Build a new industrial development system with advanced intelligent manufacturing as the main body, producer service industry as the support, and strategic emerging industries as the lead, and strive to promote the transformation and upgrading of the manufacturing industry to digital, intelligent and high-end, and build the high-tech zone into an intelligent manufacturing highland in Zhejiang Province. By the end of the plan, the scale of the three leading industrial clusters of high-end intelligent equipment, electronic information and new materials with modern logistics equipment as the core will be further improved, and the proportion of operating income in the revenue of the high-tech zone will reach 98%. The development of high-tech industries has reached a new level, with the added value of high-tech industries accounting for 93% of the added value of industries above designated size, and the proportion of investment in fixed assets accounting for 70%. A number of "chain-based" enterprises have been gathered, and the number of listed companies (excluding the New Third Board) has exceeded 20.

(2) The construction goal of the park

The agglomeration effect of innovative talents has emerged, and the proportion of research and development personnel in the employment has reached 20%. Build a green ecological park. A permanent ecological green corridor between the south side of the Shanghai-Chongqing Expressway and the Xishanyang Wetland Park extending to the south, and at the same time making full use of ecological resources to implant and develop the tourism industry.

(2) Two axes: the industrial development demonstration axis and the industry-city integration development axis

The total planned area of the park is 5908.32 hectares, and the total planned construction land area is 4130.27 hectares, of which the total area of planned urban construction land is 4019.71 hectares, accounting for 68.03% of the total area, and the total area of village construction land is 99.50 hectares. The planned residential land area is 399.80 hectares, accounting for 9.95% of the urban construction area, the industrial land area is 1824.01 hectares, accounting for 45.38% of the urban construction land area, the total land area is 626.29 hectares, accounting for 10.60% of the total land area, the agricultural land area is 1151.77 hectares, accounting for 19.49% of the total land area, and the regional infrastructure land is 10.41 hectares.
    (1) Residential land (R)

The residential land area is 399.80 hectares, accounting for 9.95% of the urban construction land, and the per capita residential land is 23.5 square meters per person. It is mainly distributed in Changxi area, Daishan market town and comprehensive service area.

(2) Land for public administration and public services (A)

The land area of public management and public service facilities is 45.47 hectares, accounting for 1.13% of urban construction land, and the per capita construction land is 2.67 square meters per person. It is mainly distributed on the side of Changxi North Road, Tengfei Road and Daishan Road, and is mainly used for education.

(3) Industrial land (M)

The area of industrial land is 1824.01 hectares, accounting for 45.38% of urban construction land, and the per capita construction land is 107.29 square meters/person.

(4) Storage land (W)

The land area of storage land is 29.59 hectares, accounting for 0.74% of the urban construction land, and the per capita construction land is 1.74 square meters/person, mainly distributed in Changxi Group.

(5) Urban road land (S1)

The area of urban road land is 688.31 hectares, accounting for 17.12% of urban construction land, and the per capita construction land is 40.49 square meters per person.

(6) Land for transportation stations (S4)

The land area of the transportation station is 27.13 hectares, accounting for 0.67% of the urban construction land, and the per capita construction land area is 1.60 square meters per person.
    (7) Utility land (U)

The land area of public facilities is 50.79 hectares, accounting for 1.26% of the urban construction land, and the per capita construction land is 2.99 square meters/person, mainly 110KV and 220KV substations, Shibei sewage plant and eastern sewage plant.

(8) Green space and open space land

1. Railway

The Hude Municipal Railway and the Rutongsu Lake Intercity Railway pass through the park in the north-south direction along the South Taihu Avenue, strengthening the way of external connections.

2. Highway

The Shanghai-Chongqing Expressway runs through the whole territory on the north side of the park, and there are three high-speed entrances and exits in the planning area, providing a new gateway for the high-tech zone to face the surrounding areas and an important spatial node for intervening in the large-scale regional pattern and integrated development.

The external transportation channels of the high-tech zone include Huzhi Avenue, Huxun Avenue, Third Ring East Road, Zhongxing Avenue, Old G318 National Highway, Zhizhong Expressway and East Expressway.

(2) Road system planning

According to the four-level architecture of "expressway-trunk road-secondary trunk road-branch road", a multi-level and three-dimensional interconnected urban road network is constructed.

Expressway: The width of the red line is 40-60 meters, including the Third Ring East Road, Zhongxing Avenue, Huxun Avenue, Zhizhong Expressway, Zhidong Expressway, and the cross-sectional form is "four plates".

(1) Current water supply

The current water supply in the park is introduced by the Chengbei Water Plant, which has a water supply scale of 100,000 tons/day. The water source of the Chengbei Water Plant is the Laohutan Reservoir.

Water supply pipes have been laid on the main roads of the park, including DN1200 long-distance water supply main pipes and DN1000 urban water supply mains along Huzhi Avenue, DN1000 and DN800 water supply mains along Zhenbei Road, DN800 water supply mains along Dongliang Road and the west section of Chang'an West Road, DN600 water supply mains along Axiang Road, and DN300-DN500 water supply branch pipes along the rest of the roads in the park.
    (2) Water supply forecasting
    综合考虑产业结构调整、居民生活和工业节水措施推广应用的基础上,合理确定planning区单位Land for construction用水index,预测planning区最高日用水量为13.4万m3/d。

(3) Water source planning of water plants

(4) Water supply network planning

Combined with the development of land plots and road renovation in the park, the water supply network in the area will be gradually transformed and improved in stages.

It is planned to introduce regional water mains along Outer Ring North Road, Huzhi Avenue, South Taihu Avenue and Huxun Avenue, with pipe diameters of DN1400, DN1000, DN1000 and DN1000 respectively, and the rest of the urban water supply pipes with DN500-DN1000 as the main ones along the trunk roads, and the branch roads with pipe diameters of DN300-DN400.

1.2.3.3Drainage system planning

(1) Overview of the current situation

The existing roads in the park have basically been built with sewage pipes, and the current drainage system in the park is a diversion system.

The collected sewage of the current situation in the park is sent to the centralized sewage treatment plant, and the treatment is discharged after reaching the standard, involving the eastern suburbs sewage treatment plant, the eastern sewage treatment plant, and the Shibei sewage treatment plant.

(2) Sewage volume forecasting

The prediction parameters of sewage volume include pollution production coefficient, sewage collection rate, and external water infiltration coefficient. According to the special planning of urban and rural water supply and drainage, the pollution production coefficient of this plan is 0.8, and the sewage collection rate is 100%.

The average daily sewage volume is forecast to be 107,200 tons.

(3) Sewage facility planning

Expand the Shibei Sewage Treatment Plant, the Eastern Sewage Treatment Plant and the Eastern Suburbs Sewage Treatment Plant, with a scale of 120,000 tons/day, 150,000 tons/day, and 100,000 tons/day respectively, and build Dongliang Road and Hujingang Sewage Pumping Station.

(4) Sewage pipe network planning

It is planned to lay DN300-DN600 sewage pipes along the roads in the area to collect sewage, incorporate DN600-DN1000 sewage main pipes into the sewage pumping station, part of the gravity flow in the Huanzhu area to the Shibei sewage treatment plant, and the rest of the area is upgraded to the eastern and eastern suburbs sewage treatment plants through the pumping station. In addition, according to the special nature of industrial wastewater in the industrial park, the plan proposes to establish a special wastewater treatment plant in the park to pretreat the sewage.
    (5) Stormwater pipe network planning
    Rainwater drainage adopts the buffer self-flowing river mode, that is, the whole planning area is divided into several rainwater zones with the river as the boundary, and the rainwater in each zone is discharged separately. The rainwater in the area is gravity artesian, discharged into the nearby rainwater pipe under the road, collected by the rainwater main pipe and discharged into the river. The rainwater outlet is properly concentrated, which is convenient for the treatment of the initial rainwater when the conditions are ripe. The storm water pipe diameter is in D800-D1200.

Promote the construction of sponge cities as a whole. During the planning period, the park will fully implement the requirements of sponge city construction, control non-point source pollution, control the total amount of runoff rainwater, and give priority to the use of low-impact development facilities such as rain gardens, wet ponds, rainwater wetlands, and sunken green spaces to control the total amount of runoff rainwater. To solve the waterlogging in the park, take rainwater collection and utilization and black and odorous water treatment as a breakthrough to promote the overall management of the region.

1.2.3.4Power supply engineering planning

The electricity consumption of the park is introduced by 220kV Shengshan transformer, 220KV Yansha transformer, 220KV Baique transformer, and combined power supply by 110KV Bishan transformer, 110KV Huanzhu transformer, 110KV Daishan transformer, 110KV Xishan transformer, 110KV Wulin transformer, 110KV Qiancun transformer, 110KV Zhixi transformer, 110KV Guantian transformer, 110KV Zhili transformer, and 110KV Hugang transformer.

The voltage level is 110kV high-voltage distribution network - 10kV medium-voltage distribution network - 0.22/0.38kV low-voltage distribution network three levels.

1.2.4Ecological and environmental protection

1.2.4.1Environmental protection objectives

至planning期末,Environmental quality得到全面改善和维持,重要生态系统得到重建与恢复,自然生态系统达到良性循环,Environmental quality达到各类功能区相应index,建立、建全Ecological and environmental protection监管体系,Ecological and environmental protection措施得到有效执行。正确处理开发建设和环境保护关系,使大气Environmental quality达到国家二类功能区标准;地面水Environmental quality达到Class III以上水质标准;Park各功能区声Environmental quality达到国家标准要求;greening覆盖率、污水集中处理率、污水管网覆盖率、Park生活垃圾无害化处理率达到、有害有毒废弃物处理率达到对应index要求。

1.2.4.2Industry access criteria

Class III. is mainly suitable for fishery waters and swimming areas such as secondary protection areas for centralized surface sources of domestic drinking water, fish and shrimp wintering grounds, migratory channels, aquaculture areas, etc.;

声环境功能区划以用地现状为主要依据,执行《声Environmental quality标准(GB3096-2008)》中各类标准。1类标准适用于以居民住宅、医疗卫生、文化教育、科研设计、行政办公为主要功能,需要保持安静的区域。2类标准适用于以商业金融、集市贸易为主要功能,或者居住、商业、工业混杂,需要维护住宅安静的区域。3类标准适用于以工业生产、仓储物流为主要功能,需要防止工业噪声对周围环境产生严重影响的区域。4类标准适用于交通干线两侧一定距离之内,需要防止交通噪声对周围环境产生严重影响的区域。将本Planning Scope内用地设为2~4类标准。

Efficient use of water resources. For the sections of the river that need to be remediated, formulate and improve a comprehensive remediation plan.

2) Air pollution control and atmospheric environmental protection

(1) Control motor vehicle exhaust. The tail of motor vehicles may become the main source of pollution in the future, and its pollution control should be coordinated with the planning and construction of the transportation network to improve road traffic conditions and ensure smooth driving; second, it is necessary to reasonably control and guide the development of motor vehicles; third, it is necessary to improve the emission standards of motor vehicles, gradually integrate with international standards, and strictly implement the vehicle scrapping system; fourth, give priority to the development of public transportation, give appropriate compensation to public transportation operations, and encourage public transportation to use clean energy.

(2) Implement closed construction management. Construction sites, ceramic raw material yards and roads should be sprayed and covered to keep them moist. Strengthen the management of transport vehicles, strict sealing and cleaning measures, and reduce dust pollution.

(3) Strengthen the construction of greening. Plan and build a green landscape belt, promote the construction of road greening, community greening and green leisure belt, promote vertical greening and three-dimensional greening, and gradually improve the level of greening. Greening open and bare land, equipped with necessary sprinkler vehicles and cleaning tools, to reduce the generation of dust on the ground.

3) Solid waste pollution prevention and control measures

(1) Prevention and control of domestic waste pollution in the park. Domestic waste management is gradually moving towards marketization and socialization. The whole process of collection, transportation, recycling, and sanitary disposal of domestic garbage is managed as an enterprise. Implement the classification and collection of domestic waste, and recycle after sorting. The existing landfill should be covered in time to ensure that the garbage is not exposed. The landfill should be paved with impermeable liners that meet standards, equipped with effective leachate collection systems and sewage treatment facilities, gas export systems, monitoring equipment and gas energy recovery devices.

(2) Hazardous waste management. On the basis of the general survey of hazardous wastes and strictly controlled wastes, a declaration and registration system for hazardous wastes and strictly controlled wastes should be established as soon as possible. Unified planning of designated hazardous waste centralized treatment centers. Strengthen the supervision and management of hazardous waste, strictly controlled waste and medical waste.

4) Acoustic environment objectives and noise pollution prevention and control measures

(1) Strengthen noise control. The traffic noise on the main roads will be controlled, and the traffic noise will be banned as the main traffic noise pollution control area. Environmentally sensitive areas such as residential concentration areas strictly implement construction noise control at night. For new projects, the environmental impact assessment system and the "three simultaneous" system for noise pollution prevention and control are strictly implemented to prevent new noise pollution sources.

(2) Improve road greening. Trees are planted on both sides of major traffic arteries, forest protection belts are built, and buildings are actively greened vertically.

(3)Wuxing High-tech Industrial Park所在区域属于“国家优化开发区域”,符合《浙江省主体功能区planning(2011~2020)》等相关planning要求;planning与《湖州市城市Master Plan (2017-2035 years)》、《湖州市国土空间Master Plan (2021-2035 years)》、《吴兴区土地利用Master Plan》;Infrastructure development中与《湖州中心城市给水专项planning(2021-2035)》、《湖州市区集中供热planning(2014-2020)》、《湖州中心城市基础设施专项planning【污水】(2021-2035)》专项planning部分相符。

(4)Wuxing High-tech Industrial Parkplanning方案中明确的环境保护planning内容与《长江经济带发展负面清单指南(试行,2022年版)浙江实施细则》、《浙江省Ecological and environmental protection“十四五”planning》、《太湖流域管理条例》、《关于落实<水污染防治行动计划>实施区域差别化环境准入的指导意见》等环保政策要求基本相符。

(5)Wuxing High-tech Industrial Parkplanning区域内Ecological protection redlines不予开发,与《吴兴区“三线一单”生态环境分区管控方案》局部不协调,建议加强与后期即将发布的国土空间planning进行衔接。

1.4Investigation and evaluation of the current situation

Wuxing High-tech Industrial Park位于湖州市吴兴区,吴兴区地处湖州市中部、浙江省北部、太湖南岸,东与湖州市南浔区、苏州市吴江区接壤,南与德清县相接,西与安吉、长兴县交界,北滨太湖,与江苏省的苏州、无锡隔湖相望。介于北纬30°37′—30°57′、东经119°51′—120°22′之间,总面积871.9平方千米。东距上海150千米,南接杭州86千米,西连南京230千米。杭宁高铁、宣杭铁路穿吴兴区而过,湖苏沪高铁已经开工;G25杭宁高速公路贯穿南北,G50申苏浙皖高速公路、S12申嘉湖高速公路横卧东西,104国道、318国道、306省道并辔而行、贯通全境,基本形成长三角核心城市(上海、杭州、南京、苏州)1小时交通圈。

1.4.1.2Topography

湖州市地处北亚热带季风climate区。climate总的特点是:季风显著,四季分明;雨热同季,降水充沛;光温同步,日照较少;climate温和,空气湿润;地形起伏高差大,垂直climate较明显。全市年平均气温12.2-17.3℃,一月平均气温-0.4-5.5℃,极端最低气温-11.1℃(1969年2月6日);七月平均气温24.4-30.8℃,极端最高气温39.2℃(2009年7月20日)。无霜期224-246天,年日照时数1613~2430小时,年降水量761-1780毫米,年降水日数116-156天,年平均相对湿度均在80%以上。风向季节变化明显,冬半年盛行西北风,夏半年盛行东南风,三月和九月是季风转换的过渡时期,一般以东北和东风为主。年平均风速1.7-3.2米/秒。

1.4.1.4Hydrology, water system

1. Surface water resources

湖州东部为杭嘉湖濒太湖平原区,区内河网纵横、湖漾众多。按排水方向分为入湖溇港河道和入太浦河进黄浦江河道。入太湖溇港原有34条,现保留19条,骨干溇港为大钱港、罗溇、幻溇、濮溇和汤溇。入太浦河进黄浦江的骨干河道以南北横塘、頔塘、双林塘和练市塘为主。境内重要小型湖泊有2个,分别为西山漾和长田漾。Planning Scope内共有市级河道10条,区级河道11条。平均水质Ⅲ~Ⅳ类。

Formerly known as Houtang, also known as Dongtang, it is a part of the Shen Channel of Changhu Lake. The west of the pond starts from the Huzhou lock, goes east through Balidian, Jiuguan, Dongqian, Nanxun to Pingwang Town, Jiangsu Province, and meets the Beijing-Hangzhou Grand Canal at Nanyinghu Lake in Pingwang Town, with a total length of about 60km, an average water width of 78.3m, and an average river bottom elevation of -2.7m.

【South Hengtang】From the west of Balidian Town in the west, to the east through Zhili Town, Rolling Village, Shanglin Village and end at Tangwei Port, the southwest water is discharged into Jiangsu through Henggutang East, and discharged into Taihu Lake through Ligang, with a total length of 21.5km, an average water width of 37.6m, and an average river bottom elevation of -1.0m.

【Daqian Port】Located in the westernmost side of the five backbone of the port, from the south to the pond, north to the Taihu Lake, the upstream is the Linghu pond of the old road of Dongtiaoxi, which belongs to the Hanghu tin line, the length of the section from the pond to the mouth of the lake is 12.8km, the estuary has a 5-hole total net width of 40m control gate, the bottom height of the gate is -2.3m, the average water width of the river is 77.5m, and the average bottom elevation is -1.2m.

【Luoshu Port】Starting from Qitang in the south, flowing north through Lichuan Port, passing through South Hengtang to Zhonghengtang and then turning eastward, turning north into Taihu Lake in the triangle, with a total length of 11.2km, the mouth of the river has a 3-hole control gate with a total width of 24m, and the elevation of the bottom of the gate is -2.8m. The river channel is tortuous and tortuous, the current inlet river channel is silted and not smooth, and the upstream river channel of Lichuan Port is straight, with an average water width of 65 .8m and an average river bottom elevation of -0.9m.

【Phantom Port】South from Zhili Town north flow through Beihengtang, through Taihu Village into Taihu Lake, a total length of 10.6km, the estuary has a total width of 5 holes 32m control gate, the bottom elevation of the gate - 2.3m. The river channel is tortuous and winding, with an average water width of 42.9m and an average bottom elevation of -1.0m.

2、Project address

According to the composition and properties of the foundation soil, the foundation soil of the site is divided into the following 6 engineering geological layer groups from top to bottom within the survey depth, and 8 engineering geological layers are subdivided:

(1) layer: plain fill(mlQ43)

Mainly gray, loose structure ~ slightly dense. The composition is mainly cohesive soil, and the surface layer contains plant roots. The surface layer of the 4# standard factory building contains crushed stone and block stones, and the uniformity is poor. Part of the cultivated soil is incorporated into this layer. The average fs of the sidewall resistance of the static cone penetration is 25.3 kPa, and the average qc of the cone tip resistance is 580 kPa. The whole field is distributed, the layer thickness is 0.6~2.4m, and the layer elevation is 1.22~2.80m.

(2) Layer: silty clay (alQ43)

Gray yellow, yellow, soft plastic ~ soft plastic. The cut surface is smooth and slightly shiny, there is no shaking reaction, the dry strength and toughness are medium, and the lower phase of some sections becomes silt. It is a medium (high) compressible soil. The average fs of the sidewall resistance of the static cone penetration is 17.6 kPa, and the average qc of the cone tip resistance is 380 kPa. The whole field is distributed, the layer thickness is 0.5~1.5m, and the layer elevation is -0.03~1.41m.

(3) layer: silty silty clay (mQ42)

Gray, flow molded. The section surface is smooth and slightly shiny, there is no shaking reaction, the dry strength and toughness are medium, containing a small amount of organic matter and humus, and there is a thin layer of silt locally. It is a highly compressible soil. The local phase changes to silt and silty clay. The average fs of the sidewall resistance of the static cone penetration is 5.2 kPa, and the average qc of the cone tip resistance is 310 kPa. The whole field is distributed, the layer thickness is 9.9~11.9m, and the layer elevation is -1.14~0.52m.

(4) layer: silty clay (alQ41)

Gray, soft and plastic. The cut surface is smooth and slightly shiny, there is no shaking response, and the dry strength and toughness are medium. It is a medium compressible soil. The average fs of the sidewall resistance of the static cone penetration is 50.1 kPa, and the average qc of the cone tip resistance is 1850 kPa. The whole field is distributed, the layer thickness is 0.90~2.40m, and the layer elevation is -12.27~-10.39m.

(5) layer: It belongs to the soft soil layer on the area, and the site is missing.

(6)-1 layer: Clay (alQ32)

Blue-gray, gray-yellow, mainly hard plastic. The cut surface is smooth and grease-shiny, no shaking reaction, high dry strength and toughness, and contains iron manganese oxide. It is a medium compressible soil. The average fs of the sidewall resistance of the static cone penetration is 153.5 kPa, and the average qc of the cone tip resistance is 2960 kPa. The whole field is distributed, the layer thickness is 4.70~6.20m, and the layer elevation is -14.13~-12.29m.

(6)-2 layers: silty clay (alQ32)

Gray-yellow, hard and plastic. The cut surface is smooth and shiny, there is no shaking reaction, and the dry strength and toughness are medium. It is a medium compressible soil. The average fs of the sidewall resistance of the static cone penetration is 108.3 kPa, and the average qc of the cone tip resistance is 2730 kPa. The whole field is distributed, the layer thickness is 0.30~2.50m, and the layer elevation is -19.57~-17.58m.

(6)-3 layers: silt (alQ31)

Grayish-yellow, dense. The cut surface is rough and dull, containing mica chips, and the shaking response is rapid, and the dry strength and toughness are low. The local phase changes to silty clay. It is a medium compressible soil. The standard penetration test (N) has a number of actual hits of 21~26 hits/30cm. The average fs of the sidewall resistance of the static cone penetration is 137.2 kPa, and the average qc of the cone tip resistance is 9470 kPa. The whole field distribution was not exposed, and the thickness of the layer was 1.5~4.6m, and the elevation of the layer was -21.19~-19.06m.

1.4.2Evaluation of the current situation of environmental quality

1.4.2.1Evaluation of the current status of ambient air quality

Wuxing District, Huzhou City, in the past five years3If it does not meet the standard, the area is a non-standard area. According to the statistics of the past five years, the overall trend of regional ambient air quality is improving.

The results showed that the TSP concentration in the evaluation area was in line with the secondary standard in the Ambient Air Quality Standard (GB3095-2012), the fluoride concentration was in line with the A1 standard in Appendix A of the Ambient Air Quality Standard (GB3095-2012), benzene, toluene, xylene, HCl, sulfuric acid and NH3、H2S. The monitoring concentrations of chlorine, formaldehyde and methanol conform to the "Appendix D Table D.1" in the "Atmospheric Environment of the Technical Guidelines for Environmental Impact Assessment" (HJ2.2-2018), and the monitoring concentrations of non-methane total hydrocarbons meet the hourly average value of 2mg/m in the "Detailed Explanation of Comprehensive Emission Standards for Air Pollutants".3Standard limit requirements.

1.4.2.2地表水Evaluation of the current situation of environmental quality

According to the analysis of routine monitoring data in the past three years, the water quality of the Luolugang Bridge (Huzhi Avenue) section, the Huxiao Bridge section, and the Xishanyang section remained stable from 2020 to 2022, and the water quality categories of the high-speed connection line section, the Wangmulai Bridge section, the Beihengtang Bridge section, the Luoweigang Bridge (Wuxing Avenue) section, the Southwest Hui Bridge section, and the Zhili section have shown a positive trend from 2020 to 2022. Except for the section of the Southwest Huiqiao Bridge in February 2022, which exceeded the standard, the other sections can meet the Class III limit of surface water environment in 2022.

According to the monitoring and analysis results of the current situation, the water quality of the section basically meets the requirements of Class III standards in the "Environmental Quality Standard for Surface Water" (GB3838-2002).

1.4.2.3地下水Evaluation of the current situation of environmental quality

据现状地下水水质监测结果,Wuxing High-tech Industrial Park范围各监测点的监测因子均能满足《地下水质量标准》(GB/T14848-2017)中Class III标准要求,总体情况良好。

1.4.2.4土壤Evaluation of the current situation of environmental quality

根据现状监测结果,Park内各监测点各index均能满足《土壤Environmental quality标准 Land for construction土壤污染风险管控标准(试行)》(GB36600-2018)中第二类用地筛选值;Park内Agricultural land对照监测点各index能够满足《土壤Environmental quality Agricultural land土壤污染风险管控标准(试行)》(GB15618-2018)中Agricultural land风险筛选值。评价区域土壤Environmental quality现状总体良好。

1.4.2.5声Evaluation of the current situation of environmental quality

According to the monitoring results of the current situation, the quality of the sound environment in the park and the surrounding area is generally stable, and the current noise value of each functional area can meet the requirements of the corresponding sound environment functional area in Min's "Sound Environment Quality Standard" (GB3096-2008).

1.5Determination of environmental objectives and evaluation indicators

Combined with the current situation of environmental quality in the area where the park is located, the evaluation objectives and index system are determined according to the planning objectives of the park and relevant environmental protection laws, regulations, policies, technical standards and norms, as shown in the following table. Some of the indicators refer to the "National Ecological Industrial Demonstration Park Standard" (HJ274-2015) and so on.

鼓励和引导污水处理厂周边工业、市政、greening、景观等用水优先使用再生水。新建居住小区和工厂企业及宾馆等公建project在planning报建时要求同时报送再生水project的设计内容;对园林greening、洗车、道路浇洒、建筑施工用水、大型公建空调循环水等一些水质要求较低的行业用水,应执行强制性使用再生水的规定。

有序推进Park更新,满足土地持续供应。有序推进旧工业区、旧工商居混合区和旧居住区的改造,满足产业结构调整、各类公共服务设施和市政配套设施建设、城市greening等用地的需求,实现土地的可持续供应。

1)区内企业排放的二氧化硫、氮氧化物、颗粒物、挥发性有机物(VOCs)全面执行大气污染物特别排放限值,禁止建设生产和使用高VOCs含量的溶剂型涂料、油墨、胶粘剂等project,开展VOCs整治专项执法行动,严厉打击违法排污行为,对治理效果差、技术服务能力弱、运营管理水平低的治理单位,公布name单,实行联合惩戒,扶持培育VOCs治理和服务专业化规模化龙头企业。

2)全面开展泄漏检测与修复(LDAR),建立健全管理制度,重点加强搅拌器、泵、压缩机等动密封点,以及低点导淋、取样口、高点放空、液位计、仪表连接件等静密封点的泄漏管理。严格控制储存、装卸损失,优先采用压力罐、低温罐、高效密封的浮顶罐,采用固定顶罐的应安装顶空联通置换油气回收装置;有机液体装卸必须采取全密闭底部装载、顶部浸没式装载等方式,强化wastewater处理系统等逸散exhaust gas收集治理,wastewater集输、储存、处理处置过程中的集水井(池)、调节池、隔油池、曝气池、气浮池、浓缩池等高浓度VOCs 逸散环节应采用密闭收集措施,并回收利用,难以利用的应安装高效治理设施。加强有组织工艺exhaust gas治理,工艺弛放气、酸性水罐工艺尾气、氧化尾气、重整催化剂再生尾气等工艺exhaust gas优先回收利用,难以利用的,应送火炬系统处理,或采用催化焚烧、热力焚烧等销毁措施。

加强非正常工况排放控制。在确保安全前提下,非正常工况排放的有机exhaust gas严禁直接排放,有火炬系统的,送入火炬系统处理,禁止熄灭火炬长明灯;无火炬系统的,应采用冷凝、吸收、吸附等处理措施,降低排放。加强操作管理,减少非计划停车及事故工况发生频次;对事故工况,企业应开展事后评估并及时向当地环境保护主管部门报告。

参照石化行业VOCs治理任务要求,全面推进现有化工企业设备动静密封点、储存、装卸、wastewater系统、有组织工艺exhaust gas和非正常工况等源项整治。逐步推广LDAR工作。加强无组织exhaust gas排放控制,含VOCs物料的储存、输送、投料、卸料,涉及VOCs物料的生产及含VOCs产品分装等过程应密闭操作。反应尾气、蒸馏装置不凝尾气等工艺排气,工艺容器的置换气、吹扫气、抽真空排气等应进行收集治理。

3)严格控制含有机污染物和恶臭物质的排放,强化exhaust gasPollution control measures,确保Up to par排放,减少对大气的污染。对生产装置排放的exhaust gas,积极采取回收、吸附、吸收、焚烧或燃料回收系统等处理方法,保证处理效果。

4)严格控制无组织exhaust gas排放。采用浮顶罐或拱顶罐加氮封、密闭装车等措施减少气体损失。在生产过程中加强管理,定期检修,使“跑、冒、滴、漏”降到最低。

5)有效防止project产生的含尘exhaust gas污染,推荐采用布袋式除尘器,除尘效率可达99%以上,技术成熟可靠,除尘后的气体通过排气筒排放,排放标准要符合《大气污染物综合排放标准》(GB16297-1996)Level 2标准要求。

6)通过增配环境管理人员或委托第三方“环保管家”咨询服务机构,协助企业制定“一厂一策”实施方案,开展关于企业特征污染物的相关污染防治措施升级改造工作,加强对区内企业环境管理,对环保措施不符合最新环保法律法规及政策要求的企业进行限期整改,大力推行实施ISO14000环境管理体系,加强现有企业生产exhaust gas治理设施的监管工作,确保设施正常运行。

(3)合理布置greening区域及环境防护距离

在产生有毒有害气体及烟尘的车间与要求清洁的车间或部门之间应设隔离带;在要求较洁净的工厂四周不宜采用有扬花、飞絮的树种;对树形、色彩的选择应与环境相协调,还应兼顾采光和通风的要求。greening布置应与管线与道路布置密切结合,管线附近不宜栽种深根性树木。

区内各类企业应按照环评要求设置环境防护距离,并适当设置greening隔离带。环境防护距离、greening隔离带内不得建设学校、医院、居民住宅等环境敏感目标,新建project环境防护距离内环境敏感目标未搬迁完毕的,project不得试生产。

(4)加强Wuxing High-tech Industrial Park建设期大气环境保护

1)Wuxing High-tech Industrial Park在建设过程中需使用大量建筑材料,这些材料在装卸、堆放、伴合过程中会产生大量粉尘外逸,施工单位必须加强施工区的planning管理。建筑材料(主要是黄砂、石子)的堆场以及混凝土拌合处应定点定位,并采取防尘措施,如在大风天气,对散料堆场采用喷淋防尘。建筑施工工地要做到工地周边围挡、物料堆放覆盖、土方开挖湿法作业、路面硬化、出入车辆清洗、渣土车辆密闭运输“六个百分之百”。

5) Strengthen the maintenance of machinery and vehicles, prohibit overload of construction machinery fueled by diesel, and reduce smoke and particulate matter emissions.

6) Strengthen environmental protection education for construction personnel, improve the environmental awareness of all construction personnel, adhere to civilized construction, scientific construction, and reduce air pollution during the construction period.

对于入驻有exhaust gas产生的企业必须按要求设置exhaust gas治理设施,并安排经专业培训合格的工作人员负责exhaust gas治理设施的运行维护,加强治理设施运行管理,确保治理设施维持正常工作状态,避免发生exhaust gas治理环境风险事故。当地环保行政主管部门需加大检查力度,增加检查频次,并对企业进行错时检查,确保企业exhaust gas处理设施。

1.6.1.4Mitigation measures for the environmental impact of surface waters

(4) Promote the construction of "zero direct sewage discharge area" in the park with high standards.

探索医化企业高浓wastewater产生量和处理量、wastewater站进水量和Emissions的水量精准化过程监控,实现企业水体收纳单元可视化、企业wastewater全过程智慧化监管。建设智慧化管理雨水排放口及自动监测断面,建立地下水跟踪监测网及预警系统。

(6) Other measures

加强已Land for construction的保洁和greening,规范生活垃圾和工业固废的管理,加强汽车和机械维修wastewater、停车场冲洗wastewater的管理等,以减少地表径流中污染物来源,减轻地表径流对地表水质的影响。

3) The dangerous goods storage tank in the area should be treated with anti-seepage and anti-corrosion, and the inspection of the dangerous goods storage tank should be carried out regularly to ensure the normal operation of the equipment; Strengthen the training of employees' operation procedures and safety production awareness to prevent the impact of accident discharge on groundwater caused by human factors.

(2) Zonal prevention and control measures

According to the nature of the pollutants that may leak into the ground area and the construction method of the production unit of the enterprises entering the zone, the factory area of the enterprises entering the zone is divided into key seepage prevention area, general seepage prevention area and simple seepage prevention area according to the geological and hydrogeological conditions of the evaluation area.

Key seepage prevention area: an area where material leakage that pollutes the groundwater environment is not easy to detect and deal with in time. Production workshops, temporary storage sites for hazardous waste, sewage accident pools, sewage collection wells, sewage collection and transportation pipelines, etc., which may be involved, should be treated with key anti-seepage; In accordance with the relevant requirements of the "Pollution Control Standards for Hazardous Waste Landfills" (GB18598-2001), the anti-seepage layer in the key anti-seepage area must be set up to "double artificial lining, and the material permeability coefficient of the artificial lining is not more than 10."-12cm/s".

General anti-seepage area: refers to the production function unit of bare ground, and the material leakage that pollutes the groundwater environment is easy to be found and dealt with in time. The anti-seepage of the "general seepage area" refers to the requirements of Class II fields in the "Pollution Control Standards for General Industrial Solid Waste Storage and Disposal Sites" (GB18599-2001), and the general seepage prevention area needs to be equipped with an impermeable layer of artificial materials, and the permeability coefficient of artificial materials should be less than 1.0×10-7cm/s。

Simple seepage prevention area: refers to the area that basically does not pollute the groundwater environment. It mainly includes control room, rainwater pumping station and water purification station, management area, etc., which can be used without special anti-seepage measures. In the general anti-seepage area of the area, the anti-seepage floor with reinforced concrete and anti-seepage agent is laid to cut off the way of polluting groundwater.

(3) Groundwater environmental monitoring and management measures

It is recommended to establish a groundwater pollution monitoring system in accordance with the groundwater pollution monitoring plan formulated by the planning EIA, and entrust a qualified environmental monitoring agency to carry out long-term groundwater dynamic monitoring in the park, so as to understand the changes in regional groundwater quality in real time, report problems in time and take prevention and control measures.

(4) Emergency response to risk accidents

Formulate an emergency response plan for groundwater risk accidents in the park, clarify the measures such as closure and interception that should be taken under the risk accident state, and put forward specific plans to prevent the spread of polluted groundwater and treat polluted groundwater.

(5) Groundwater exploitation control measures

1)禁止区内企业的地下水开采,采取集中供水;严禁一切形式的渗井、渗坑排放污水和wastewater。

2)为了尽可能充分保护宝贵的地下水资源及地下水环境,在project运行过程中,应加强水资源动态监测,为地下水环境动态管理提供基础资料。

1.6.1.6Acoustic environmental mitigation measures

(1)工业噪声Pollution control measures

1) Reasonable layout

产生高噪声的工业企业选location应布置于区内距离居民区较远的位置,建议入区企业中噪声声级超过90dB(A)的噪声源不得布置在靠近居住用地一侧,厂内高噪声设备或高噪声车间远离厂界,并充分利用厂房、建构筑物遮挡隔声,厂区内外道路植树greening,以减轻噪声影响。

(2)交通噪声Pollution control measures

(3) Mitigation measures for noise impact during construction

2) Take sound insulation and noise reduction measures

施工场地的固定高噪声设备设在操作间,或搭建隔声棚、设置声屏障,施工场界采取围挡措施,施工车辆进出现场应减速,并减少鸣笛。要求场界噪声Up to par。

3) Strengthen supervision and management

对建筑施工project采取开工前15天排污申报登记和排污许可证制度,施工作业时间应避开居民休息时间,对确需在居民区连续施工的project,需由环保主管部门批准,提前公告周围居民。

1.6.1.7Solid waste comprehensive disposal countermeasures

In line with the principle of "who generates, who disposes", the collection, storage, transportation and disposal of general industrial solid waste generated in the park are all responsible for the production enterprise that produces the solid waste, and the environmental management agency of the park supervises it. The pollution control of general industrial solid waste needs to be started from two aspects, one is to prevent and control solid waste pollution, and the other is to comprehensively utilize waste resources. The main control measures are:

1) Improve the production process

Combined with technological transformation, we should adopt cleaner production technology with no waste or less waste from the process, reduce the amount of industrial solid waste generated from product design, raw material selection, process reform, etc., and eliminate or reduce the generation of pollutants from the source. Introduce advanced equipment, improve processing accuracy, make full use of raw materials, reduce waste, and promote the use of clean energy.

2) Recycling and comprehensive utilization of materials

Develop material recycling processes to make the waste of one product become raw materials for another, so as to achieve economic, environmental and social benefits. In terms of comprehensive utilization, it is necessary to develop new ways of comprehensive utilization of industrial solid waste, and encourage different enterprises to carry out horizontal exchange of solid waste for comprehensive utilization under the principle of mutual benefit. It is mainly based on the by-products and solid waste resources of the product and agricultural product processing industry, etc., to develop downstream products, promote the continuous extension of the industrial chain, and reduce the amount of final solid waste.

3) Disposal measures

Enterprises and public institutions shall, in accordance with economic and technical conditions, make use of the industrial solid wastes they produce; For those that are not used or cannot be used temporarily, storage facilities and sites must be built in accordance with the provisions of the administrative department for environmental protection under the State Council, and stored in a safe and classified manner, and sent to other units for comprehensive utilization or harmless disposal measures must be taken.

(2) Hazardous waste disposal countermeasures

If the hazardous waste of the existing enterprise has no legal disposal destination, it shall be disposed of in accordance with the law; Strengthen the supervision of all vehicles entering and leaving the park to prevent the illegal transfer of hazardous waste. Hazardous waste in the zone must be safely disposed of in strict accordance with relevant national management regulations and norms, and the safe disposal rate of hazardous waste is 100%. Support the construction of supporting solid waste, especially hazardous waste, temporary storage and disposal sites in the park, to avoid the environmental risks caused by the cross-regional transfer of a large number of hazardous wastes.

The management department of the park shall set up a special environmental management agency, equipped with personnel to implement the whole process management of the source of hazardous waste generated by enterprises in the area, and the hazardous waste generated by each enterprise shall declare the type, quantity, composition characteristics and temporary storage facilities of hazardous waste to the park, and provide information on the whereabouts of hazardous waste, complete the relevant declaration and registration and transfer procedures, and timely report to the administrative department of environmental protection for the record.

1) Classified management

According to the nature of hazardous waste, classified collection and storage, and in strict accordance with the national hazardous waste discharge declaration system for declaration and registration.

2) Classified collection and storage

According to the "Hazardous Waste Storage Pollution Control Standards" classification of the construction of temporary storage, the temporary storage time shall not exceed one year, shall not be stored in the area for a long time, and the corresponding auxiliary equipment shall be configured, and finally the disposal agreement shall be signed with the unit with the hazardous waste business license.

Park固体废物的处理目标是充分的资源化,逐步建立废物的交换转让制度,建立废物交换市场和交换信息平台,建立废物利用企业认证制度,鼓励资源综合利用。按照“资源化、减量化、无害化”原则,对危险废物和一般固废进行“分类收集、分质处理”原则分别进行处置,危险废物应送到有资质的危险废物处置单位进行安全处置,可以满足本Park入区project发展的需求,确保入区企业产生的固废得到有效处置。

1.6.1.8Ecological and environmental protection对策措施

(1) Build an ecological park and improve the ecological environment

With the goal of building an ecological park, a low-impact development model is adopted to "strengthen environmental protection and vigorously promote the construction of ecological parks", so as to reduce the impact of the development and construction of the park on the surrounding environment, improve the living environment, and promote the coordinated development of industry-city integration.

(2) Strengthen the appearance design of buildings and pay attention to landscape coordination

建议区内新建工业厂房、办公楼、商业服务设施等,尤其是临近居住区的区域,应加强建筑物的外观设计,并适当增加垂直greening等,与周边城市居住景观相协调。

(3) Increase plant species

According to the different functional areas of the industrial zone, different plant species were selected to improve the ecosystem service function of green space and increase biodiversity.

(4) Adopt a low-impact development model

It is suggested that permeable materials should be used in sidewalks, non-motorized lanes, surface parking lots and other hard pavements in the area, which can not only improve the recharge of regional groundwater, reduce surface runoff, reduce the load of rainwater system, improve the soil ecological environment, but also reduce road surface temperature and road noise when vehicles are running, increase air humidity, and effectively improve the regional environment. However, impervious pavement should be set up in gas stations and other areas with potential environmental risks to avoid the pollution of soil and groundwater by the leakage of dangerous goods when there is a risk of accidents.

(5) Improve the construction of protective green space and ensure the proportion of ecological green space

It is suggested to improve the construction of existing production protection green space, strengthen the construction of green space within enterprises, and focus on strengthening the construction of controlled protective green belt between industrial land and surface water system in the area, so as to improve the protective green belt system in the area and slow down the barrier to ecological flow. At the same time, the evaluation suggested that in the implementation of the plan, the intensive use of land should be maximized and the proportion of ecological land should be expanded.

(6) Do a good job in the prevention and control of soil erosion

在入驻project施工和建设过程中,势必会造成一定的水土流失问题,因此应采取工程和生态措施相结合的方式,做好水土流失的防治工作。

1) Do a good job in the planning and management of the slag yard and the soil extraction site, and implement the centralized soil extraction and centralized dumping scheme, which not only reduces the damage but also is relatively easy to prevent. 2) During the construction period, construction management should be strengthened, the scope of construction should be minimized, and various construction activities should be strictly controlled in the construction area; The temporary area should be controlled to a minimum, and the original surface vegetation and soil should not be destroyed as much as possible, so as not to cause large-scale damage to the soil and vegetation; After the construction is completed, do a good job of on-site cleaning and ecological restoration; In the ground construction project, excavation and site leveling operations should be avoided during the spring windy season and summer rainstorms. Protective equipment should be prepared to prevent heavy rainfall, such as cover nets, tarpaulins or straw curtains. For the construction damage area, excavation face and abandoned soil and rock, after the construction is completed, the land should be leveled in time, and the plants suitable for local growth should be configured first, and the vegetation should be quickly restored to prevent new soil erosion. In the process of development and construction, it is necessary to strengthen management, resolutely implement the soil and water conservation policies of "whoever destroys shall be governed" and "manage while destroying", and earnestly do a good job in the supervision of soil and water conservation during the construction period.

3)区内各企业土建工作过程中应采取拦挡等防护措施,并加强施工组织管理,减少临时堆土和工程区等部位的水土流失量。区内各project拟通过采取在project周边建临时围墙、堆土防护、及时夯实回填土、施工道路采用硬化路面,在施工场地建排水沟,防止雨水冲刷场地,并在排水沟出口设沉淀池,使雨水经沉淀池沉清后再排入雨水管网等设施,尽量减少施工期水土流失。

The construction mode of excavation and burial is arranged to be carried out at night when the traffic flow is less as far as possible, and the excavation construction of half road surface can further reduce the interference to urban road traffic, and simultaneously, a plurality of intersections should be avoided at the same time to break the road excavation construction.

另外,对建设中不需要再用水泥覆盖的地面进行greening,要强调边施工边greening的原则,实现greening与主体工程同时planning设计、同时施工、同时Up to par验收使用。

4) Vocational education for construction personnel, and construction personnel are strictly prohibited from destroying crops; It is strictly forbidden to cut down trees outside the land; During the construction period, the temporary land should be selected within the scope of land acquisition as far as possible; During construction, all construction units should strengthen fire prevention knowledge education to prevent the occurrence of fires in the area caused by human causes.

5)开展区域周边防护林体系建设。加大区域周边greening工作,加大、加密人工防护林的建设,一方面可以降低区内水土流失强度,另一方面还可以起到景观美化的作用。

1.6.1.9Soil environmental protection countermeasures

(1)建立土壤Environmental quality信息数据库

开展Park土壤环境监测工作,掌握全区土壤Environmental quality整体状况,重点分析工业用地、居住小区等重点区域土壤重金属、毒害有机污染物污染情况、污染来源与污染变化过程,完善污染行业企业有毒有害废物登记制度、重点污染源登记制度,从源头掌握土壤污染途径变化情况,结合3S技术建立土壤Environmental quality信息数据库。Park要根据工业企业分布和污染排放情况,确定土壤环境重点监管企业name单,实行动态更新,并向社会公布。列入name单的企业每年要自行对其用地进行土壤环境监测,结果向社会公开。

(2) Strengthen the capacity building of soil environmental supervision

贯彻执行土壤污染防治的法律、法规、标准,将土壤Environmental quality监测纳入常规监测project,依据《场地环境调查技术导则》(HJ25.1)、《场地环境监测技术导则》(HJ25.2)等要求着力推进土壤环境调查和监测标准化建设,配套完善土壤环境监测人才、设备及检测仪器,加强对重点场地使用功能置换全过程监测和跟踪监测。

(3) Strengthen capacity building for soil pollution risk prevention

加强土壤环境保护队伍建设,把土壤Environmental quality监测纳入环境监测预警体系建设中,制定土壤污染事故应急处理处置预案;完善企业搬迁场地风险评估信息服务平台和重点区域场地功能置换登记制度建设,明确污染场地风险评估责任主体与技术要求,加强对重点土地功能置换过程中的环境风险防范能力建设,防止风险评估后产生的二次污染。

(4) Conduct environmental risk assessment scientifically

Combined with the relocation, closure, transformation and other circumstances of enterprises in the park, if a risk assessment is required on the basis of the environmental investigation of the industrial enterprise site, the person responsible for pollution or the owner of the right to use the site shall entrust a professional institution to carry out the risk assessment of the polluted site in accordance with the Technical Guidelines for Risk Assessment of Contaminated Sites (HJ25.3). The entrusted unit prepares the "Risk Assessment Report on Soil and Groundwater Pollution of Contaminated Site" to clarify whether the site needs to be remediated. The environmental investigation and risk assessment report shall be submitted to the higher environmental protection department for the record after being reviewed and demonstrated by experts.

(5) Carry out treatment and restoration of polluted sites

经评估论证需要开展治理修复的污染场地,污染责任人或场地使用权人应根据《污染场地土壤修复技术导则》、《工业企业场地环境调查评估与修复工作指南(试行)》等相关要求,有计划地组织开展治理修复工作,防止产生遗留污染,满足土地再开发利用的环境要求。修复方案应通过专家评审论证后实施;修复全过程应开展环境监理。修复完成后,由主管环保部门对验收通过的工业场地出具验收意见,作为土地进入市场流转的依据。环保部门应加强对污染场地再开发利用全过程监督,未进行调查评估的污染场地,禁止进行土地流转;未经治理修复并通过环保验收的污染场地,禁止开工建设与治理修复无关的任何project,环保部门不得受理审批原location新建project的环境影响评价。

1.6.1.10Circular economy and cleaner production recommendations

(1)循环economic development建议

1) Cultivate the ecological industry awareness of enterprises and establish a paid exchange system

Enterprises should implement production education in the ecological industrial park for employees, improve production skills, mobilize internal personnel for technological innovation and production process transformation, and enable all members of the enterprise to establish ecological industry awareness.

The waste exchange and resource regeneration mechanism established between different enterprises is the core content of the eco-industrial park, and the park management department should guide the connection and construction of the paid exchange of waste materials between different enterprises based on the market mechanism in many aspects, which is the top priority of the management of the eco-industrial park.

2) Establish a selection agency for enterprises in the park

Park在选择入园的企业时,在拒绝能耗大、exhaust gas污染物Emissions大的project入区的同时。首先是要企业自身符合清洁生产的要求,其次是工业类型必须符合Park的用地布局并能起到循环经济上的连接作用。这方面必须有专门的机构严格把关,必要时需请专家论证。

3) Strengthen the construction of resource management information system

Strengthen the construction of the information management system of the circular economy, and ensure the efficient and orderly operation of the circular economy system with smooth and convenient information exchange. Establish a distributed database for the production information, business status, market information, pollution discharge, environmental impact, etc. of enterprises in the zone, provide enterprises with external information standards and channels, and enable enterprises to enter the international market; Through the network, the information of various functional departments in the enterprise is integrated together, so that the internal information of the enterprise is highly shared, and the information organization and integration between the park and the enterprise can be carried out through this management system, so as to provide the necessary guarantee for the healthy and sustainable development of the park.

(2) Cleaner production suggestions

1) Existing enterprises

In accordance with the relevant administrative departments of the State Council, the relevant administrative departments of the State Council shall formulate and publish a directory of production technologies, processes, equipment and products that are eliminated within a time limit, and implement a system of eliminating backward production technologies, processes, equipment and products that waste resources and seriously pollute the environment.

对污染物排放达到国家和地方规定的排放标准以及总量控制index的企业,可按照自愿的原则开展清洁生产审核;而对于污染物排放超过国家和地方排放标准,或者污染物排放总量超过地方人民政府核定的排放总量控制index的污染严重企业,以及使用有毒、有害原料进行生产或者在生产中排放有毒、有害物质的企业,应依法强制实施清洁生产审核。实施强制性清洁生产审核的企业,应当在name单公布后一个月内,在所在地主要媒体上公布主要污染物排放情况。列入实施强制性清洁生产审核name单的企业应当在name单公布后二个月内开展清洁生产审核。列入实施强制性清洁生产审核name单的企业,应当在name单公布之日起一年内,将清洁生产审核报告报主管部门。

2) New business

推进环境管理体系认证。积极引导企业开展ISO14000环境管理体系、环境标志产品和其它绿色认证,增强企业的市场竞争力,提高清洁生产水平。对于Park未来新引入的project,建议其清洁生产水平要达到国内先进水平。

3) Suggestions for cleaner production in typical industries

The solid waste, steel scraps, packaging waste and other recyclable industrial solid wastes generated during the operation of typical industries and enterprises in the park shall be handed over to the local material department or downstream factories for reuse; Waste paint residue, waste rags, gloves, waste organic solvents and waste oil are sent to the hazardous waste disposal center for disposal; Waste paint barrels and waste oil barrels are handed over to manufacturers for reuse. Advanced production equipment is used in each production and auxiliary workshop to improve product quality and pass rate, save raw materials, and at the same time, use clean raw materials, advanced production technology and clean environmental management. Each workshop maintains a clean production environment, and sets up a special air circulation system and extraction system to reduce the dust concentration in the workshop

4) Suggestions for the implementation of cleaner production in other industries

国家不断颁布、更新行业清洁生产标准及清洁生产Evaluation indicators体系,有标准要求的要达到国家清洁生产标准Level 2以上水平,目前没有的建议按照下表的内容进行清洁生产自查、审核,以节约资源和能源,提高资源利用率,提高企业经济效益,减少三废的Emissions,实现资源节约型、环境友好型企业建设,从而融入到循环经济产业链条中。

1.6.2Park"Three lines and one order" management and control requirements

1.6.2.1Basic requirements for space control, total volume control, and environmental access

按照《关于加快推进生态文明建设的意见》、《生态文明体制改革总体方案》的总体部署,根据《中华人民共和国环境保护法》、《中华人民共和国环境影响评价法》、《planning环境影响评价条例》等相关规定,以及《关于planning环境影响评价加强空间管制、总量管控和环境准入的指导意见(试行)》(环办环评[2016]14号)的相关要求,现就Park加强空间管制、总量管控和环境准入,提出以下要求:

1、Strengthen space management and control, and optimize the pattern of space development

Ecological space is divided into two categories: prohibited development zones and restricted development zones. Among them, the ecological protection red line demarcated in accordance with the law is the core area of ecological space, which is a prohibited development zone, and other areas of ecological land that are of great significance for maintaining the structure and function of the ecosystem and the environmental safety of living space, as well as a buffer zone within a certain range outside the ecological protection red line, are restricted development zones.

2、严格总量控制,推进Environmental quality改善

根据国家、地方Environmental quality改善目标及相关行业污染控制要求,结合现状环境污染特征和突出环境问题,确定纳入排放总量管控的主要污染物。

3、Clarify environmental access and promote industrial transformation and upgrading

从环境保护角度分析开发区产业定位基本合理,但目前尚未制定环境保护负面清单等Binding Nature文件,本次评价根据The original planning EIA提出的准入name录,结合开发现状,提出了开发区环境保护负面清单,可作为入区project审批环境准入的核查依据。

下一步,开发区应根据环境保护政策planning、总量管控要求、清洁生产标准等,明确应限制或禁止的生产工艺或产品清单。当区域(流域)Environmental quality现状超标时,应在推动落实污染物减排方案的同时,根据Environmental quality改善目标,针对超标因子涉及的行业、工艺、产品等,提出更加严格的环境准入要求。适时制定环评报告负面清单等Park层面的Binding Nature文件。

1.6.2.2Ecological protection redlines

通过对比吴兴区“三区三线”成果,ParkPlanning Scope涉及Ecological protection redlines区域及永久基本农田,不予开发。

根据《关于planning环境影响评价加强空间管制、总量管控和环境准入的指导意见(试行)》(环办环评[2016]14号),本次评价结合区域特征,从维护生态系统完整性的角度,识别并确定区内需要严格保护的生态空间,作为区域空间开发的Ecological protection redlines,主要为区内防护绿地、公园绿地等。

1.6.2.3Ecological environment access list

本次评价根据ParkMaster Plan确定的主导产业及区域特征,结合《产业结构调整指导目录(2019年本)》(2021年修改)等国家产业政策及《吴兴区“三线一单”生态环境分区管控方案》等地方法规要求,在考虑产业可能对环境造成的影响及程度,提出ParkPlanning Scope内Ecological environment access list,主要包括空间布局约束、污染物排放管控要求等。

1.7Conclusions of the evaluation

Wuxing High-tech Industrial Park总体发展planning坚持科学发展观和生态文明建设,注重Ecological and environmental protection与经济建设协调发展的原则,Parkplanning与《长江经济带发展负面清单指南(试行,2022年版)浙江实施细则》、《吴兴全域发展planning(2015-2030)》、《吴兴区国民经济和社会发展第十四个五年planning和二〇三五年远景目标纲要》、《吴兴区现代服务业发展“十四五”planning (2021-2025 years)》、《浙江省工业领域碳达峰实施方案》(浙经信绿色〔2023〕57 号)、《浙江省主体功能区planning》、《浙江省Ecological and environmental protection“十四五”planning》、《湖州市现代物流Industrial development“十四五”planning》、《浙江省城镇体系planning》、《湖州市城市Master Plan (2017-2035 years)》、《湖州市国土空间Master Plan (2021-2035 years)》、《湖州中心城市给水专项planning(2021-2035)》、《湖州市区集中供热planning(2014-2020)》、《湖州中心城市基础设施专项planning【污水】(2021-2035)》、《太湖流域管理条例》、《关于落实<水污染防治行动计划>实施区域差别化环境准入的指导意见》;与《吴兴区土地利用Master Plan》因用地性质进行调整,局部不协调,与《吴兴区“三线一单”生态环境分区管控方案》存在局部不协调,建议加强与后期即将发布的国土空间planning进行衔接。planning方案得到当地公众的普遍支持,planning实施后对区域大气环境、水环境、声环境、生态环境和社会环境影响均较小,区域资源环境承载力可以接受。

planning的planning定位与发展目标基本合理,planning用地布局、基础设施、环境保护等方面虽存在不完善的地方,本次评价均针对性提出了进一步优化调整建议,Park的发展过程应该把生态文明建设放在突出地位。总体而言,本次planning编制注重了环境保护与经济建设的协调发展,在落实本planning环评中提出的优化调整建议和环境影响减缓措施的前提下,从环境影响分析,本轮Wuxing High-tech Industrial ParkMaster Plan的实施是可行的。
