The average total nitrogen concentration of rivers entering the sea improved by 16.6% year-on-year, and the proportion of excellent water quality in coastal waters reached 95.6%, an increase of 10.2 percentage points year-on-year. The Shandong Provincial Biodiversity Conservation Regulations were promulgated, taking the lead in providing legal guarantees for biodiversity conservation from the perspective of land and sea coordination. The National Environmental Protection Key Laboratory of Land-Sea Integrated Ecological Governance and System Regulation was approved for construction. The province has added 7 national-level ecological civilization construction demonstration zones and two practice and innovation bases of "lucid waters and lush mountains are invaluable assets", both of which rank first in the country. The EIA system has been implemented for the expansion and adjustment planning of industrial parks in key areas along the Yellow River, and 57 industrial parks and 2,200 industrial projects have passed the environmental compliance certification. Three cities have carried out pilot projects for the linkage of planning environmental impact assessment and project environmental impact assessment, implemented provincial carbon emission collection, storage and adjustment, and the completion rate of annual environmental impact assessment of 15,000 provinces (cities and counties) in the province is 99.64%.

7. Shandong Province ranks among the best in the national large-scale training of ecological and environmental protection law enforcement
The number of criminal cases investigated and handled by the "Two Strikes" operation ranked first in the country, the number of enterprises benefiting from the positive list of supervision and law enforcement ranked first in the country, and the proportion of off-site law enforcement reached 39.58%. The "first case" of the national criminal law to crack down on the falsification of environmental impact assessment documents was pronounced in accordance with the law. 8. Ecological and environmental protection inspectors are innovatively carried out
The third round of the first batch of provincial ecological and environmental protection inspections was carried out for 3 provincial enterprises, the second batch of special inspections for ecological protection and high-quality development of the Yellow River Basin were completed, and a one-month special inspection of the blue sky defense campaign was carried out for 5 cities with low air quality rankings. 135 of the 164 problems pointed out by the two rounds of central ecological and environmental protection inspectors have been rectified, and 2,784 of the 3,230 problems pointed out by provincial ecological and environmental protection inspectors have been rectified.

9. The three-year action of comprehensive remediation of water pollution in the Nansi Lake Basin was successfully concluded
In 2023, the proportion of 36 state-controlled sections in the Nansi Lake Basin, 13 state-controlled sections on the eastern route of the South-to-North Water Diversion Project, and 39 rivers under the jurisdiction of the province will all reach 100%, achieving the historic "three 100 percent". Under the guidance of the Ministry of Ecology and Environment, the four provinces of Shandong, Suzhou, Henan and Anhui in the Nansi Lake Basin have unified the water pollutant discharge standards, filling the gap in the standards of inter-provincial river basins in China.
10. The emergency monitoring capacity in the nuclear and radiation fields has been newly improved
The Shidaowan Nuclear Power Project was approved, and the world's first Generation IV nuclear power plant was put into commercial operation. The National Regional Nuclear and Radiation Emergency Monitoring Materials Reserve (East) landed in Shandong. The Yellow Sea Marine Radiation Monitoring Base, relying on the Shandong Provincial Nuclear and Radiation Safety Monitoring Center, was included in the first batch of national marine ecological environment monitoring bases jointly built by the Ministry and the province.
