In Beijing, carbon inclusiveness and carbon trading are opened, and the carbon emission reductions obtained by citizens' green travel can be used for public welfare activities such as tree planting, and can also be exchanged for bus and subway recharge cards on the carbon inclusive platform; in Inner Mongolia, photovoltaic manufacturing is chasing the light day by day, and the overall industrial scale is anchored to the goal of 100 billion yuan; in Henan, BYD's 6 million new energy vehicles rolled off the assembly line at the Zhengzhou factory, and the green industry is booming... At present, all localities are making solid progress in promoting green and low-carbon transformation, building a vivid picture of China's efforts to achieve the "double carbon" goal.

To achieve the "dual carbon" goal, we need to make progress while maintaining stability and make overall plans. At present, all provinces, autonomous regions and municipalities have formulated implementation plans for carbon peaking in their regions. Not long ago, the National Development and Reform Commission released the first batch of carbon peak pilot lists. From the issuance of documents such as the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" and "Action Plan for Carbon Peaking Before 2030", to the formulation of implementation plans in all provinces, development and reform, energy, industry, transportation and other departments have issued "double carbon" action plans in key areas and key industries, with top-level design and implementation paths, China has established a "1+N" policy system for carbon peak and carbon neutrality, and has set up four beams and eight pillars to achieve the "double carbon" goal. A blueprint for the construction was drawn.

In-depth analysis shows that the implementation plans for carbon peaking in various regions are consistent with national requirements in terms of time nodes and emission reduction targets, and have different explorations in specific implementation methods, target setting, and work priorities. For example, Beijing has proposed to "ensure that the goal of carbon peaking before 2030 is achieved as scheduled", and Shanxi, as a national energy base, has proposed to "strive to peak carbon dioxide emissions on the premise of ensuring national energy security" by 2030; Different regions have different resource endowments and different stages of development, so they should find an effective path to achieve the "dual carbon" goal based on their own realities. This requires that the relationship between the whole and the part be properly handled, not only to enhance the national awareness of a game of chess, strengthen the cohesion and coordination of policies and measures, and ensure the formation of a joint force; but also to fully consider the objective reality of regional resource distribution and industrial division of labor, to study and determine the direction of industrial structure adjustment and the "double carbon" action plan in various places, and not to engage in "one size fits all".

General Secretary Xi Jinping stressed: "The 'dual carbon' goal is seen from a national perspective, where it is reduced, where it is cleared, where it can be retained, and even where it needs to be increased as a measure to protect energy, it must be measured from a national perspective." "Taking the initiative to find its own positioning from the overall situation of the national game of chess will help all localities give full play to their comparative advantages and better grasp the timing and rhythm of industrial structure upgrading and green and low-carbon transformation. For example, economically developed provinces can make full use of their advantages to actively break through the key core technologies needed for rapid carbon reduction and play a leading role, while some provinces that are responsible for ensuring energy supply can seize the opportunity of optimizing and transforming the energy structure and industrial structure, replace fossil energy stocks with renewable energy, and further promote the energy revolution. Only by identifying our own characteristics under the common goal can we seize the historical opportunities brought by the "dual carbon" and inject lasting green impetus into economic development.

Encouraging differentiated exploration does not mean doing things on its own, but it is necessary to consider it as a whole according to the national layout, so that the "double carbon" work in various places can cooperate with each other and complement each other. For example, China's eastern economic province is the main energy consumer, and the western energy province is the main energy supplier, giving full play to the capital and technology advantages of the east and the renewable energy endowment advantage of the west, we can achieve the overall benefit of "1+1>2" on the basis of differentiated exploration in various places. Another example is that some localities are taking the lead in new technologies and new industries, which can form a demonstration effect for other regions. Only by giving full play to our comparative advantages through a reasonable division of labor and improving work efficiency through mutual learning can we promote the orderly realization of the "double carbon" goal in all regions.

Achieving the "dual carbon" goal is a broad and profound change, which cannot be achieved easily. Encouraging all localities to actively explore diversified green transformation paths, strengthen mutual cooperation and complement each other in the process of emission reduction and carbon reduction, and form complementary advantages, we can stimulate initiative and creativity with "diversity", unite the overall strength with "unity", and more actively and steadily achieve the "double carbon" goal, so as to better build a beautiful China.
