A press conference on the construction of ecological and environmental protection standard system in Zhejiang Province was held recently. At the press conference, the Zhejiang Provincial Department of Ecology and Environment and the Zhejiang Provincial Market Supervision Bureau jointly issued the "Guidelines for the Construction of Ecological Environmental Protection Standard System in Zhejiang Province" (hereinafter referred to as the "Guidelines").
Wang Yimiao, deputy director of the Zhejiang Provincial Department of Ecology and Environment and a first-level inspector, said that ecological and environmental standards have two typical roles. The first is to lead the improvement of environmental quality. Take the "Ambient Air Quality Standard" released in 2012 as an example, this standard can be said to have kicked off the prelude to the battle against pollution. Zhejiang Province took the lead in implementing this standard in 2013 and has been working hard for a long time to lead to significant improvement in the quality of the air environment.
The second is to promote the transformation and upgrading of the industrial structure. Through the formulation and revision of pollutant emission standards, the requirements for pollutant emission control will be raised in an orderly manner, and technological progress and industrial structure optimization will be promoted. For example, in 2018, Zhejiang Province issued air pollutant emission standards for coal-fired power plants, which are on average 50% stricter than the national special emission limits for thermal power plants. Through the implementation of ultra-low emission technology transformation, the industry's particulate matter, sulfur dioxide, nitrogen oxides and other major pollutant emissions have decreased by more than 90% on average compared with 2013, effectively promoting the clean and efficient development of the industry, and this technology has been promoted to steel, cement, boilers and other industries.
With the help of the construction of ecological environment standards, it can also achieve a "win-win" situation of ecological and economic development. The bamboo forest carbon sequestration pilot project is one of them. As a high-quality resource, bamboo forest is widely distributed in Zhejiang, but it has been facing the problem of degradation year by year and the inability to improve economic benefits. In recent years, carbon sink trading, which has attracted more and more attention, has become a good breakthrough.
"But in the implementation process, there is a problem, that is, the implementation of standards, how to do it through the means of market mechanism, to obtain some benefits. Shi Yongjun, deputy director of the Bamboo Carbon Sequestration Engineering Technology Research Center of the National Forestry and Grassland Administration and professor of the College of Environment and Resources of Zhejiang A&F University, said that after several years of efforts, relevant departments have formulated an industry standard to guide bamboo farmers to improve fertilization measures and promote the development of bamboo forest carbon sequestration projects. Today, in Lin'an, Anji, Longyou and other places, more than 200,000 acres of bamboo forest carbon sink projects have been developed. The implementation of industry standards has increased the comprehensive income of bamboo farmers by 30% to 40%.
It is understood that the work of ecological and environmental standards in Zhejiang Province started in 2000, and as of the end of October this year, a total of 39 provincial ecological and environmental local standards have been formulated and released. Among them, the emission standards of air pollutants such as textile dyeing and finishing, chemical fibers, the public opening of environmental protection facilities, and the construction of urban "zero direct sewage discharge areas" are all leading in the country.
The Guidelines clarify the first batch of 66 local standards for the ecological environment to be formulated and revised, covering five sub-system standard frameworks, including carbon peak and carbon neutrality, pollution prevention and control, ecological protection and restoration, ecological risk prevention, and ecological environment supervision. At the same time, new areas of environmental protection such as pollution reduction and carbon reduction, biodiversity conservation, and new pollutant control have also been deployed.
Unified standards are also the basis for the Yangtze River Delta to integrate with each other. In 2020, for the first time, the three provinces and one municipality in the Yangtze River Delta jointly researched and implemented nine local standards for the ecological environment. The "Guide" is fully connected with the "Yangtze River Delta Ecological and Environmental Protection Standard Integration Construction Plan (2020-2035)", and 15 standards are also in the Yangtze River Delta Standard Integration Construction Plan.
In the next step, Zhejiang's ecological environment standards will raise the benchmark and take advantage of the momentum, further improve the layout and strengthen coordination around the operation of the standard system, further classify and implement policies and make precise efforts around the formulation and revision of standards, and further strengthen support and cultivate kinetic energy around the cohesion and standardization of joint forces, so as to add new kinetic energy to building an ecological civilization highland and a beautiful Chinese provincial pioneer.
