Shanghai Municipality provides financial support for the implementation of carbon peak and carbon neutrality


  In order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, in accordance with the notice of the Ministry of Finance on printing and distributing the "Opinions on Financial Support for Carbon Peak and Carbon Neutrality", "Implementation Opinions of the Shanghai Municipal Committee of the Communist Party of China and the Shanghai Municipal People's Government on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", "Notice of the Shanghai Municipal People's Government on Printing and Distributing the "Shanghai Carbon Peak Implementation Plan" and other documents, in accordance with the spirit of the Municipal Party Committee, The municipal government's requirements for the unified deployment of carbon peak and carbon neutrality work, giving full play to the role of financial functions, taking the realization of synergy of pollution reduction and carbon reduction as the general starting point, and promoting the comprehensive green and low-carbon transformation of the city's economic and social development, hereby put forward the following implementation opinions on the city's financial support for carbon peak and carbon neutrality.

  1. General requirements

  (1) Guiding ideology

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply implement Xi Jinping Thought on Ecological Civilization, closely focus on deepening the construction of Shanghai's "Five Centers" and ecological city, base ourselves on the new development stage, completely, accurately and comprehensively implement the new development concept, serve the construction of a new development pattern, and cultivate a green background for high-quality development. Adhere to the principle of establishing first and then breaking down, continuously strengthen endogenous power, practice independent action, accelerate the construction of a fiscal policy support system conducive to promoting the efficient use of resources and green and low-carbon development, promote a better combination of promising governments and effective markets, and support Shanghai to take the lead in the country to embark on a high-quality development path that prioritizes ecology and is green and low-carbon, so as to ensure that carbon peak and carbon neutrality are achieved as scheduled.

  (2) Basic principles

  1. Plan systematically and adapt measures to local conditions. Adhere to the system concept, strengthen the connection between financial support policies and the national and municipal "14th Five-Year Plan", based on the city's environmental resource endowment and the actual economic and social development, correctly handle the relationship between high-quality development and high-level protection, build a financial support policy system with Shanghai characteristics for carbon peak and carbon neutrality, and support the acceleration of the exploration of a green, low-carbon and high-quality development path that is compatible with megacities.

  2. Focus on tackling key problems and coordinate governance. To achieve key breakthroughs and implement active fiscal policies, it is necessary to improve efficiency, pay more attention to precise and sustainable requirements, start from key directions and areas, and pay attention to the combination of points and areas, both symptoms and root causes, and classified policies. Strengthen the overall planning of financial resources, promote the coordinated development of policies such as funds, taxation and government procurement, strengthen the coordination of goals, departments, regions and policies, and actively and steadily promote carbon peak and carbon neutrality.

  3. Government guidance and diversified investment. Strengthen proactive actions, give full play to the guiding role of financial funds, and provide financial funds and policy support for green and low-carbon development. Improve the market-oriented and diversified capital investment mechanism, guide and leverage social capital to actively invest in the field of carbon peak and carbon neutrality, and stimulate the endogenous power of the whole society to jointly care for the ecological environment.

 (3) Main objectives

  By 2025, fiscal policy tools will be continuously enriched, a fiscal support policy system conducive to green and low-carbon development will be initially established, energy utilization efficiency will be significantly improved to support key industries, and an economic system for green, low-carbon and circular development will be initially formed. By 2030, a financial support policy system conducive to green and low-carbon development will be basically formed, which will strongly support the steady progress of the city's "Ten Actions" for carbon peaking, promote the comprehensive green transformation of economic and social development and achieve remarkable results, and complete the carbon peak goal as scheduled. By 2060, the policy system of fiscal support for green and low-carbon development will be mature and sound, and the efficiency of energy and resource utilization will reach the international leading level, economic and social development will be fully decarbonized, and the goal of carbon neutrality will be successfully achieved.

  2. Support actions to peak carbon emissions in key areas

  (1) Support the construction of a clean, low-carbon, safe and efficient energy system

  Support the development of clean and efficient coal utilization projects, implement the "three reforms" transformation of existing coal power, continue to promote the utilization of renewable energy and the development of new energy, comprehensively promote the application of photovoltaics, support the construction of photovoltaic + projects, promote the acceleration of onshore and offshore wind power development, improve the level of offshore wind power development and utilization, and focus on supporting the construction of deep-sea offshore wind power demonstrations, support the diversified utilization of hydrogen energy, and promote the creation of a number of world-class demonstration application scenarios. Support the construction of new power systems, strengthen the construction of clean transmission channels, absorb clean energy such as hydropower in southwest China on a larger scale, accelerate the deployment of large-capacity offshore wind power transmission channels, explore and promote multi-energy complementary comprehensive energy services, and promote the coordinated development of energy storage and new energy in an orderly manner. Support enterprises to implement energy-saving technological transformation, build energy management centers, and carry out energy management system certification.

 (2) Support the in-depth promotion of green and low-carbon transformation of the industry

  Support Shanghai to promote the development of green and low-carbon industries aiming at new tracks, and further promote the green and low-carbon transformation of industries around clean energy, low-carbon raw materials, material functionalization, process efficiency, terminal electrification and resource recycling. Support and promote the adjustment of industrial structure, promote the withdrawal of inefficient land resources, accelerate the green and low-carbon transformation of traditional industries, and guide the industrial system to be low-carbon, green, and high-end optimization and upgrading. Support the action plan for promoting the high-quality development of the manufacturing industry, implement the green leading action, promote energy conservation and carbon reduction in key industries, and encourage high-energy-consuming and high-emission industries such as steel, petrochemical and chemical industries to carry out low-carbon and zero-carbon process reengineering. Increase support for important links and major projects in the city's green supply chain, and encourage core enterprises to drive the green development of enterprises on the chain. Promote the deep integration of strategic emerging industries and green and low-carbon industries. Support the optimization of the layout of new infrastructure, and realize the centralized, large-scale, low-carbon construction and operation.

  (3) Support the promotion of comprehensive green and low-carbon transformation of urban and rural construction

  Support the continuous optimization of urban and rural structure and layout, promote the strengthening of the overall layout of ecological corridors, landscape corridors, ventilation corridors, waterfront spaces and urban greenways, and systematically promote the construction of sponge cities. Support the vigorous development of energy-saving and low-carbon buildings, promote the energy-saving renovation of existing buildings, encourage the development of prefabricated monolithic buildings, accelerate the large-scale development of ultra-low energy consumption buildings, and support the creation of a number of innovative demonstrations of near-zero energy consumption and zero-carbon buildings. Support the promotion and application of green and low-carbon building materials products, improve the building energy conservation and green building management system, and gradually expand the pilot demonstration of building demand-side response. Actively build green and low-carbon villages, implement subsidies for green agricultural production, promote the promotion and use of green breeding technologies, and support the protection and utilization of agricultural resources. We will continue to promote the construction of green and low-carbon farmhouses, accelerate the energy-saving renovation of existing farmhouses, and encourage the construction of low-carbon and zero-carbon farmhouses. Promote the application of renewable energy such as solar energy, geothermal energy, air thermal energy, and biomass energy in rural construction, and promote the installation of photovoltaics on the roofs and courtyards of rural houses.

 (4) Support the construction of a green and efficient transportation system

  Support the acceleration of the construction of a green and low-carbon transportation service system that is compatible with industrial upgrading, high-quality life and new spatial patterns, build a world-class green and low-carbon aviation hub, and support the construction of a multi-level and multi-network integrated railway network jointly constructed by trunk railways, intercity railways and municipal railways. Encourage the transformation and upgrading of transportation vehicles to electrification, low-carbon, and intelligence. Accelerate the full electrification of vehicles in the public sector, and steadily promote the demonstration and application of fuel cell vehicles. Promote the continuous improvement of the energy efficiency level of ships, accelerate the development of electric inland waterway vessels, and add new inland waterway vessels such as sanitation, ferries, Huangpu River cruise ships, and official ships to be driven by electricity or liquefied natural gas in principle. Support the continuous improvement of aircraft fuel efficiency, the elimination of old and energy-intensive aircraft, and the optimization of fleet structure. Accelerate the construction of green transportation infrastructure, promote the implementation of green transformation of existing transportation hub facilities, and accelerate the construction of supporting infrastructure such as charging piles, supporting power grids, filling (gas) stations, hydrogen refueling stations, port shore power, and airport ground auxiliary power supply. Support clean energy and new energy substitution of non-road mobile sources in ports, airports and other transportation hubs. Actively guide citizens to go green, and continue to support the people's support project of electric vehicle charging and swapping facilities. Support the development of taxi charging demonstration stations, shared charging demonstration communities, intelligent and efficient charging and swapping facilities, and intelligent vehicle network charging and discharging interactive demonstration projects.

 (5) Support the development of circular economy and help reduce carbon emissions

  Supporting the creation of a recycling-oriented society. Improve the special support policies for garbage classification, promote the comprehensive consolidation of the effectiveness of domestic waste classification, and promote the construction of a national garbage classification demonstration city. Promote green and low-carbon lifestyles, strengthen the concept of green and low-carbon services, guide and encourage citizens to actively participate in green and low-carbon actions such as CD-ROM actions, green consumption, low-carbon travel, reducing the use of disposable plastic products, and recycling express packaging, so as to create a new trend of green and low-carbon life. Support the construction of "zero-waste cities", improve the recycling system of waste materials, encourage the recycling of recyclables and renewable resources, and promote the orderly development of second-hand commodity trading. Strengthen the intensive and economical use of water resources, and support water conservation, pollution reduction and emission reduction. Increase support for green planting and breeding circular agriculture pilots, promote the resource utilization of crop straw and livestock and poultry manure, and promote the recycling of plastic film. Support the high-level promotion of the recycling transformation of the park. Promote green and low-carbon products and support the establishment of a green and low-carbon service certification system.

  (6) Support the strengthening of green and low-carbon technology support

  Support the promotion of self-reliance and self-improvement in green and low-carbon technologies, promote the improvement of low-carbon, zero-carbon and carbon-negative scientific and technological innovation source capabilities, continue to increase investment in green and low-carbon technology research and development, and support the construction of national and municipal laboratories and green technology innovation centers in related fields. Accelerate the layout of major municipal science and technology and industrial projects, and focus on supporting the research and development of cutting-edge disruptive technologies and related basic research. Support the development of a number of pilot demonstrations of carbon peak and carbon neutrality, and promote the implementation of low-carbon, zero-carbon and carbon-negative applications such as renewable energy, green hydrogen, energy storage, new power systems, demand-side management, near-zero-carbon buildings, low-carbon intelligent transportation, and carbon capture and utilization. We will continue to strengthen basic capacity building for energy conservation, carbon reduction, and climate change response. Support the enhancement of climate change adaptation capacity, and improve disaster prevention, mitigation, resilience and relief capabilities.

 (7) Support the consolidation and improvement of ecosystem carbon sink capacity

  Support the continuous enhancement of the carbon sink capacity of ecosystems, promote the integrated development of green spaces, woodlands and wetlands under the guidance of the goal of building an ecological city, and create open, shared, colorful and accessible high-quality ecological spaces. Support the implementation of the 1,000-park plan, and realize the basic full coverage of the 500-meter service radius of parks and green spaces in the central urban area. Support the consolidation and improvement of forest carbon sink capacity, implement the project of precise improvement of forest quality, comprehensively promote the construction of "1+5+2" key ecological corridors, and build urban green ecological barriers. Support the enhancement of the carbon sequestration capacity of the wetland system, focus on key areas such as the Yangtze River Estuary, the north bank of Hangzhou Bay, and Nanhui Dongtan, and strengthen the cultivation, conservation and ecological restoration of new wetlands. Optimize and improve the ecological quality of wetlands, carry out wetland protection and restoration in combination with the construction of ecological parks and key ecological corridors around the city, and enhance the carbon storage capacity of wetlands. Research and promote the ecological restoration of major wetlands such as Chongming Beiyan, Jiuduansha, and Nanhui Dongtan. Support Chongming's world-class ecological island to carry out the construction of a demonstration zone for carbon peak and carbon neutrality, and create a "Chinese model" for the harmonious coexistence of man and nature.

 (8) Support the construction and improvement of a green and low-carbon market system

  Support the acceleration of the construction of an international green finance hub, and give full play to the service radiation function of Shanghai as an international financial center. Support the establishment and improvement of the trading market system for carbon emission rights and emission rights. Support the optimization of green credit services, encourage banking financial institutions to increase the scale and proportion of green credit, carry out business innovation of green financial products, and strengthen credit service support for green projects. Support the issuance of local government bonds for green and low-carbon projects. Deepen international cooperation on green finance, and support cooperation with international financial organizations in the field of green finance.

  3. Fiscal policy measures

  (1) Strengthen the supporting role of financial funds

  Increase the green and low-carbon orientation of fiscal policies, connect with the city's "1+1+N" policy system for carbon peak and carbon neutrality, and strengthen support for major actions, demonstrations, and major projects for carbon peak and carbon neutrality. Strengthen the overall planning of financial resources, make full use of the city's energy conservation and emission reduction and other special financial policies, focus on key areas, strengthen the guarantee of scientific and technological investment, and support green and low-carbon technological breakthroughs, industrial development and the construction of characteristic parks. Give full play to the regulating role of the city's ecological compensation mechanism, and further mobilize the enthusiasm of the district governments. Support the coordination of regional ecological and environmental management. Increase support for the ecological and green integrated development demonstration zone, study and optimize the management of special funds, and promote the demonstration zone to achieve more dynamic and sustainable high-quality development.

 (2) Improve the collaborative support system of multiple funds

  Give full play to the exemplary and guiding role of various government investment funds in green and low-carbon fields, encourage social capital to set up green and low-carbon industry investment funds in a market-oriented manner, and drive the whole society to increase capital investment in green and low-carbon infrastructure and industrial development. Support the operation of the National Green Development Fund in Shanghai, and actively invest in green and low-carbon fields such as energy resource conservation and utilization, clean energy, etc. Issuance of local government bonds to support eligible green and low-carbon projects. Guide financial institutions to increase support for green credit projects. Optimize the credit reward and subsidy policy for small, medium and micro enterprises, include green industries in the catalogue of key industries, and relax the lower limit of the compensation range for the non-performing loan ratio. We should further give full play to the role of government financing guarantees. Support green finance innovation projects to apply for the Shanghai Financial Innovation Award. Support the World Bank, the Asian Development Bank, the Asian Infrastructure Investment Bank, the New Development Bank and other international financial organizations to provide investment, financing and technical services for green projects.

 (3) Implement green and low-carbon tax support policies

  Implement the state's green and low-carbon preferential tax policies on environmental protection, energy conservation and water conservation, comprehensive utilization of resources, application of green technology and equipment, purchase of new energy vehicles, and national energy conservation and environmental protection special equipment. We will continue to promote the collection of environmental protection taxes and resource taxes, encourage pollutant emission reduction and resource conservation and intensive utilization, and give better play to the role of taxation in promoting the green and low-carbon development of market entities.

 (4) Improve government green procurement policies

  Implement the government's green procurement requirements, and increase government procurement of green and low-carbon products such as green building materials and new energy vehicles and ships. Strengthen the responsibility of purchasers for green procurement, and encourage purchasers to clarify green and low-carbon procurement requirements in procurement documents.

 Fourth, safeguard measures

  (1) Strengthen organizational leadership and pay attention to coordination and cooperation

  The city's financial departments at all levels should earnestly improve their political positions, and in accordance with the unified deployment of the municipal party committee and the municipal government, continuously enhance the sense of responsibility and mission of financial support to do a good job in carbon peak and carbon neutrality, consolidate responsibilities and clarify the division of labor. Based on the resource endowment and development characteristics of the region, all districts should put forward specific support measures to ensure that all goals and tasks are achieved as scheduled. In the process of formulating and implementing fiscal policies, it is necessary to strengthen the integration with financial, price, trade and other policies, and promote the close cooperation between the new measures of fiscal support for carbon peak and carbon neutrality and the existing policy system, so as to give full play to the multiplier effect. Through the establishment of the municipal and district financial departments up and down linkage, financial and other departments of horizontal interaction of the working mechanism, and constantly strengthen the coordination and cooperation with other departments of the city and district, fully mobilize the enthusiasm of all aspects of work, the formation of a joint force.

  (2) Strict budget management and outstanding performance leadership

  The city's financial departments at all levels should strictly manage the budget, strengthen the overall planning of financial resources, reasonably optimize the structure of fiscal expenditure, and promote the performance management of budget funds in the field of supporting carbon peak and carbon neutrality in the field of "all-round, full-process, and full-coverage".
