Recently, ten departments, including the Municipal Development and Reform Commission and the Municipal Planning and Natural Resources Commission, have studied and formulated the "Implementation Opinions on Comprehensively Promoting the High-quality Development of New Energy Heating", and put forward work measures and support policies to promote the high-quality development of new energy heating. The city will grasp the two keys of development scale and development quality, promote the multi-scenario application of new energy heating, and realize the diversified and orderly development of new energy heating. By 2025, we will strive to account for 10% of the city's heating area with new energy heating, and by 2030, we will strive to account for 15% of the city's heating area.
The city's new energy heating area exceeds 100 million square meters
According to the Municipal Development and Reform Commission, since the city launched the new energy heating support policy in 2019, the city's new energy heating has entered a period of rapid development, the application form has been continuously enriched, the management mechanism has been gradually improved, and the scale of heating has been steadily improved. By the end of 2022, the city's new energy heating area has reached 106 million square meters, which can replace about 800 million cubic meters of gas every year and reduce carbon dioxide emissions by 1.7 million tons, with remarkable energy conservation and emission reduction effects.
The "Implementation Opinions" put forward that the city will promote the multi-scenario application of new energy heating and realize the diversified and orderly development of new energy heating. By 2025, we will strive to account for 10% of the city's heating area with new energy heating, and by 2030, we will strive to account for 15% of the city's heating area. According to the "Implementation Opinions" proposed in 2030, the target of 15% of the new energy heating area is calculated, and it is expected that carbon emissions can be reduced by about 3.3 million tons by 2030.
Encourage multi-technology and multi-scenario applications
The "Implementation Opinions" include seven parts: overall requirements, promoting multi-scenario applications, achieving diversified and orderly development, promoting industrial development and growth, comprehensively improving management levels, improving policy support, and safeguard measures.

The "Implementation Opinions" encourage the deep integration of industry, university and research, and support the construction of an innovation consortium led by enterprises, supported by universities and scientific research institutes, and coordinated by various innovation subjects, to jointly carry out research and development of key equipment. Encourage traditional energy enterprises, equipment manufacturing enterprises, and urban heating enterprises to join forces and cultivate leading enterprises in new energy heating. Encourage the integration of new energy heating market resources, the introduction of contract energy management, franchising and other market-oriented cooperation methods. Support will be given to eligible new energy heating enterprises (projects) to apply for loan interest discounts and preferential interest rate financing. Actively promote the inclusion of new energy heating projects in the national voluntary greenhouse gas emission reduction trading market.
In order to strengthen standardized management, the "Implementation Opinions" make it clear that it is necessary to strengthen the control of key technologies in the design stage, strengthen the quality control of project construction, and improve the professional level of construction and supervision. For new energy heating projects supported by the municipal government's fixed asset investment, professional institutions with corresponding credit are encouraged to manage the whole process of project construction.
