From the promulgation of the Yundang Lake Management Measures by the Xiamen Municipal Government in 1989, to the later upgraded version of the Xiamen Yundang Lake Management Measures, to the implementation of local regulations such as the Xiamen Yundang Lake District Management Measures and the Xiamen Special Economic Zone Yundang Lake Area Protection Measures, Xiamen has issued more than 10 sea-related and lake-related regulations. Every time we push forward, there are laws and regulations as a guarantee, and we always promote the "rule of law" in a strict way of rule of law. The continuous improvement of laws, regulations and institutional systems has realized the transformation from point to surface, from water to shore, from single governance to joint co-governance, and finally promoted and realized a virtuous cycle of environmental friendliness, ecological harmony, livability and business, high-quality development, and the transformation of collaborative innovation.

Since the 18th National Congress of the Communist Party of China, the construction of the rule of law for ecological civilization in China has entered the fast lane, and the construction of the legal system for ecological civilization has made remarkable achievements. A good ecological environment has increasingly become the support point for the people's better life, the growth point for the sustained and healthy development of the economy and society, and the force point for showing China's good international image. In 2018, the Amendment to the Constitution of the People's Republic of China was passed, and ecological civilization was written into the country's fundamental law. The Environmental Protection Law of the People's Republic of China, revised in 2014, is known as the strictest law in history, and has more effectively promoted the formation of a complete closed loop of environmental rule of law. In terms of the construction of the special legal system, China has established a relatively complete system, including the pollution prevention and control law, the natural resources law, the ecological protection law, and the environmental management law. The implementation of the Law on the Prevention and Control of Soil Pollution and the revision of the Law on the Prevention and Control of Environmental Pollution by Solid Waste indicate that the system of pollution prevention and control law has been basically completed. A series of regional and basin-specific legislation, such as the Yangtze River Protection Law, the Yellow River Protection Law, the Qinghai-Tibet Plateau Ecological Protection Law, and the Black Soil Protection Law, have effectively coordinated the work of resources, ecology and environmental protection, and realized the overall management of mountains, rivers, forests, fields, lakes, grasslands and sands. The promulgation of laws and regulations such as the Environmental Protection Tax Law, the Resource Tax Law, the Regulations on the Administration of Pollutant Discharge Permits, and the Interim Regulations on the Administration of Carbon Emission Trading have further enriched the legal means of environmental management in China.

The report of the 20th National Congress of the Communist Party of China pointed out that Chinese modernization is the modernization of harmonious coexistence between man and nature. According to the data, from 2012 to 2021, the proportion of surface water class I.-III. excellent water sections increased by 23.3 percentage points to 84.9%, which is close to the level of developed countries, the average concentration of PM2.5 in key cities in the country decreased by 56%, and the number of heavily polluted days decreased by 87%, becoming the country with the fastest improvement rate of air quality in the world, the basic changes in soil environmental quality have been established, and a national soil environmental monitoring network covering 80,000 points has been established, and China's forest area has increased by 7.1% , reaching 227 million hectares, becoming the main force of global "greening".
