Recently, the State Council issued the "Opinions on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" (hereinafter referred to as the "Opinions"). On the 9th, the State Council Information Office held a press conference to introduce the relevant situation of the "Opinions".
Chen Kelong said that the Ministry of Industry and Information Technology will do a good job in the implementation of the key tasks of the "Opinions", mainly from three aspects to support the high-quality development of Inner Mongolia's industry.
The first is to accelerate the promotion of industrial innovation and development. In terms of platforms under construction, we will promote the high-level construction of the National Innovation Center for Rare Earth Functional Materials. Focusing on advantageous fields such as new materials, biomedicine, and dairy products, we will lay out and build a number of autonomous region-level manufacturing innovation centers and pilot test verification bases. In terms of strong enterprises, we will give full play to the role of enterprises as the main body of innovation, and support the cultivation of echelons such as specialized, special and new small and medium-sized enterprises, individual champions in the manufacturing industry, and leading enterprises in Inner Mongolia. In terms of cultivating talents, we plan to implement a manufacturing talent support plan to meet the needs of Inner Mongolia enterprises and support the cultivation of a group of technical, skilled and management talents.
The second is to speed up the optimization and upgrading of the industrial structure. In terms of optimal stock, we will support industries such as steel, building materials, and non-ferrous metals to carry out technological transformation for energy conservation, pollution reduction and carbon reduction, and support the construction of high-quality demonstration bases for the comprehensive utilization of high-alumina fly ash and the Ordos Modern Coal Chemical Industry Demonstration Zone. In terms of amplification, we will support the development and promotion of the new energy vehicle industry in Inner Mongolia, and guide the standardized and orderly development of photovoltaic manufacturing. Support the development of the civil aviation industry. In terms of breeding clusters, guide the Hohhot dairy cluster to implement the special action of cultivating and upgrading national advanced manufacturing clusters. Support the Inner Mongolia Autonomous Region to improve the functions of the three national high-tech zones, create a national independent innovation demonstration zone, cultivate new industries with new technologies, and promote industrial upgrading.
The third is to speed up the construction of new infrastructure. We will accelerate the construction of the national hub node of the national integrated computing power network, and support the construction of the "Eastern Data and Western Computing" project of the Helinger data center cluster. Accelerate the construction of secondary nodes for industrial Internet identification resolution in Inner Mongolia, and promote the participation of key enterprises in pilot demonstrations. Support Inner Mongolia to strengthen the allocation of emergency communication equipment and materials for forest fire prevention.
