Fei County has established the first ecological resource empowerment and transformation center in Shandong Province, relying on rich ecological resources, innovatively launched the transformation and empowerment of ecological resource value, handled a total of 86 mortgage loans totaling 128 million yuan, and continued to open up the two-way conversion channel of "lucid waters and lush mountains" and "golden mountains and silver mountains", and made every effort to create a model for the practice of "two mountains".
Fei County, located in the hinterland of Yimeng Mountain, is rich in natural resources and excellent ecological environment, with 106 large and small rivers, 1,400 large and small hills, and a forest coverage rate of 38.4%, and has the only provincial nature reserve in Linyi City, Daqingshan Provincial Nature Reserve, which is a veritable "natural green lung" in Linyi City.
In order to accelerate the development of green new energy, Fei County has vigorously developed new energy sources such as wind energy, solar energy, hydrogen energy, pumped storage, air energy storage, and biomass power generation, and built the largest pumped storage power station in Shandong Province. The installed capacity of new and renewable energy in the county is 1,967 megawatts, accounting for 58.38% of the county's total installed power generation capacity. The comprehensive utilization rate of crop straw was 95.05%, and the resource utilization rate of livestock and poultry manure was 91.17%.
Fei County has carried out fine management of energy consumption and consumption reduction for the four leading industries of wood, new medicine, new energy and new materials, and promoted the implementation of ultra-low emission transformation of industry leaders such as Feixian Guodian, Yizhou Cement, New Era Pharmaceutical, Hengxin Pharmaceutical, and Yuanxin Lufeng. In 2022, the CO2 emission intensity per unit of GDP decreased by 4.84%. After completing the ultra-low emission transformation, Yizhou Cement reduced sulfur dioxide emissions by 11.42 tons, nitrogen oxides by 108.86 tons, and particulate matter by 0.19 tons.
Fei County also focuses on the construction of "no waste cells" related to the industrial field, agricultural field, life field and hazardous waste field, gives full play to industrial advantages, promotes mass participation, and implements the main responsibility of enterprises. Everbright International uses domestic waste to generate electricity, with an annual household waste processing capacity of 219,000 tonnes and a power generation of 70.91 million kWh. Qiyang Qingneng processes 100 tons of kitchen waste per day, 700,000 tons of livestock and poultry manure per year, produces 37 million cubic meters of natural gas and 150,000 tons of organic fertilizer, reduces emissions of 210,000 tons of carbon dioxide equivalent, and reduces carbon dioxide emissions per unit of GDP of Fei County by 5.6%. It has cultivated and developed 40 agricultural waste resource utilization enterprises such as Baiwo Biotechnology, Yongneng Biotechnology, and Weilan New Energy, basically realized the balance between waste production and use, and actively built the brand of "Feixian County Waste-free".
