Gansu has completed the first compliance period of the national carbon market
According to the Gansu Provincial Department of Ecology and Environment, as of December 30, 2021, all 19 power generation companies in Gansu have completed the first compliance cycle of the national carbon emission trading market (hereinafter referred to as the national carbon market), and have paid all dues, with a total of 157,775,200 tons of carbon dioxide allowances paid.
It is reported that in the first compliance cycle, a total of 9 power plants among the 19 power generation enterprises in Gansu participated in the transaction, with a cumulative carbon emission allowance purchase volume of 1.6324 million tons and a turnover of 73.8354 million yuan; The cumulative sales volume was 1.9366 million tons, and the turnover was 85.3856 million yuan.
In order to do a good job in the supervision and management of data quality in the national carbon market, the Provincial Department of Ecology and Environment organized and carried out the verification of carbon emission data quality, and invited experts from relevant technical units to set up a review working group through enterprise self-inspection, data review, on-site spot check, etc., to conduct a review of 22 key emitting enterprises in the power generation industry (including the first 19 included in the carbon market and the 3 newly included in the verification in 2020) and the carbon emission data quality of the seven verification institutions that participated in the verification of Gansu's power industry in the two years from 2019 to 2020 were comprehensively verified, and the 27 data management problems found in the verification were promptly handed over to enterprises and institutions for rectification, so as to effectively ensure the authenticity and reliability of Gansu's participation in the national carbon market data.
In the next step, the Provincial Department of Ecology and Environment will focus on the implementation of the carbon intensity target officially issued by the state, do a good job in the annual carbon emission data submission and verification of key greenhouse gas emitting enterprises in the province, and gradually expand the verification scope of key greenhouse gas emission industries. At the same time, according to the increase in the number of industries covered by the carbon market, enterprises in the carbon market trading industry will be guided to do a good job in the registration system, the opening of the trading system, and the verification and payment of carbon emission quotas during the compliance period.
In addition, in accordance with the progress of the construction of the national certified voluntary emission reduction project (CCER) system, Gansu has actively done a good job in the development and reserve of CCER projects such as renewable energy, forestry carbon sinks, and methane utilization, and the development of mature projects has been submitted to the Ministry of Ecology and Environment for certification and filing as required.
