Sino-German industrial carbon reduction working group established

On June 22, the first high-level dialogue of the China-Germany Dialogue and Cooperation Mechanism on Climate Change and Green Transformation was held at the National Development and Reform Commission. The dialogue reached five important cooperation results.

Relevant departments of China and Germany held dialogues and exchanges on key issues such as energy efficiency and circular economy, multilateral climate processes, Sino-German bilateral climate cooperation, industrial carbon reduction and energy transformation. The two sides announced that the dialogue had reached five important results, namely:

1. The two sides will launch China-Germany provincial-state cooperation in green transformation under the framework of the mechanism. The National Development and Reform Commission and the German Federal Ministry of Economy and Climate Protection will jointly support exchanges and cooperation between Jiangsu Province and Bavaria, Germany, and between Sichuan Province and North Rhine-Westphalia in relevant fields.

2. The National Development and Reform Commission and the German Federal Ministry of Economy and Climate Protection have reached the 2024 work plan of the Sino-German Energy Efficiency Working Group.

3. The National Development and Reform Commission and the German Federal Ministry of Environment, Nature Conservation, Nuclear Safety and Consumer Protection have reached the "Key Points for Recent Activities for Implementing the" Sino-German Dialogue Action Plan on Circular Economy and Resource Efficiency ".

4. The Ministry of Industry and Information Technology and the German Federal Ministry of Economy and Climate Protection established a Sino-German Industrial Carbon Reduction Working Group.

5. The National Energy Conservation Center and the German Agency for International Cooperation (GIZ) launched cooperation on energy efficiency improvement demonstration projects in key areas between China and Germany.

On the morning of June 22, Zheng Zhajie, Director of the National Development and Reform Commission, met with German Deputy Chancellor and Minister of Economy and Climate Protection Harbeck in Beijing to jointly hold the first high-level dialogue on the China-Germany Dialogue and Cooperation Mechanism on Climate Change and Green Transformation. Representatives from China's National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Transport, the People's Bank of China, and the National Energy Administration, Jiangsu Province, Sichuan Province and the National Energy Conservation Center, the German Federal Ministry of Economy and Climate Protection, the Ministry of Foreign Affairs, and the Ministry of Environment, the German Bundestag, the German Embassy in China, the Canton of Bavaria, Northern-Westphalia and the German International Cooperation Agency attended the dialogue.

The National Development and Reform Commission stated that this dialogue aims to implement the important consensus reached by the leaders of the two countries on strengthening China-Germany dialogue and cooperation on climate change and green transformation, and solidly promote policy exchanges and practical cooperation. In recent years, China has achieved remarkable results in green and low-carbon development. While promoting its own green transformation, it has made positive contributions to the global response to climate change. As the largest developing country, China has committed to achieving carbon neutrality in about 30 years. The time taken is the shortest in the world and the largest reduction in carbon emission intensity in the world, reflecting the greatest ambition.

The National Development and Reform Commission pointed out that the so-called argument of "overcapacity" in China's new energy industry violates market rules and economic common sense. The EU's tariff increase on electric vehicles on China is inconsistent with the "green development banner" held high by the EU. Protectionism will only drag down the global response. In the process of climate change and green and low-carbon transformation, China will take all measures to safeguard the legitimate rights and interests of Chinese companies. The current global production capacity of new energy vehicles cannot meet market demand. China's new energy vehicles can make greater contributions to promoting global green and low-carbon transformation.

The National Development and Reform Commission emphasized that cooperation has always been the main tone of China-Germany bilateral relations. China and Germany are highly complementary in terms of green energy transformation, green and low-carbon industry development, and low-carbon and zero-carbon technology promotion, have broad market space, and have a solid foundation for cooperation. China is willing to take this dialogue as an opportunity with Germany to further enhance the level of cooperation in key areas such as energy efficiency and circular economy, climate multilateral processes, industrial carbon reduction, and energy transformation, further explore cooperation space in the field of green and low-carbon technologies, and help the two countries. Green and low-carbon development and sustained economic development will make greater contributions to the global response to climate change.

Germany said that it is very happy to visit and exchange in China. German-China economic relations are very important. The current trend of economic globalization is disrupted by external factors. China is an indispensable partner in meeting global challenges. Germany supports China and the EU in conducting discussions and consultations on relevant issues.

Germany said that China's achievements in promoting the development of renewable energy are remarkable. Germany is willing to work with China to strengthen cooperation and further explore cooperation space in specific areas such as renewable energy consumption, smart grid development, and production of zero-carbon and low-carbon products, so as to raise China-Germany green cooperation to a new level.
