Resource enrichment is the advantage and characteristic of Inner Mongolia. Inner Mongolia ranks first in the country in wind energy resources and second in solar energy resources, and bears more than one-third of the country's coal supply, and ranks first in the country in terms of coal transportation, power transmission and new energy power generation. As a typical resource-based area, many places in Inner Mongolia are prosperous because of resources, first there are mines, then cities, first production, then life, very representative.
There is a "resource curse" theory in economics, which refers to the dilemma of industrialization and backwardness in a large number of regions with a certain non-renewable resource. If we can't gradually transform after "thriving on resources", we will decline due to the depletion of resources. The key to crossing this threshold lies in comprehensively deepening reform and innovative development, and building an institutional mechanism to effectively promote transformation and development.
In October 2023, the "Opinions of the State Council on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" (hereinafter referred to as the "Opinions") was released, which proposed to "innovate the system and mechanism for the transformation and development of resource-based areas", providing a clear idea for Inner Mongolia to further identify development breakthroughs and explore new paths for the transformation and development of resource-based regions.

Zhang Zhidong believes that in recent years, the installed capacity of new energy in Inner Mongolia and the rapid growth of grid-connected power generation, ensuring power transmission has become a trend to ensure national energy security and promote industrial development. This requires the implementation of long-term cooperation agreements on inter-provincial transmission projects, and the market has a relatively stable demand side, which can meet the needs of Inner Mongolia's green power generation and sales. At the same time, as a product operated by enterprises, on the basis of planning and abiding by contracts, new energy consumption also needs to take a flexible and diverse market-oriented road, and expand the development space by participating in market transactions inside and outside the region.

At 1:58 a.m. on December 4, 2023, the first wind turbine of the 400,000 kW wind power project of Huaneng Alxa Base in Ulan Bu and the desert edge of Alxa League was successfully connected to the grid for power generation. This marks that the first wind power project of Alxa Renewable Energy Base supporting the DC UHV transmission channel from Shanghai Temple to Shandong is the first to be connected to the grid for power generation, realizing the integration of Alxa green power into Shandong.
Li Zhiquan, the person in charge of the project, told reporters that the project is the first UHV clean power transmission project of the Alxa League, and after the completion of the project, the green electricity of the Alxa League will be continuously sent to the land of Qilu through the UHV "high-speed channel", which can transmit about 1.2 billion kilowatt-hours of green electricity every year.
