  Tianjin deeply implements Xi Jinping Thought on Ecological Civilization, firmly establishes and practices the concept that green waters and green mountains are golden mountains and silver mountains, adheres to the concept of harmonious coexistence between man and nature to plan and develop, solidly carries out energy conservation and carbon reduction, and actively promotes the comprehensive green transformation of economic and social development.
  1. Raise awareness and plan and implement green and low-carbon development actions
  (1) High-level overall planning. The Municipal Party Committee and Municipal Government issued the Action Plan for Green and Low-carbon Development, which puts forward 24 key tasks in five aspects, including accelerating the green transformation of development methods, in-depth pollution control, accelerating the implementation of ecological protection and restoration, actively and steadily promoting carbon peaking and carbon neutrality, and establishing and improving policy mechanisms, and clarifying the main target indicators by 2027.
  (2) Compaction entity responsibility. Formulate a list of key tasks for green and low-carbon development, put forward 108 five-year key work arrangements, refine more than 200 key goals and tasks in 2023, dynamically promote the construction of key projects, regularly schedule the work progress of various districts and departments, and promote the implementation of key tasks in an orderly manner.
  (3) Promotion of system deployment. The municipal government issued the "Tianjin "14th Five-Year Plan" Energy Conservation and Emission Reduction Implementation Plan and "Tianjin Carbon Peak Implementation Plan", formulated key work plans such as comprehensively strengthening resource conservation and promoting cleaner production, clarified the annual work points such as carbon peaking and carbon neutrality, circular economy development, plastic pollution control, excessive packaging and rectification, etc., built a green and low-carbon development work system, and coordinated to promote carbon reduction, pollution reduction, green expansion and growth.
  Second, improve the system and continuously improve the ability of energy conservation management
  Formulate policy documents such as "Ten Measures to Ensure Energy Use and Promote Green Development", "Notice on Further Strengthening the Energy Conservation Management of Key Energy-using Units", "Notice on Doing a Good Job in Excluding Raw Material Energy Use in the Control of Total Energy Consumption" and other policy documents, improve the dual control system of energy consumption, improve energy utilization efficiency, and ensure high-quality development of energy demand.
  (1) Resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects. Establish the "two highs" project management ledger, implement categorical disposal and dynamic monitoring. Carry out analysis and evaluation of proposed high-energy-consuming projects, and supervise and inspect the implementation of energy-saving review opinions in 260 urban areas. Form an energy efficiency list covering 12 industries, 17 enterprises and 31 sets of production equipment such as steel, cement, flat glass, oil refining, ethylene and synthetic ammonia, and formulate energy-saving technology transformation plans by industry.
  (2) Strengthen the management of energy conservation in key energy-using units。 Reasonably break down the energy saving and energy use budget targets of key energy-using units, implement assessments on an annual basis, and include the assessment results in the social credit record system. Organize 400 units to fill in energy utilization reports online, promote 298 units to carry out energy audits, evaluate the construction effect of energy management systems for 90 enterprises, and connect 260 units to the online monitoring system of energy consumption.
  (3) Organize the implementation of key energy-saving projects. Compile a green technology promotion catalogue and organize energy-saving technology product promotion activities. Give play to the guiding role of the municipal special fund for energy conservation, promote the implementation of energy-saving technology transformation, promote high-efficiency energy-saving equipment and products, implement the contract energy management model, and support 50 key energy-saving projects.
  (4) Strengthen the supervision of energy conservation law enforcement. The Municipal Energy Conservation and Environmental Protection Center was established to undertake the daily work of energy conservation supervision. Publish an annual energy-saving supervision plan, implement "full coverage" special supervision for new high-energy-consuming projects and key areas, and implement "double random" daily supervision for key energy-using units, fixed asset investment projects and energy-saving service institutions.
  Third, optimize the structure and build a low-carbon energy, industrial and transportation system
  Since the "14th Five-Year Plan", the installed capacity of renewable energy in the city has increased by 45.7%, the energy consumption of industrial units above designated size has decreased by 10.8%, the ownership of new energy vehicles has exceeded 9% of the ownership of motor vehicles, and the proportion of green buildings in new urban buildings has reached 85%.
  (1) Build a pioneer city in the energy revolution. Promote the construction of the "foreign power into Tianjin" UHV channel and the double-line project of the Beiran Nangang LNG and Tianjin LNG export pipelines, and ensure the supply of clean energy through multiple channels. Vigorously develop and utilize renewable energy, Ninghe Fengtai, Jinghai Zhongwang wind power and other projects have been completed and connected to the grid, and the implementation of the "salt and light complementarity" project in Binhai has been accelerated. Implement energy-saving and flexible transformation of existing coal-fired units such as the Northern Xinjiang Power Plant and the Northeast Suburb Power Plant, and complete the conversion of 40 coal-fired boilers on schedule. Promote the "renewable energy + energy storage" model and accelerate the preliminary work of the Jixian pumped storage power station.
  (2) Promote the green transformation of traditional industries. Build a green manufacturing system, organize and implement 6 major green manufacturing projects, cultivate 9 green manufacturing system solution providers, and build 4 green industrial parks, 105 green factories, 35 green supply chain management enterprises, and 10 enterprises with more than 60 green and low-carbon products. Nangang Industrial Park has signed more than 120 green petrochemical projects, 8 10-billion-level projects have made significant progress, and the first phase of the "two modernizations" relocation project has been fully put into operation.
  (3) Develop green modes of transportation. The proportion of green travel in the central urban area reached 72.9%, the motorization share rate of public transportation was more than 50%, and new energy vehicles accounted for 80.5% of the new or updated bus, taxi, logistics and distribution vehicles. The Jingtang and Jingbin railways were completed and put into operation, the Jinxing railway was laid tracks, the Jinwei railway started construction, the first phase of Metro Line 10 was completed and put into operation, and the operating mileage of the city's rail transit reached 286 kilometers. Tianjin Port has built a "smart zero-carbon" terminal, with 100% of the terminal equipment driven by electric energy, 100% green electric energy, and 100% self-sufficient green electricity.
  (4) Improve the green level of urban and rural construction. Promote the "871" major ecological project, complete 643,000 square meters of demolition and ecological restoration, 2,600 mu of new afforestation, 3,200 mu of upgrading and transformation, start the construction of the "One Ring Eleven Garden" botanical garden chain, and upgrade and transform 50 pocket parks. Promote the large-scale development of ultra-low energy buildings, and implement 100% of new civil building projects with green building design standards. Promote the implementation of the renovation of the old heating pipe network, and complete the renovation of 389.6 kilometers of the old gas pipe network and 108 kilometers of the old heating pipe network. Promote the construction of green agricultural houses, and build 150 demonstration villages for improving the living environment in rural areas.
  4. Comprehensive policies to strengthen green and low-carbon policy guarantees
  (1) Accelerate green finance innovation. The first provincial-level ESG evaluation guide in China was released, and the first "blue bond" and the first "carbon neutral" asset-backed note green finance innovative products and services were successively implemented. Formulated guidelines to promote the innovative development of green finance, and by the end of 2022, the balance of green loans was 494.2 billion yuan, a year-on-year increase of 22%; In 2022, 28 green bonds will be issued with a value of 20.8 billion yuan. Improve the construction of the carbon emission trading market, and the carbon emission compliance rate has reached 100% for seven consecutive years. As of the first quarter of 2023, 4,160 green certificate transactions have been completed.
  (2) Comprehensively develop green science and technology. Promote the construction of Haihe Laboratory, and deepen basic research in the direction of efficient and clean utilization of petroleum and coal, and green synthesis of high-end fine chemicals. Promote 17 energy-saving and low-carbon technology research projects, support 13.13 million yuan of financial funds, and guide social research and development funds of 53.71 million yuan. Accelerate the cultivation of green technology innovation subjects, and the number of national high-tech enterprises in the field of green and low-carbon has reached more than 1,000.
  (3) Establish advanced demonstration models. Collect low-carbon (zero-carbon) application scenarios, and select 28 excellent scenarios in five fields, including urban and rural construction, transportation, industrial production, agriculture and rural areas, and green life. Encourage pilot implementation, the Tianjin Pilot Free Trade Zone has built a "dual carbon" linkage innovation demonstration base, and the Sino-Singapore Tianjin Eco-City has taken the lead in implementing the "zero-carbon demonstration unit standard system". Launched a series of "I contribute to carbon peaking and carbon neutrality" competition, and awarded 10 advanced teams "Tianjin Worker Pioneer" and 10 advanced individuals "Tianjin May Day Labor Medal".
