Implementation plan on strengthening the transformation and utilization of vacated inefficient industrial space to promote high-quality industrial development
In order to accelerate the construction of a modern industrial system with the characteristics of the capital, give full play to the leading role of government investment, mobilize the enthusiasm and creativity of market players, promote the transformation and utilization of inefficient industrial space in the city, optimize functions, improve quality and efficiency, and combine urban renewal actions to release high-quality industrial space resources and boost the intelligent, green and integrated development of the capital's industries, this plan is formulated.
1. Basic principles
(1) Strictly implement the overall urban plan. Guided by the development of the capital in the new era, based on the regional functional positioning, we will coordinate the stock of space resources, orderly promote the renewal and transformation of inefficient industrial space, and serve and expand the real economy represented by high-tech industries.
(2) Give full play to the leading role of the market. Give full play to the incentive and leverage role of government investment, encourage the renewal model of diversified participation, joint construction and sharing, and effectively drive social capital to participate in the transformation and utilization of inefficient industrial space.
(3) Strengthen reform and innovation. Explore the industry-led innovation area of the overall comprehensive renewal and synchronous renewal model, do a good job in the connection and linkage of industrial space and public space, create a multi-type industrial space renewal group, and drive the overall improvement of the region.
(4) Adhere to the effect orientation. Build high-quality industrial carriers such as green buildings, smart buildings and smart parks, improve the ability of carriers to serve the green upgrading and digital transformation of industries, and provide spatial elements for the landing of advantageous industrial clusters.
2. Supporting policies
Under the premise of conforming to the functional positioning and planning of the capital, the project implementation unit can carry out structural reinforcement, green and low-carbon transformation, digital infrastructure improvement, interior and exterior decoration of buildings, and infrastructure transformation of the area through independent, joint operation, leasing and other means to promote regional industrial upgrading. The municipal government's investment in fixed assets will support eligible projects.
(1) Types of support
1. Inefficient building renovation projects. Focus on supporting the renovation of existing commercial buildings and commercial facilities that are vacant, in use but have a low occupancy rate or annual district-level tax per unit area of less than 200 yuan/square meter, and the current functional positioning or business format does not meet the functional needs of urban development, and have been completed for more than 10 years. The renovation area needs to be more than 20,000 square meters.
2. Renovation project of old factory buildings. Focus on supporting the transformation of old industrial plants, storage buildings, characteristic industrial sites and related stock facilities that cannot be continued in the original production due to reasons such as evacuation and retreat, industrial transformation, functional adjustment, and non-compliance with the regional industrial development positioning. The renovation area needs to be more than 3,000 square meters.
3. Co-ordinate the renovation project of the area. Focus on supporting the overall transformation of industrial spaces such as inefficient buildings and old factories in contiguous areas, as well as supporting infrastructure such as roads and greening, and promote the formation of industrial space clusters. The project needs to be carried out by a single implementation entity and bundled and declared, with a total scale of more than 20,000 square meters of inefficient building renovation or more than 3,000 square meters of old factory buildings.
(2) Support conditions
The renovation project needs to have clear property rights, clear industrial positioning and access standards, establish an operation and management mechanism, and meet the following conditions.
1. After the transformation, the business formats introduced should be strategic emerging industries, high-tech industries, modern service industries, or belong to the key areas of integrated development of advanced manufacturing and modern service industries, digital economy and real economy.
2. Vigorously develop green buildings, and implement high-level energy-saving and green transformation at the same time when the building body is renovated; qualified projects should add renewable energy utilization facilities, and green building materials should be actively used in the transformation.
3. Strengthen coordination with the surrounding environment, weave and supplement urban functions, and make up for the shortcomings of public service functions and supporting facilities in the surrounding areas by creating a shared ecology and creating open spaces.
(3) Transformation goals
1. Introduce major industrial projects and key enterprises above the district level and in line with the regional functional positioning; within one year after the project is delivered, the occupancy rate of inefficient building renovation projects shall not be less than 80%, and the occupancy rate of old factory renovation projects shall not be less than 70%.
2. For projects with renewable energy utilization conditions, solar photovoltaic should be installed in no less than 40% of the area of the horizontal projection of all roofs, and ground source, reclaimed water or air source heat pumps can be used for heating, and the comprehensive energy saving rate after the project transformation will reach more than 15%.
(4) Support methods and standards
There are two types of investment subsidies and loan interest discounts, and eligible renovation projects can apply for one of the support methods.
1. Investment subsidy. For inefficient building renovation projects, the municipal government's fixed asset investment subsidy funds shall be arranged in accordance with the proportion of 10% of the total fixed asset investment, with a maximum of 50 million yuan. For the renovation of old factories and supporting infrastructure renovation projects, the municipal government's fixed asset investment subsidy funds shall be arranged in accordance with the proportion of 30% of the total investment in fixed assets, with a maximum of 50 million yuan.
2. Loan interest discount. For bank loans arising from renovation and upgrading projects, interest discount support can be given for no more than 2 years according to the LPR (if the actual interest rate is lower than the LPR, according to the actual interest rate), and the total amount shall not exceed 50 million yuan.
(5) In principle, only support projects under construction or projects that have the conditions for starting construction, to ensure that the investment plan can be put into use when it is issued, and the physical workload can be formed as soon as possible, and the completed projects will no longer be supported. Projects that have received municipal financial support through other channels will no longer be supported.
3. Workflow
(1) Project declaration
The project unit shall submit an application for financial support to the District Development and Reform Commission or the Economic Development Bureau of the Beijing Economic and Technological Development Zone, and the District Development and Reform Commission or the Economic Development Bureau of the Beijing Economic and Technological Development Zone shall conduct a preliminary review of the authenticity, compliance, construction conditions, application conditions, and application materials of the project, and shall apply to the Municipal Development and Reform Commission after soliciting the opinions of the district government or the Beijing Economic and Technological Development Zone Management Committee on the construction and declaration of the project.
The application materials include the application for financial support issued by the Development and Reform Commission of the district where the project is located or the Economic Development Bureau of the Beijing Economic and Technological Development Zone, the application for financial support and the preliminary review opinions, the project approval documents, the fund application report, etc.
(2) Examination and approval and fund allocation
The Municipal Development and Reform Commission shall carry out the warehousing assessment of the declared project in accordance with the regulations, and issue the funds after approving the project fund application report.
(3) Project evaluation
Within one year after the delivery of the project, the District Development and Reform Commission or the Economic Development Bureau of the Beijing Economic and Technological Development Zone shall organize and carry out the evaluation work, and carry out a comprehensive evaluation of the overall implementation of the project from the aspects of industrial function introduction, tax contribution, enterprise occupancy rate, comprehensive energy saving rate, and standardization of fund use according to the transformation objectives, and issue an evaluation report and submit it to the Municipal Development and Reform Commission.
Fourth, service management
(1) Strict project management
1. The project application unit shall commit to the authenticity of the project application materials, strictly implement the relevant laws and regulations such as industrial access, green energy-saving transformation and engineering construction safety, and use support funds according to the regulations to ensure that the special funds are earmarked.
2. The district governments and the Management Committee of the Beijing Economic and Technological Development Zone shall implement their territorial responsibilities, clarify the identification standards for inefficient buildings in the region, establish resource ledgers and project reserves and dynamically update the management, and submit them to the Municipal Development and Reform Commission on a quarterly basis. For projects that receive financial support, relevant departments shall be coordinated to do a good job in project management, strictly control the access of business formats, and realize the whole process management of project construction and operation.
3. The Municipal Development and Reform Commission shall form a low-efficiency building resource ledger and project reserve in Beijing according to the summary of the resource ledger and project reserve database submitted by each district, and adopt online monitoring, on-site verification and other methods for financial support projects, actively explore the credit evaluation of the project subject, and strengthen the supervision and inspection of the implementation of the project.
(2) Do a good job of service guarantees
1. Support green development. The projects that receive financial support will be included in the corporate carbon account and green project database of the Beijing Green Exchange, and the project units in the database will be encouraged to carry out project carbon emission accounting and explore the development of carbon neutrality certification of projects. Encourage the Beijing Green Exchange to rely on the green project library to broaden the green financing channels for projects.
2. Strengthen collaborative support. Encourage all districts to provide coordinated support to municipal-level support projects through fixed asset investment, rent and operating subsidies. Support the project unit to give priority to the purchase of the city's first (set) major technical equipment catalog products.
3. Encourage policy innovation. Encourage all districts to actively explore new models and new paths for the transformation and utilization of inefficient industrial space, and innovate ways to promote the intensive use of land resources and the efficient use of space resources.
4. Strengthen financing services. Encourage financial institutions to innovate services, include projects that vacate inefficient industrial space into the fast track for credit approval, and actively expand the scope of loan collateral (pledge).
