In accordance with the requirements of the first meeting of the 14th Provincial People's Congress, the "Proposal on Further Supporting the Construction of Heqing Industrial Park" (No. JY100014010270) put forward by Li Chunlin is hereby notified as follows:

First, the idea and goal of industrial development

With the consent of the Provincial Party Committee and the Provincial People's Government, in June 2022, the Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Department of Industry and Information Technology issued the "Three-Year Action for the Development of Green Aluminum Industry in Yunnan Province (2022-2024)" and "Policies and Measures to Support the Development of Green Aluminum Industry". Focusing on the high-end, innovation-led, and competitive green aluminum industry cluster, with leading enterprises as the lead, we will promote the landing and intensive development of aluminum processing and deep processing projects in the park cluster, and promote the green aluminum industry to upgrade from raw materials to new materials, and from materials to equipment, so as to form a first-class high-end aluminum industry system with the value chain trending towards high-end, the product chain trending towards the terminal, and the whole industrial chain optimization and upgrading. By 2024, the weak links of the green aluminum industry chain and the high value-added links have achieved remarkable results in extending the chain and strengthening the chain, the aluminum alloying rate of the province has reached about 90%, the proportion of medium and high-end aluminum products has increased significantly, and the number of aluminum-related industrial enterprises above designated size has doubled and exceeded 60, taking the lead in building 2-3 green and low-carbon high-end aluminum industrial parks, cultivating and forming a number of green aluminum advanced manufacturing bases with their own characteristics and coordinated development, and the output value of the green aluminum industry chain will strive to reach about 350 billion yuan. It has become an important national aluminum industry base. Comprehensively considering the industrial base and comparative advantages of relevant states and cities, relying on the short process mode of direct supply of molten aluminum, we will promote the concentration of aluminum processing in key parks, and accelerate the formation of a "2+4" green aluminum industry development spatial layout with Wenshan and Honghe as the focus and coordinated development of Dali, Zhaotong, Qujing and Kunming. Encourage relying on the key green aluminum industrial parks in the "2+4" region to achieve cross-state and municipal co-construction and sharing, mutual benefit and win-win results through cooperation and co-construction, "enclave economy" and other forms. It is suggested that while maintaining the scale of electrolytic aluminum production, Heqing Industrial Park should focus on transportation, building structure and other fields to build aluminum alloy projects such as round ingots, cast rolled coils, alloy rods, etc., and focus on the construction of deep processing projects such as aluminum plates, strips and foils, building profiles, and aluminum products for new energy vehicles.

2. Support the construction of the park

According to the Notice of the Office of the Leading Group for the Work of Yunnan Development Zone on Printing and Distributing the > of the Guidelines for Leading Industries in < Yunnan Development Zone" (Yun Fa Gai District [2022] No. 1395), a total of 89 national and provincial development zones are currently retained in the province, and Yunnan Heqing Industrial Park is a reserved park. In recent years, the Provincial Department of Industry and Information Technology has vigorously supported the construction of Dali Heqing Industrial Park, and has given a total of 15.5 million yuan of special funds for the development of provincial industry and information technology. (Among them: 3 million yuan will be given to the second sewage treatment plant and supporting pipe network project in Xiyi area in 2021; In 2020, 2 million yuan will be given to the Hongjiawo to Qifeng Highway Project supporting its submetal and Yixin Aluminum; In 2019, 5 million yuan was given to road construction projects; In 2018, 3 million yuan was given to infrastructure construction projects; In 2017, 1.5 million yuan was given to the land acquisition, storage and consolidation construction project; In 2016, 1 million yuan was given to infrastructure construction projects. ）

In 2023, the special fund park for the high-quality development of the manufacturing industry in Yunnan Province will focus on supporting the infrastructure construction projects of the park supporting major new energy battery, green aluminum and green silicon industry projects under construction, which is conducive to accelerating the cultivation of key industrial clusters. The Provincial Department of Industry and Information Technology will continue to pay attention to the construction and development of Heqing Industrial Park, and actively support its projects that meet the requirements of the declaration notice and the special bond projects in the park.
