Xuancheng focuses on creating a "Ningguo sample" of collaborative innovation for pollution reduction and carbon reduction

The Ministry of Ecology and Environment recently announced the list of the first batch of 43 industrial parks in the country to reduce pollution and carbon emissions collaborative innovation pilots, and the Ningguo Economic and Technological Development Zone of Xuancheng City, Anhui Province was successfully selected as the first batch of collaborative innovation pilots for pollution reduction and carbon reduction in industrial parks, and it is also the only industrial park selected in Xuancheng City, marking a breakthrough in the "Ningguo Sample" of Xuancheng City's efforts to build a green, low-carbon and circular ecological industrial model.

Xuancheng Ningguo Economic and Technological Development Zone is the first county-level national development zone in Anhui Province, and at present, there are 2,387 registered enterprises in the park, including 338 large-scale industrial enterprises, 128 high-tech enterprises, and 113 enterprises with 100 million yuan. Over the years, Ningguo Economic and Technological Development Zone has adhered to the priority of ecology, anchored the development of "dual carbon", continued to promote the construction of an eco-industrial model that is economical and intensive, green and low-carbon cycle, and deeply explored the path and effective mode of coordinated governance of pollution reduction and carbon reduction, and achieved remarkable results.

Smart environmental protection continues to consolidate the modernization of governance. Through the construction of the first phase of the smart park, Ningguo Economic and Technological Development Zone has accumulated more than 2,000 local enterprise data and more than 40,000 urban component data. With the launch of the environmental protection monitoring platform, industrial big data platform and other systems, the basic data resource system of the park has been initially built. Introduce environmental stewards, and build three full-coverage central control platforms for automatic monitoring equipment for key pollution sources, including "installation, networking, and operation and maintenance supervision", to control the pollutant emissions of key enterprises in real time. Complete the drawing of a map of the aboveground and underground rainwater and sewage pipe network, and set up a special operation and maintenance organization for the sewage pipe network to realize the integrated operation of the plant pipe network and ensure that all the sewage in the park is collected. In 2022, Ningguo Economic and Technological Development Zone was selected as one of the first batch of pilot parks for carbon peaking in Anhui Province. At present, it is planning to build a "Ningguo Economic and Technological Development Zone Energy and Carbon Management Platform", gradually bringing large-scale industrial enterprises into the platform management, and planning to open carbon accounts for key enterprises, so as to realize the collaborative management of energy consumption and carbon emissions through the regular filling and monitoring of energy, electricity and other data.

Ningguo Economic and Technological Development Zone closely combines industrial characteristics and resource endowments, and vigorously develops a circular economy featuring the resource utilization of phosphogypsum and sand-resistant sand. At present, the "one district, four parks and one expansion" has initially formed a "three-layer cycle" collaborative governance model of pollution reduction and carbon reduction at the enterprise level, park level and regional level through complementary interaction and symbiosis and mutual benefit of terminal products and by-products. Among them, the Sierte Circular Economy Industrial Park realizes waste heat power generation, wastewater recycling, waste residue refining iron powder, phosphogypsum manufacturing building materials boards, etc., and the phosphogypsum utilization enterprises in the park can consume nearly 2 million tons of phosphogypsum every year, which can reduce carbon dioxide emissions by about 300,000 tons.

Ningguo Economic and Technological Development Zone adheres to the working idea of "controlling the source, transforming the existing and eliminating the backward", accelerates the development of renewable energy, and vigorously supports enterprises to carry out rooftop photovoltaic construction. At present, Zhongding Group has completed the construction of a 32MW distributed photovoltaic project to create a demonstration sample of "zero-carbon park", with an annual power generation capacity of 33.6 million kWh, which can reduce carbon emissions by about 26,000 tons. At the same time, the park develops the use of cogeneration of agricultural and forestry biomass energy, gradually improves the utilization rate of biomass resources, and builds a high-temperature and high-pressure circulating fluidized bed biomass boiler fueled by agricultural and forestry biomass in the port area to implement centralized heating, which reduces carbon dioxide emissions by 240,000 tons per year, and at the same time greatly reduces the emission of various pollutants.
