article 11 The people's government of the autonomous region shall promote the construction of a breeding system for improved breeds, and give support to the introduction and breeding projects of excellent livestock and poultry breeds that meet the requirements.
Article 12 The people's government of the autonomous region shall support the construction of national and autonomous region-level livestock and poultry core breeding farms, improve facilities and equipment, strengthen the automation of feeding management, intelligent measurement and evaluation, and three-dimensional construction of disease prevention and control, expand the scale of high-quality populations, and ensure the supply of high-quality livestock and poultry provenance.
Article 13 The autonomous region's animal husbandry and veterinary technology promotion institutions shall organize and carry out breeding stock quality monitoring, excellent individual registration, recommend excellent breeding stock to the society and provide technical guidance and services, and promote artificial insemination, embryo transfer and other improved breeding technologies.
Article 14 Units that produce and sell livestock and poultry genetic materials shall establish pedigree files, product entry and exit records, breeding records and other information materials, and pedigree archives shall be kept for a long time.
Chapter III Livestock and Poultry Breeding
Article 15 The people's governments at all levels shall ensure the reasonable demand for land for livestock and poultry breeding. The land and space planning at the banner and county level shall arrange land for livestock and poultry breeding according to the actual local situation. Land for livestock and poultry breeding shall be managed in accordance with agricultural land. If the term of use of livestock and poultry breeding land expires or is no longer engaged in breeding activities, and it is necessary to restore it to its original use, the user of livestock and poultry breeding land shall be responsible for restoration. If it is necessary to build permanent buildings (structures) within the scope of livestock and poultry breeding land, involving the conversion of agricultural land, it shall be handled in accordance with the provisions of the Land Management Law of the People's Republic of China.
Article 16 The people's governments at or above the banner county level shall promote the construction of high-quality and high-yield forage production bases, improve the adaptability of forage supply and livestock and poultry breeding scale and utilization mode, promote a virtuous cycle of planting and breeding, and improve the ability to guarantee forage.
Article 17 The forestry and grassland, agriculture and animal husbandry departments of the people's governments at or above the banner county level shall strengthen the construction of forage circulation and distribution systems, build an information platform for the production and marketing of the forage industry, and improve the level of informatization in the whole process of forage production and operation.
Article 18 The people's governments at or above the banner county level shall adjust and optimize the structure of animal husbandry, develop advantageous livestock and poultry production, and improve the market competitiveness of livestock and poultry products. Strengthen the construction of grassland water conservancy, electric power, forage processing and reserves, livestock enclosures, pasture roads and other infrastructure, vigorously develop housing and semi-housing captivity, encourage seasonal grazing, zoning and rotational grazing, rationally allocate herds, and maintain a balance between grass and livestock.
Article 19 The people's governments at or above the banner county level shall support the construction of production facilities such as sheds (pens) for livestock wintering in rural and pastoral areas for the repair of breeding facilities damaged by disasters and for livestock wintering, and improve the capacity of rural and pastoral areas to provide emergency support for disaster prevention and mitigation.
Article 20 The people's governments at or above the banner county level shall encourage and support the development of modern facility animal husbandry, support the application of big data in animal husbandry and the construction of smart pastures, improve healthy breeding and green and efficient facilities and equipment technologies such as intelligent feeding, precise environmental control, automatic collection and processing of livestock products, and waste resource utilization, and improve the level of livestock and poultry breeding facilities.
Article 21 The people's governments at or above the banner county level shall establish and improve the animal disease prevention and control system, the grassroots animal husbandry and veterinary technology promotion system, and the harmless treatment system of sick and dead livestock and poultry, strengthen the joint prevention and control mechanism for animal epidemic prevention, and implement the main responsibility for animal epidemic prevention and government supervision.
The administrative departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall improve the cultivation mechanism of socialized service organizations for the prevention and control of animal diseases, guide eligible socialized service entities to participate in the prevention and control of animal diseases, such as compulsory immunization, testing, disinfection, and harmless treatment, and encourage and support them to carry out research and technology promotion for the prevention and control of animal diseases.
Chapter IV Slaughtering, Processing and Sales
Article 22 The administrative departments of agriculture and animal husbandry of the people's governments of the autonomous region shall, in accordance with the national livestock and poultry slaughtering quality and safety risk monitoring plan, and in combination with the actual situation, formulate a monitoring plan for the quality and safety risks of livestock and poultry slaughtering in their respective administrative regions and organize their implementation.
Article 23 Livestock and poultry slaughtering operators are responsible for the quality and safety of the livestock and poultry products they produce, and slaughter livestock and poultry in accordance with the operating procedures, technical requirements and quality management standards for livestock and poultry slaughtering stipulated by the state. Livestock and poultry slaughtering enterprises shall establish a quality and safety management system for livestock and poultry slaughtering.
Livestock and poultry products that have not been quarantined or inspected or that fail to pass quarantine or inspection shall not be processed or sold. Livestock and poultry products that fail to pass quarantine and inspection shall be disposed of in accordance with relevant national regulations.
Article 24 Livestock and poultry slaughtering operators shall truthfully record information such as the source of livestock and poultry, the flow of products, meat quality inspection and harmless treatment, and the record retention period shall not be less than two years.
Meat product processing enterprises shall record production and operation information in accordance with relevant national regulations.
Encourage livestock and poultry slaughtering enterprises and meat product processing enterprises with information technology conditions to use modern information technology means to collect and retain production records, purchase and sales records and other production and operation information.
Article 25 The autonomous region encourages local slaughtering of livestock and poultry, guides livestock and poultry slaughtering enterprises to transfer to the main production areas, and realizes the matching of breeding and slaughtering, and the smooth connection of production and marketing.
The autonomous region has strengthened the construction of the logistics system for the cold chain processing and distribution of livestock and poultry products, encouraged slaughtering and processing enterprises to allocate cold chain transportation equipment, built pre-warehouses and distribution warehouses, and promoted logistics and distribution enterprises to improve the cold chain distribution system, expand sales networks, and promote the transformation of livestock and poultry transportation to meat transportation.
Article 26 The autonomous region supports enterprises to carry out integrated operations of breeding, slaughtering, processing, distribution and sales, improves the level of intensive processing and comprehensive utilization of by-products, and encourages the construction of supporting systems for fine segmentation of livestock and poultry products, prefabricated vegetables, cold chain transportation, storage and distribution.
Article 27 The transport of livestock and poultry shall comply with the animal epidemic prevention conditions stipulated by laws, administrative regulations and the competent department of agriculture and rural affairs under the State Council, take measures to protect the safety of livestock and poultry, and provide necessary space and feeding and drinking water conditions for the transported livestock and poultry.
Article 28 Encourage livestock and poultry slaughtering enterprises, meat product processing enterprises and institutions of higher learning, scientific research institutes to strengthen technological innovation and product research and development, improve product added value and premium capacity.
Article 29 The people's governments at or above the county level and relevant departments shall support the construction of sales platforms, improve the traceability system of livestock and poultry products, guide brand entities to enhance brand protection awareness, encourage the development of meat product chain restaurants, direct sales stores, counters, experience stores and other business entities, rely on e-commerce platforms to establish online stores for special products, organize exhibitions, trade fairs and other activities, broaden the sales channels of meat products, connect associations, professional cooperatives and farmers, and use the platform for sales.
Encourage industry associations to do a good job in the organization, coordination, service and supervision of relevant sales platforms.
Chapter V: Services and Safeguards
Article 30 The people's governments at or above the banner county level and relevant departments shall implement financial support policies for the development of the meat industry, ensure the construction of infrastructure such as modern facilities for animal husbandry, intensive processing of livestock and poultry products, cold chain warehousing, logistics and distribution, and reduce the input costs of factors for agricultural and animal husbandry production and operation entities.
Article 31 The people's governments at or above the banner county level shall, in accordance with laws and regulations, improve the livestock and poultry credit guarantee and insurance mechanisms, encourage and support financial institutions to innovate products and services, guide financial institutions to increase credit support for the entire meat industry chain, promote the small inclusive loan model for farmers and herdsmen, and make good use of re-loans to support farmers.
Encourage the people's governments at or above the banner county level to adopt measures to subsidize insurance premiums for aquaculture, and support insurance institutions to appropriately increase insurance varieties and expand insurance coverage.
Article 32 The departments of agriculture and animal husbandry, ecology and environment, and market supervision and management of the people's governments at or above the banner county level shall establish a standardized management system for meat products, promote the implementation of technical specifications for livestock and poultry breeding management, slaughtering quality management, compulsory immunization of animal diseases, and manure resource utilization, and promote the standardization of the whole process of livestock and poultry breeding, breeding, slaughtering, processing, distribution, and sales.
Article 33 The departments of agriculture and animal husbandry, market supervision and management, and health of the people's governments at or above the banner county level shall strengthen the construction of a traceability system for the quality and safety of meat products, and do a good job in the supervision and management of meat product quality and safety within the scope of their respective responsibilities.
Article 34 The people's governments at or above the banner county level and relevant departments shall optimize enterprise-related services, improve and improve the service platform for agricultural and animal husbandry enterprises in Inner Mongolia, and promote the listing of enterprises; encourage and guide the layout of the whole industrial chain of leading enterprises in meat industrialization, develop meat industrialization complexes, and drive small and medium-sized enterprises, new agricultural and animal husbandry business entities, and farmers and herdsmen to develop large-scale operations and extend the industrial chain.
Article 35 The autonomous region cultivates animal husbandry science and technology service enterprises, and provides small and medium-sized farmers with practical scientific and technological services such as improved seed breeding, feed nutrition, disease detection, diagnosis and treatment, mechanized production, product storage and transportation, and waste resource utilization.
Article 36 The registration management organs, industry management departments, and relevant functional departments of meat industry associations shall establish a comprehensive regulatory mechanism, strengthen the supervision and guidance of industry associations, and promote the healthy and orderly development of meat industry associations.
Industry associations shall participate in the promotion of high-quality development of the meat industry in accordance with the law, safeguard the legitimate rights and interests of the industry, establish industry self-discipline mechanisms, formulate industry norms, create a good environment for fair competition within the industry, and serve the industry, the government and society.
Article 37 Encourage meat enterprises and industry associations to independently formulate and publish group standards according to market needs, and undertake or actively participate in the formulation and implementation of national, local and industry standards.
Article 38 Departments such as for agriculture and animal husbandry, market regulation, and other departments of people's governments at the banner county level or above shall establish credit systems for livestock and poultry slaughtering enterprises and meat product processing enterprises, and include relevant information in the credit information platform, and lawfully implement incentives for trustworthiness and punishments for untrustworthiness.
Article 39 The people's governments at or above the banner county level and the departments of agriculture and animal husbandry, development and reform, industry and informatization, commerce, and market supervision and management shall carry out monitoring and early warning of breeding, slaughtering, processing, disease prevention and control, ecological and environmental protection, circulation, and quality and safety, and implement dynamic monitoring and data sharing.
Article 40 The Autonomous Region has a meat reserve system.
Autonomous region-level reserve meat is subject to perennial reserves, regular rotation and dynamic management.
The departments of commerce, development and reform, finance and other departments of the people's government of the autonomous region shall do a good job in the supervision and management of meat reserves at the autonomous region level, actively respond to abnormal market fluctuations caused by major natural disasters, public health events, animal epidemics or other emergencies, as well as necessary market regulation and control, to ensure the safety of the supply of meat products.
Article 41 The people's governments at or above the banner county level shall strengthen the brand building of meat products, establish and improve the brand creation, operation management and protection mechanism, build a database and index system of nutritional quality characteristics of advantageous and characteristic meat products, create regional public brands, enterprise brands and product brands with obvious regional characteristics, outstanding driving ability and distinctive product characteristics, promote the promotion of the use of geographical indications for meat products, promote the certification of the "Mongolian" word mark, and encourage enterprises to carry out organic agricultural products and green food certification. Strengthen brand promotion, expand social awareness, and promote the consumption of meat products.
Article 42 The people's governments at or above the banner county level shall encourage the development of meat products with green resource advantages and cultural characteristics, create industrial clusters, industrial parks and strong industrial towns dominated by modern facility animal husbandry, demonstrate and promote standardized breeding, intensive processing of products, and green organic brands, and accelerate the extension of industrial chains, strengthening chains, and supplementing chains.
Encourage the combination of local advantageous and characteristic aquaculture and tourism, cultivate a new form of tourism that integrates leisure agriculture and animal husbandry, ecological pasture and cultural experience, enrich tourism products, and promote the integrated development of industries.
Article 43 Where specific penalties have already been made for violations of the provisions of these Regulations, such as the Animal Husbandry Law of the People's Republic of China and the Animal Epidemic Prevention Law of the People's Republic of China, and other relevant national laws and regulations, follow those provisions.
Article 44 Those who neglect their duties, abuse their powers, or engage in favoritism in the work of promoting the high-quality development of the meat industry shall be punished according to law to the person in charge who is directly responsible and other persons who are directly responsible, and if a crime is constituted, criminal responsibility shall be investigated in accordance with law.
Chapter VI Supplementary Provisions
Article 45 These Regulations shall come into force on January 1, 2024.
