Recently, the Longgang Administration of the Shenzhen Municipal Bureau of Ecology and Environment of Guangdong Province (hereinafter referred to as the Longgang Administration) held a press conference on the first anniversary of the construction of the "Two Mountains" Practice and Innovation Base in Longgang District, which reviewed and summarized the achievements of the creation of the "Two Mountains" in Longgang District.
Since the 18th National Congress of the Communist Party of China, Longgang District has taken low-carbon construction as a breakthrough to promote the city's low-carbon strategic transformation, improve the economic system of green, low-carbon and circular development, and carry out practical exploration of the concept of "two mountains" characterized by green and low-carbon, and on November 19, 2022, it was successfully awarded the title of the sixth batch of "Lucid waters and lush mountains are invaluable assets" practice and innovation bases, and green has become the main color of the development of this industrial region.

Longgang District is the first in the country to launch the "carbon portrait" IP of enterprise panorama to continue to empower "dual carbon" management services. The "carbon portrait" of the enterprise panorama integrates the three major contents of enterprise carbon identification, product carbon label (carbon footprint) and "carbon" road code, and constitutes a panoramic "carbon portrait" of the enterprise that can be known and felt, which is a major innovative practice of carbon reduction management of industrial enterprises in Longgang District, and is also the specific result of the operation of the carbon identification evaluation service system.
"Enterprise carbon labeling" is the evaluation result of the green and low-carbon development level of the enterprise, and is a symbol to measure the green and low-carbon development level of the enterprise, which can be divided into three levels: "low-carbon leader", "low-carbon backbone" and "low-carbon catch-up", and is given the logo to provide identification for the refined carbon management of enterprises and management departments.
"Product Carbon Label (Carbon Footprint)" is a result of benefiting enterprises given to "low-carbon leaders" according to the service rules of "Five Ones" carbon labeling, realizing the visualization of product appearance of carbon emission data per unit product life cycle, helping enterprises break through green trade barriers, and providing strong support for green product certification and promotion.
"'Carbon' road code" is an intelligent applet of the "Five Ones" carbon identification evaluation service system, which brings together all the information of the company's panoramic "carbon portrait", realizes the enterprise information "code" on the "code" to know, "code" on the service, and "code" to respond, provides convenient, efficient and high-quality services for enterprises in the jurisdiction, and encourages the green transformation of enterprises.
It is reported that with the implementation of the world's first "carbon tariff", the EU Carbon Border Adjustment Mechanism (CBAM), on October 1 this year, more and more companies are facing the need to declare product carbon footprints and greenhouse gas emissions. The "Two Mountains" Index is a quantitative description of the construction level, ecological environment assets, transformation degree and guarantee degree of the "Two Mountains" in Longgang, and serves as an important reference basis for the post-evaluation and dynamic management of the "Two Mountains" base, including three aspects: "building lucid waters and lush mountains", "promoting the transformation of the two mountains" and "establishing a long-term mechanism".
At the same time, it is a beneficial practice to explore the transformation path of "two mountains" with "Longgang characteristics" and practice a beneficial practice of supporting high-quality development with a high-quality ecological environment.
Focusing on the goal of building a "Two Mountains" practice innovation base, the Longgang Administration Bureau also formulated the province's first "Guidelines for the Management of Carbon Emissions in the Whole Stage of Government Investment Projects" (hereinafter referred to as the "Guidelines"), which was successfully released by Gu Gengjun, member of the Standing Committee of the Longgang District Party Committee and deputy mayor of Longgang District, at the Longgang theme event of the 2023 Carbon Peak and Carbon Neutrality Forum and Shenzhen International Low-carbon City Forum.
The Guidelines continue to focus on the low-carbon construction of government-invested projects and manage carbon emissions throughout the life cycle of projects, which is a major practice for Longgang District to implement the concept of green development and practice high-quality development. The Guidelines carry out carbon emission management of "full-stage management", "multi-type application", "multi-subject participation" and "'nanny' guidance", build a "1+5+10" whole-process carbon emission management guideline implementation path, provide "one-stop carbon management" all-round guidance for project implementation units, and vigorously improve the quality and efficiency of carbon emission management implementation.
Expand a new road - open up the path of "carbon reduction and gold", and stride towards a "zero-carbon" future
Taking stock of the industrial system of Longgang District, it is mainly to promote the three core industrial clusters of "IT + BT + low-carbon". Although there are few heavy industrial enterprises with high energy consumption and high emissions, and the pressure for transformation and upgrading is not great, every step of development is a trade-off.
For the 133 enterprises in Longgang District, the Longgang Administration Bureau has taken the lead in establishing the "Five Ones" carbon labeling evaluation service system in the country, that is, a set of index systems that reflect the level of pollution reduction and carbon reduction of enterprises, a set of application mechanisms linked to regulatory services, and a set of dynamically updated evaluation methods, and establish a "one account" for enterprise pollution reduction and carbon reduction through a smart "carbon" road code.
The "Five Ones" carbon labeling evaluation service system not only allows enterprises to fully understand their environmental management and pollution reduction and carbon reduction, quickly find problems and shortcomings, and can apply for personalized assistance, reduce pollution risks, and improve the level of energy consumption utilization, but also helps the management department to grasp the situation of 133 enterprises in the region faster, more complete and accurately, improve the refinement level of management services, and improve the endogenous power of green development of enterprise pollution reduction and carbon reduction.

In order to give better play to the carbon labeling service system, Longgang District took the lead in promulgating the "Several Measures to Promote the Green and Low-Carbon Development of Industrial Enterprises in Longgang District" in the province, forming a "1+4+7+20" full-chain all-round assistance system, that is, focusing on one general goal, following the four principles, making efforts from 7 fields, and comprehensively planning and promoting 20 work measures, playing a set of market, science and technology, and policy combinations to provide enterprises with customized "carbon reduction solutions".
In addition, in terms of policies, Longgang District has also taken the lead in formulating "20 measures to support enterprises in green development" and "18 measures to promote high-quality development" and other measures to benefit enterprises, and make every effort to promote the formation of a low-consumption, low-emission, recycling, sustainable green and low-carbon development mode with Longgang characteristics, and provide a replicable and promotable "Longgang model" for the high-quality development of the industrial field.
Implement the rules for the evaluation and application of corporate carbon labeling, establish a directory of "low-carbon and green enterprises" with China Construction Bank Longgang Sub-branch, and use "real money" to open up financing channels for "carbon reduction and gold", so as to inject strong impetus into the "carbon reduction and gold" of enterprises. Provide low-interest loans and "five priorities" (priority for investigation and review, priority approval for credit use, priority allocation of financing plans, priority credit extension for senior executives, and priority provision of preferential policies) services for "low-carbon leader" enterprises, so as to realize the "double carbon" green ecological finance "loan" to promote the high-quality development of urban industries.

Stepping into the new era, we are pursuing high-quality development that prioritizes ecology and is green and low-carbon, and as the only area in the country that has successfully established the "Two Mountains" practice and innovation base with "double carbon" as the transformation path, what is the road for Longgang District to move towards the "double carbon" goal?
The pilot construction of near-zero carbon emission zones is an important starting point for leading green development and actively exploring near-zero carbon emission development models. In recent years, Longgang District has strengthened the pioneer demonstration of "dual carbon", actively carried out the pilot construction of near-zero carbon emission zones, and applied for a total of 9 near-zero carbon emission zone pilots.
The pilot of the near-zero carbon emission zone in Longgang District covers four types of advanced demonstration projects, including the Future Building with net-zero energy consumption and DC building demonstration, the Tian'an Yungu Industrial Park to carry out the pilot model of "green and waste-free production city community", and the Pingdi Street Liulian Primary School, which is the first to carry out the demonstration of DC equipment application and build the country's first "photovoltaic storage, direct and flexible" primary school, etc.
In terms of near-zero carbon construction in the industrial field, Longgang District has continued to make efforts and taken the lead, and has successively carried out pilot demonstration construction of near-zero carbon emission zones by industrial enterprises such as Tian'an Yungu Industrial Park, Guanxu Electronics, and Tongsan Lixing.
At the same time, as a green and low-carbon scenario that is most closely related to residents' green life, near-zero-carbon communities have always been an important part of Longgang District's promotion of the construction of near-zero-carbon emission zones. In recent years, projects such as Xinqiao Shiju and Pingxinyuan Community have joined the construction scope, providing an effective "Longgang model" for creating a model of green life for residents.
On this year's first National Ecology Day, Longgang District selected the "Two Mountains" practice innovation transformation case, near-zero carbon emission unit, and Shenzhen Environmental Education Base, integrated the "Two Mountains" transformation and "double carbon" construction achievements, planned three ecological tour routes of adding green and increasing gold, turning carbon into gold, and reducing carbon and generating gold, and released the ecological Longgang "Two Mountains" tour map to show the beauty of Longgang's ecology and build a public co-construction and sharing action system.
