Recently, the Shanghai Landscape Lighting Plan (2024-2035) (hereinafter referred to as the "Plan") was released after being approved by the Shanghai Municipal People's Government. Focusing on the construction goal of "building a world-leading model of world-class urban landscape lighting by 2035, and showing the world an elegant, refined, warm and comfortable, prosperous and fashionable urban night scene image", the Plan puts forward a number of innovative and leading measures in terms of integrated development, green and low-carbon, and fine control.

Focusing on the integration of landscape lighting into urban culture, the "Planning" clarifies the key points to light up the "15-minute community life circle", improve the lighting of open spaces such as greenways, pocket parks, squares, and comprehensive parks in built-up areas; to create a "Shanghai-style historical style night scene", protect the traditional features such as historical buildings, style blocks, revolutionary sites, and industrial relics, create exquisite and elegant characteristic night scenes, and inherit the urban context of "the most Shanghai"; to create a "world-famous night tour city", combined with the red cultural tourism system, "one river and one river" water tourism system, etc., to promote the design, construction, operation and renewal of landscape lighting along the line.
On this basis, the "planning" also proposes to establish the Shanghai International Light and Shadow Festival, with light and shadow art as the carrier, reflecting Shanghai elements and Chinese characteristics, displaying new art installations for landscape lighting, performing themed light and shadow shows, and holding an industrial high-tech achievement expo to promote the development of Shanghai's landscape lighting industry.
In addition, it is worth noting that the "plan" also created two "firsts" in domestic lighting planning, that is, for the first time, it put forward clear tasks for landscape lighting carbon measurement and carbon emission reduction, and for the first time reflected the idea of multi-plan integrated management and control and multi-industry integration development.
In terms of green and low-carbon, the "plan" has clarified specific tasks in stages, first of all, by 2027, the overall layout of landscape lighting will be basically formed, the utilization rate of energy-saving lamps and lanterns will reach more than 98%, and the centralized control rate will reach more than 95%. The second stage is that by 2035, the overall layout of Shanghai's landscape lighting will be fully completed, the energy consumption and carbon emission constraint mechanism of the whole life cycle of landscape lighting will be basically completed, and the carbon emission statistical system will be basically formed, so as to achieve carbon peak. The plan also focuses on strengthening the control of smart lighting, proposing to establish a digital smart lighting management and control system, and develop a carbon emission calculation tool for landscape lighting.
The plan also clearly states that it is necessary to promote "full life cycle management", that is, to embody the principles of high efficiency and energy saving, environmental protection, safety and comfort in all stages of planning, design, construction, operation and maintenance, and recycling, and pay attention to people-oriented. Among them, energy consumption is controlled in the design stage, high-efficiency and energy-saving products are selected, renewable energy and energy storage measures are scientifically used, and lighting power density values are calculated. The design scheme analyzes and evaluates the impact of interference light, and pays attention to ecological protection and limiting light pollution. In the recycling stage, the waste lighting equipment is collected by classification, and the renewable resource recycling enterprises and hazardous waste business units are entrusted to be used or harmlessly treated.
Taking into account factors such as regional functions, commercial and cultural tourism value, citizens' leisure needs and landscape lighting construction intensity, in the "Planning", Shanghai's administrative areas are divided into landscape lighting core areas, important areas, prohibited areas, and other areas, and zoning, classification and grading planning control are implemented. Among them, the prohibited areas are natural (ecological) reserves, agricultural land, strategic reserved areas and other areas where landscape lighting is prohibited by laws and regulations, and landscape lighting shall not be built to protect the dark sky of the city.
