Since 2023, the Wenzhou Municipal Bureau of Ecology and Environment of Zhejiang Province has closely focused on the theme of "Year of Reform and Remodeling" and "Year of Style Construction" of the Zhejiang Provincial Department of Ecology and Environment, promoted a number of reforms on ecological and environmental matters, thoroughly implemented the three "No. 1 projects" in Zhejiang, optimized the business environment, promoted the value-added reform of government services, and committed to the high-quality development of the green economy. For the fourth consecutive year, Wenzhou City has been awarded the Excellent City for Beautiful Zhejiang Construction.

"Green Enterprise" 20 days early to obtain the certificate

"By getting the project EIA approval and pollutant discharge permit early, the company can start construction as soon as possible. A few days ago, an electrical company in Binh Duong praised the local ecology and environment department, and after the company's personnel submitted the approval of the reconstruction and expansion project, the staff accepted the environmental impact assessment and approval and the pollutant discharge permit at the same time, and the completion time was directly 20 days earlier than in the past.

Environmental protection matters have run out of "acceleration", thanks to the integrated reform of Wenzhou's ecological and environmental administrative licensing. As a pilot in the province, Wenzhou issued the "Implementation Plan for the Integrated Reform of Administrative Licensing of Wenzhou Ecological Environment Bureau" in October last year, promoting six integrations and six unifications, and creating a new model of one-window acceptance, one-stop approval, one-stop service and integrated operation of the whole administrative license.

In the past, the EIA approval and pollutant discharge permit processing, is two "tandem" matters, each need to be publicized 7 working days, after the integration of matters, process remodeling, the synchronous publicity period is shortened to 7 days, enterprises now apply for pollutant discharge permits, can be synchronously included in the EIA information, two matters in parallel approval, saving time and effort.

In fact, Wenzhou's EIA reform of the "multi-assessment integration" system will speed up as early as 2021. All ecological and environmental administrative licensing matters are handled in one office and accepted in one window.

Today, the Wenzhou Municipal Bureau of Ecology and Environment has further deepened the pilot exploration of the integrated reform of the global ecological environment administrative licensing, and concentrated the 35 businesses of ecological environment examination and approval into the administrative examination and approval office according to the "four steps" of separation of duties, separation of audit and management, integrated reform, and value-added services, and promoted the integration of five items, including functions, process links, system norms, digital empowerment, and innovative measures, which further accelerated the speed of approval and improved the quality of service.

It is reported that in this integrated reform, the ecological environment sub-bureaus have also been given more powers to undertake some of the city-level EIA document construction projects that are responsible for approval according to their capacity. This also means that enterprises in counties and districts can choose to handle relevant business nearby, which will be more convenient.

The whole process of "green trading" is carried out online

Auction while building, no paper is used in the whole process, and there is no need to run the window...... A few days ago, Gong Zhangxi, the person in charge of the Yongjia County Bofeng Sole Factory, successfully got the company's electronic emission rights trading contract, and he praised "convenient" again and again.

As a form of environmental compensation, companies can trade their remaining emissions. There are more than 8,000 registered enterprises with emission rights in Wenzhou, ranking first in Zhejiang Province. According to statistics, Wenzhou's ecological environment department and enterprises sign an average of more than 1,000 emission rights trading contracts every year.

How to simplify the process and provide easier services for enterprises? Wenzhou is a national pilot city for the application of electronic business licenses. With the help of this application, the Wenzhou Municipal Department of Ecology and Environment has explored the integrated application of the "enterprise code" of electronic business licenses in the field of emission rights trading.

In the past, this "transaction" was not simple, because the pollutant discharge authority involved the environmental protection management of the enterprise, the matter requirements were strict, the enterprise needed to submit five relevant certificates such as legal person and business license, and after the enterprise bid successfully, it was also necessary to sign a paper contract offline.

After promoting the online trading of emission rights, the data and information of the electronic business license are associated and shared, mutually recognized and interused, and the enterprise information is automatically filled in, which ensures the true identity of the emission rights trading entity, eliminates the need for the business acceptance department to verify the legitimacy of the application subject, and also ensures the security of market transactions.

In November last year, the province's first "enterprise code" electronic contract for emission rights trading was signed in Yongjia, and the application system for electronic business licenses for emission rights trading was officially put into operation. The platform automatically generates contract documents to be signed according to the transaction information, Yongjia as a pilot for this work, 32,000 enterprises in the county have been entered into the platform, and when handling the transaction of new emission rights index transfer, you can directly use the electronic business license to scan the code to log in and handle it online, without the need to carry paper materials to run back and forth, which also greatly reduces the manual inspection and review time.

The application of electronic business licenses in the field of emission rights trading not only reduces time, links, materials and costs for enterprises, but also deepens the reform of market-oriented allocation of factors. In order to continuously improve the efficiency of government services, reduce enterprise costs, and optimize the business environment, the Wenzhou Municipal Bureau of Ecology and Environment will promote the expansion of the pilot project of emission rights trading and electronic business license trading system integration.

"Green Power" was the first to be released

In November last year, the Wenzhou Municipal Bureau of Ecology and Environment released the "59+1" reference value of carbon emissions per unit of gross industrial output value of industries, which will be used as the reference value and recommended standard for the carbon emission assessment chapter in the environmental impact assessment of construction projects of enterprises in related industries in Wenzhou in the future.

Combined with the city's 47,448 enterprises in production, there are 26,534 enterprises with total industrial output value, Wenzhou Ecological Environment Bureau statistical screening by industry, and according to the industry's "carbon emissions" and "total industrial output value" and other related index data, the "59+1" industry carbon emission reference value came into being.

The release of the "59+1" industry carbon emission reference value is based on the effective supplement and improvement of the reference standards of nine key industries such as thermal power, steel, petrochemical, papermaking, building materials, printing and dyeing, chemical industry, chemical fiber, and nonferrous metals issued earlier at the provincial and ministerial levels, covering the industries to which the majority of small and medium-sized enterprises belong, and perfectly fitting the current situation characteristics of Wenzhou industrial enterprises with many points, large quantities and wide coverage.　

The "59+1" industry carbon emission reference value further promotes the synergy of pollution reduction and carbon reduction in Wenzhou, and lays a solid foundation for the digital construction of precise pollution control, and actively guides enterprises to establish the concept of pollution reduction and carbon reduction from the source.

In the next step, the Wenzhou Municipal Bureau of Ecology and Environment will work with relevant departments and third-party technical service institutions to increase research on carbon-related topics, continue to promote the establishment and improvement of the carbon emission accounting standard system, and help the city achieve the goal of "carbon peak and carbon neutrality".
