At the National Conference on Ecological and Environmental Protection, General Secretary Xi Jinping profoundly expounded on the five major relationships that need to be handled to promote the construction of ecological civilization on the new journey, one of which is "the relationship between 'dual carbon' commitment and independent action". The "dual carbon" goal we have committed to is unswerving, but the path and method, rhythm and intensity to achieve this goal should and must be determined by ourselves, and will never be influenced by others. On the new journey, we must adhere to the principles of national overall planning, conservation priority, two-wheel drive, internal and external smoothness, and risk prevention, handle the relationship between development and emission reduction, overall and partial, long-term and short-term goals, government and market, and actively and steadily promote carbon peak and carbon neutrality. Promoting carbon peak and carbon neutrality is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at the core after careful consideration, which is our solemn commitment to the international community, and an inherent requirement to promote the transformation and upgrading of the economic structure, form a competitive advantage in green and low-carbon industries, and achieve high-quality development. It's not someone else asking us to do it, it's something we do ourselves. A promise is a promise, and words must be done. Implement the national strategy of actively responding to climate change, incorporate carbon peak and carbon neutrality into the overall layout of ecological civilization construction, build and implement a "dual carbon" policy system, launch a national carbon market transaction, and effectively protect biodiversity... China actively and steadily promotes the "dual carbon" work, and fully integrates the requirements of the "double carbon" goal into economic and social development. At present, the installed capacity of non-fossil energy power generation accounts for more than 50% of the total installed capacity, which has historically exceeded that of fossil energy, and since the new era, the average annual energy consumption growth rate of 3% has supported the average annual economic growth of 6.2%, and China has become one of the countries with the fastest reduction in energy intensity in the world. China's "dual carbon" work has achieved positive results, and green development has delivered a brilliant report card. General Secretary Xi Jinping emphasized: "Achieving the 'dual carbon' goal is a broad and profound change, which cannot be achieved easily. "As the world's largest developing country, China will achieve the world's highest reduction in carbon emission intensity, and achieve carbon neutrality in the shortest time in the world's history. We are unwavering in our goals and tasks, unwavering in our attitude and determination, and steady in our actions and strategies. To achieve the "double carbon" goal, we must not wait and be in a hurry, it is impossible to complete the work in one battle, and we must not engage in carbon charging and sports carbon reduction. From a practical point of view, it is necessary to fully consider the basic national conditions such as domestic energy structure and industrial structure, make a comprehensive plan, establish first and then break down, and not affect the overall economic and social development, so as to ensure that the gradual withdrawal of traditional energy should be based on the safe and reliable replacement of new energy. It can be said that achieving carbon peak and carbon neutrality is a big test, and it is necessary to have the responsibility of a major country that "believes in words and deeds must be fruitful", but also acts independently in accordance with the rhythm of China's development, and must adhere to seeking progress while maintaining stability and gradually realizing it. In the face of ecological and environmental challenges, mankind is a community with a shared future of both prosperity and loss. From announcing that it will vigorously support the green and low-carbon development of energy in developing countries, and will not build new overseas coal-fired power projects, to promoting the conclusion of a package of agreements such as the Glasgow Climate Agreement, China is an important participant, contributor and leader in the construction of global ecological civilization, and has made great contributions to the sustainable development of the world. From 2016 to 2022, a total of 558,000 green and low-carbon technology invention patents have been granted worldwide, of which 178,000 have been authorized by Chinese patentees, accounting for 31.9%, with an average annual growth rate of 12.5%, significantly higher than the global overall level of 2.5%, indicating that China will continue to lead the world's green and low-carbon transformation. In Changzhi City, Shanxi Province, Yang Zhenqiang, a building energy conservation and emission reduction consultant, proposed an energy-saving and emission reduction renovation project for a nearly 7,000-square-meter office building, which is expected to reduce carbon dioxide emissions by nearly 600 tons per year. In the newly revised National Occupational Classification Dictionary in 2022, a total of 134 green occupations such as building energy conservation and emission reduction consultants have been identified. By working together to promote carbon reduction, pollution reduction, green expansion and growth, and promote ecological priority, conservation and intensive, green and low-carbon development, we will continue to draw a beautiful picture of harmonious coexistence between man and nature, better respond to the challenge of global climate change, and continue to fulfill the "dual carbon" commitment in green development, so that a good ecological environment will become an inexhaustible source of sustainable development.
