Urban Standardization Action Plan
  Improving the level of urban planning, construction and governance, and building a livable, resilient and smart city is an important measure to deeply implement the spirit of the 20th National Congress of the Communist Party of China, respond to the new expectations of the people, and promote the high-quality development of the city. In order to implement the National Standardization Development Outline, the National Standardization Administration Commission, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, and the Ministry of Emergency Management jointly organized and carried out urban standardization actions, giving full play to the supporting and leading role of standardization in urban development, and researching and formulating this action plan.
  1. General requirements
  Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 20th National Congress of the Communist Party of China, base on the new development stage, implement the new development concept, build a new development pattern, fully implement the major deployment of the Party Central Committee and the State Council on standardized development, accelerate the construction of a standard system to promote the high-quality development of cities, provide strong support for scientific, refined and intelligent governance of cities, help improve the level of urban resilience and sustainable development, and accelerate the modernization of urban governance systems and capabilities.
  By 2027, the urban high-quality development standard system with Chinese characteristics will be basically completed, the supply of urban governance standards will be significantly increased, the degree of standard coordination and internationalization will be significantly enhanced, the foundation for urban standardization development will be more solid, and the basic, strategic and leading role of standardization in urban social governance will be more prominent.
  -- The standard system for high-quality urban development has been basically completed. Adhere to systematic thinking, strengthen the deep integration of standards and urban governance, focus on the people's new expectations for improving urban public services, improving the level of urban governance, and optimizing urban quality, effectively increase the supply of standards, and form a high-quality urban development standard system with clear levels and dynamic optimization. More than 150 national standards and industry standards have been formulated and revised in the fields of sustainable urban development, new-type urbanization construction, smart cities, public services, urban governance, emergency management, green and low-carbon, ecological environment, cultural services, infrastructure and other fields, so as to achieve full coverage, whole-process control and all-means application of urban standardization.
  ——The leading role of city-wide standardization has been significantly enhanced. Adhere to the guidance of innovation, highlight the characteristics of urban natural, economic and cultural development, explore and carry out comprehensive pilot projects of urban standardization innovation, promote the global application of standardization, deeply implement the construction of international and innovative cities with standards, and continue to strengthen international standardization innovation and exchanges in key areas of the city. Initiate the experimental verification of national standards in the fields of new urbanization, urban governance and public services. It has cooperated with more than 5 provinces to carry out urban standardization provinces, released more than 30 typical cases of urban standardization, and focused on creating a number of benchmarks for "global formulation" and "global implementation" of urban standards.
  ——The international influence of urban standardization continues to increase. Adhere to international standards, accelerate the opening up of standards and systems, deepen international standardization cooperation and exchanges, actively participate in the formulation of a number of international standards in the field of sustainable urban development and smart cities, hold high-end forums on urban standardization, regularly release white papers on urban standardization development, continue to promote international exchanges and cooperation in standardization between cities, and provide Chinese solutions for the standardization of global urban governance.
  -- The linkage mechanism for urban standardization work has initially taken shape. Adhere to diversified participation, give full play to the role of standardization coordination and promotion mechanism, form a three-level linkage mechanism at the Ministry of Urban Standardization Work, provinces and municipalities, build a joint mechanism for urban standardization, build a collaborative platform, experience sharing platform, and international cooperation platform for urban standardization work, and build a coordinated, orderly, and benign interactive operation mechanism and guarantee system for the overall promotion of urban standardization.
  2. Accelerate the construction of a standard system for high-quality urban development
  (1) Further improve the standard system for sustainable urban development. Focusing on the implementation of the United Nations Sustainable Development Goals, combined with the needs of China's new-type urbanization construction, build a standard system for urban sustainable development with clear goals, clear levels, unified and perfect, and international standards. Develop standards for comprehensive management, implementation guidelines, evaluation and improvement, data resources, infrastructure management, etc. Establish a unified and universal, horizontally comparable urban sustainable development evaluation index database to guide urban sustainable development.
  (2) Promote the establishment of a standard system for coordinated regional development and a development roadmap. Implement major national and regional strategies, explore the establishment of regional coordinated development standard systems and operational mechanisms around the integrated development of urban and rural areas, urban agglomerations and metropolitan area construction, formulate standardized development roadmaps, formulate standards around infrastructure construction, public service sharing, market-oriented allocation of key production factors, industrial convergence and supporting facilities, etc., build a regional standard collaborative innovation highland, and promote coordinated regional development.
  (3) Accelerate the development of standards in the field of smart cities. Deepen the construction of smart cities empowered by a new generation of information technologies such as cloud computing, Internet of Things, big data, and artificial intelligence, develop key technical standards such as smart city classification and grading, intelligent infrastructure transformation, data governance, city brain, and urban digital twin, improve standards for typical application fields such as smart old age, smart parks, smart communities, and smart transportation, and deepen the application of smart city standards in urban governance, planning and construction, industrial economy, public services, and ecological environment. Promote the coordinated construction of smart city and digital village standards.
  (4) Continue to advance the standardization of urban government services. Improve the system of urban administrative management and government service standards, improve standards in areas such as administrative examination and approval for convenience, government service centers, government service platforms, management and integrated handling of government service matters, and convenient hotline operation, and accelerate the standardization, standardization, and facilitation of government services. Accelerate the development of standardization in areas such as intellectual property protection, public resource transactions, anti-monopoly, law enforcement and supervision, and maintain a market order of fair competition. Establish and improve the urban business environment standard system, and continue to optimize the urban business environment.
  (5) Strive to consolidate the foundation for standardization of urban grassroots governance. Strengthen the development of standards around the construction of grassroots public services, grassroots governance, the establishment of grassroots rule of law, and the management of grassroots community services. Vigorously advance the standardization of urban municipal management, property services, floating population service management, social organization cultivation, and volunteer service in key areas, and use standards to promote standardization, rule of law, and intelligence in grassroots organization management and services.
  (6) Deepen the standardization of urban economic development. Closely integrate urban planning with urban natural endowments and economic development, establish a standard system that is compatible with urban economic development, and improve the efficiency of urban economic development. Give full play to the basic, strategic and leading role of standardization in promoting industrial transformation and upgrading in the conversion of new and old kinetic energy, and accelerate technological innovation and standard development and application of key links, fields and products. In-depth implementation of activities to increase variety, improve quality and create brands, improve the standard system for the implementation of the "three products" strategy of digitalization, further release consumer demand, and promote the development of urban consumption.
  (7) Continue to deepen the standardization of basic public services. Improve the basic public service standard system focusing on such aspects as providing education for the young, learning and education, earning income from work, providing medical treatment for the sick, providing care for the elderly, housing and housing, and supporting the weak. Accelerate the development of technical standards in the fields of social security handling services, labor guidance, employment and entrepreneurship guidance, social work, old-age services, childcare services, child welfare, services for the disabled, social assistance, funeral public services, public education, housing, etc., and promote the equalization of basic urban public services with standards, providing support for improving the quality and efficiency of public services.
  (8) Accelerate the establishment of an emergency safeguard standard system for urban security risks. Improve the standard system in the fields of major epidemic prevention and control, safe production, food safety, special equipment safety, risk prevention and control, emergency rescue, disaster prevention and mitigation, fire safety, material reserves, urban safety risk assessment, monitoring and early warning, accelerate the formulation of safety and emergency management standards in key areas such as resilient cities, and provide standard support for improving the level of safety and security of urban operations.
  (9) Consolidate and improve the standardization of urban ecological environment. In line with the requirements of beautiful China's construction, improve the relevant standards and norms for urban ecological environmental protection, accelerate the formulation of standards in related fields such as urban ecosystem monitoring, urban ecological restoration, ecological carrying capacity assessment, biodiversity protection, pollution reduction and carbon reduction coordination, and formulate technical standards and management procedures for the evaluation of urban ecological environment governance efficiency, so as to support the construction of beautiful cities. Advocate a green lifestyle, and develop standards such as green procurement, green travel, and green food. Improve industrial symbiosis, improve relevant standards and norms for the comprehensive utilization of solid waste, strengthen the level of urban low-carbon digital standardization management, build an industrial green evaluation system, and promote cities to achieve the goal of "dual carbon".
  (10) Deeply promote the standardization of urban and rural cultural protection and innovative services. Carry out standard development and standardization pilots around the construction of public cultural facilities, inheritance and innovation of historical context, integrated development of cultural tourism, protection of intangible cultural heritage, public cultural services, and ancient towns and ancient cities of history and culture, so as to improve cultural protection and cultural service quality. Accelerate the formulation of standards for the protection and utilization of cultural resources, the guarantee, management and evaluation of public cultural services, and the management and evaluation of cultural tourism markets, establish and improve a system of inclusive, diversified, and high-quality public cultural service standards, and use standards to help protect and inherit history and culture in urban and rural construction, and improve the efficiency of public cultural services.
  (11) Vigorously strengthen the management of urban public facilities and the supply of service standards. Optimize and enhance the service capacity and level of urban stock public facilities, improve the service standards of new urban public facilities, improve the setting and layout of urban public facilities, optimize the service efficiency of urban light environment facilities, carry out standardized research around public facilities such as urban travel scenarios, consumption scenarios, work scenes and life scenes, establish a service standard system for urban public facilities covered by all factors, focus on the development of service functions, facility operation and maintenance, digital operations, assessment and evaluation standards, and improve the level of urban refined management.
  (12) Continuously strengthen the standardization of new-type urbanization. Accelerate the improvement of the standard system for new-type urbanization, focus on carrying out standardization research in the areas of urban-rural integrated development such as the allocation of urban and rural elements, basic urban and rural public services, and urban and rural infrastructure construction, promote the development of relevant standards for county urbanization, continuously enhance the comprehensive carrying capacity and radiation driving capacity of county towns, and improve the quality of county urbanization development.
  3. Systematically promote urban standardization
  (13) Carry out in-depth pilot construction of urban standardization. Continue to promote the construction of innovative cities with international standards, encourage pilot cities to actively participate in the formulation, implementation and transformation of international standards for sustainable urban development, support cities to implement innovation-driven development strategies, and improve the ability and level of internationalization of urban standards. Carry out comprehensive pilot projects of urban standardization innovation, promote the integration of standards into urban construction and operation management, industrial chain and supply chain development, and explore methods and models for promoting standardization throughout the city. Encourage cities to carry out test and verification of standards in key areas such as government services, business environment, and new-type urbanization construction, and create a number of standardized best application scenarios that can display standardization innovation achievements. Research and establish an evaluation index system for urban standardization development, promote the evaluation of the benefits of urban standardization work, select and establish a number of benchmarks for urban standardization work, summarize and refine advanced experience in urban standardization work, and replicate and promote it nationwide.
  (14) Deepen and expand international cooperation on urban standardization. Deeply participate in the formulation of international standards in the fields of smart city infrastructure and key technologies of smart cities, and increase the simultaneous formulation of Chinese and foreign versions of urban high-quality development standards. Further promote international exchanges and cooperation on urban standardization, continue to deepen and expand Sino-British cooperation on smart city standardization and Sino-French business district standardization. Focusing on sustainable development and smart cities, explore and promote bilateral and multilateral standardization international cooperation between China and Germany, China and Russia, Northeast Asia, China-ASEAN, APEC countries, etc., and enhance China's participation and influence in international standardization of cities.
  (15) Create a platform for the exchange and cooperation of urban standardization experience. Guide the construction of a joint mechanism for urban standardization, strengthen cooperation and exchanges, share achievements, and achieve win-win development in urban standardization. Hold high-end forums on urban standardization, release white papers on urban standardization development, and create a comprehensive platform for academic seminars, case sharing, situation analysis, and hot spot interpretation of urban standardization. Continue to promote the construction of an international cooperation platform for standardization of sustainable urban development, and support the establishment of bilateral and multilateral cooperation mechanisms for standardization between transnational cities.
  (16) Explore and carry out special actions for standardization in key areas. Focusing on the positioning of urban functions, focus on key areas such as carbon peaking and carbon neutrality, water conservation, and safe production, give play to the role of standardization coordination mechanisms, explore and carry out standardization special actions jointly promoted by multiple departments, systematically carry out standardization work, and provide strong support for the high-quality development of cities.
  4. Safeguard measures
  (17) Strengthen organizational leadership. The National Standards Commission, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Emergency Management and other departments have strengthened coordination, strengthened communication and cooperation in laws and regulations, policy formulation, standard system construction, planning and implementation, and industry management, and coordinated and promoted the formulation and implementation of cross-field and comprehensive national standards. Relevant local departments should take urban standardization actions as an important part of strengthening government governance and promoting high-quality development, strengthen overall planning, give play to comprehensive benefits, and form a joint force. Increase support, form an investment mechanism of government guidance, market promotion, diversified input, and social participation, and support urban standardization work.
  (18) Strengthen technical support. Give full play to the supporting forces of colleges and universities, scientific research institutes, industry associations, professional standardization technical committees, etc., build a technical support system for urban standardization, strengthen cutting-edge analysis, theoretical exploration and applied research on urban standardization, timely study and solve new situations and problems in actions, and provide decision-making support for the development direction, system construction, work layout, and capacity building of urban standardization actions. In the fields of sustainable urban development, new-type urbanization, urban public safety, public services, and smart governance, strengthen the construction of standardization talent teams, and stabilize and expand the international standardization talent reserve.
  (19) Strengthen publicity and guidance. Relevant departments at all levels should actively disseminate the concept of standardization, publicize and report on the new progress and new results of urban standardization actions in an all-round and multi-channel manner, vigorously cultivate and develop urban standardization culture, and increase the enthusiasm of the government, society, and citizens to participate in urban standardization work. Pay attention to the evaluation of the effects of urban standardization actions, strengthen the publicity and promotion of advanced experience in urban standardization pilots, regularly release typical cases, tell standardization stories, and form a good atmosphere for the whole sociological standard, talk about standards, and use standards.
