In order to promote the green and low-carbon transformation of the city's construction sector, this work plan is formulated in accordance with the Notice of the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission on Printing and Distributing the Implementation Plan for Carbon Peaking in the Field of Urban and Rural Construction (Jianbiao [2022] No. 53) and the Notice of the Beijing Municipal People's Government on Printing and Distributing the > of the <Beijing Carbon Peak Implementation Plan" (Jing Zheng Fa [2022] No. 31).
First, the general idea
(1) General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization and the spirit of a series of important speeches by General Secretary Xi Jinping to Beijing, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new development concept, and integrate into the new development pattern. Implement the requirements of the Municipal Party Committee and Municipal Government for carbon peak and carbon neutrality, optimize the energy consumption structure, improve the level of energy efficiency, change construction methods, improve building quality, advocate energy conservation, comprehensively promote the green, low-carbon and intelligent civil buildings, play a demonstration and leading role in the national carbon peak and carbon neutrality action in the construction field, and contribute to the construction of a world-class harmonious and livable city.
(2) Basic principles
Technology leading, safe and applicable. Strengthen the supporting and leading role of scientific and technological innovation in the green development of the construction field. Ensure energy security in the building sector and promote the wide application of energy-saving and low-carbon applicable technologies.
Overall planning and systematic advancement. Adhere to the government's overall planning, strengthen top-level design, and handle the relationship between development and emission reduction, overall and partial, short-term and medium- and long-term. Highlight the system concept and implement the concept of green development in the whole construction industry chain.
It is the responsibility of the landlord and the departments are linked. Implement the main responsibility for energy conservation and carbon reduction of civil buildings in all district governments, strengthen the linkage of relevant competent departments, and work together to form a joint force.
Participation of the whole people, co-governance and sharing. We will further strengthen the drive of scientific and technological innovation, optimize and adjust the energy structure, improve the green construction system, improve the quality of buildings, promote the energy efficiency of existing buildings, and innovate governance models. The proportion of prefabricated buildings in new buildings will be further increased, and the construction will be carried out in accordance with the two-star and above standards of green buildings, and ultra-low energy consumption or near-zero carbon emission buildings will be built if they meet the requirements. Continue to promote the energy-saving and green transformation of existing civil buildings. The situation of green and low-carbon development has taken shape.
2. Key tasks during the "14th Five-Year Plan" period
(4) Strengthen the drive of scientific and technological innovation
1. Carry out scientific and technological research on key technologies. Carry out research on the technical path of energy conservation and carbon reduction and carbon neutrality of civil buildings, organize special research on carbon neutrality technology, build a zero-carbon building technology system, and carry out research on green construction, intelligent construction, and intelligent operation and maintenance. Formulate Beijing's "14th Five-Year Plan" period for housing and urban-rural construction science and technology development. Research and development of new materials, new technologies and new processes for high-performance envelope structures. Research on improving the energy conversion efficiency of solar photovoltaic and solar thermal systems, research on photovoltaic storage, direct and flexible technology, and research on the application of renewable energy and building integration. Promote the application of Building Information Modeling (BIM) in multiple scenarios such as survey, design, construction and operation management. Carry out the construction of the basic platform of urban information model (CIM), and build a full-space, all-element, and multi-precision information model. The whole process and chain information of capital construction project establishment, planning, design, building materials supply, construction, delivery, operation and management, as well as various building data such as building water, electricity, gas, heat consumption and building user information, are incorporated into the housing big data platform. 6. Promote the electrification of building energy consumption. Scientifically promote the use of electricity instead of gas, research and promote the electrification of building energy such as cooking, domestic hot water and heating, and study the electrification of the energy consumption system in buildings and promote the use of high-efficiency equipment technology path. 7. Increase the proportion of green power applications. Strengthen regional coordination and municipal-level co-ordination, improve the supply and consumption capacity of green electricity, and effectively reduce carbon emissions. In 2025, the city's green power will be transferred to 30 billion kilowatt hours, and the energy intensity and carbon emission intensity of civil buildings will be reduced. 8. Improve the efficiency of the heating system. Vigorously promote heat metering and terminal intelligent control, advocate household heating in new buildings, improve the application level of new and renewable energy, and improve the energy efficiency of heating systems. By 2025, the energy consumption per unit of building area will be reduced by about 10%, and the proportion of renewable energy heating area will reach more than 10%. For the gas wall-hung boilers that have reached the service life, the owners are encouraged to update them to high-efficiency and low-carbon green equipment in a timely manner. 9. Promote the application of renewable energy in buildings. New buildings should be equipped with solar photovoltaic or solar thermal systems, and heat pump technology should be promoted according to local conditions. Advocate the implementation of photovoltaic and solar thermal building integration in new buildings to achieve synchronous design, construction and use. Encourage qualified urban buildings to install solar photovoltaic systems. Encourage the promotion of the use of photovoltaic systems in a professional operation and maintenance manner, and study the marketing mechanism of benefit sharing between owners and operation and maintenance units. 400,000 kilowatts of new photovoltaic capacity was added to urban buildings, and 45 million square meters of heat pump heating applications were added. In government investment projects, key projects, municipal public works, high-standard commercial housing and other projects, on the basis of meeting the corresponding standards and government investment cost control requirements, priority will be given to the use of green building materials, and gradually increase the proportion of green building materials, by 2025, the proportion of green building materials in new buildings will reach 70%. 14. Construct high-star green buildings. New buildings shall be subject to the one-star and above green building standards, new government investment and large-scale public buildings shall be subject to the two-star and above green building standards, new public buildings in the sub-center of the city shall be implemented with three-star green building standards, and new buildings in the core area shall be subject to three-star green building standards. Encourage the construction of green ecological demonstration zones and high-star green building projects in key areas such as the "Three Cities and One District", the National Service Industry Expansion and Opening-up Comprehensive Demonstration Zone, the China (Beijing) Pilot Free Trade Zone, the Pingyuan New Town, and the Daxing International Airport Airport Economic Zone. By 2025, new residential buildings will fully implement the two-star and above green building standards, and new public buildings will strive to fully implement the two-star and above green building standards. Increase the application of solar photovoltaic and solar thermal, and promote the pilot of zero-carbon rural housing. Strive to promote the installed capacity of photovoltaic in rural areas of about 400,000 kilowatts. 27. Expand green financial service models.
