As one of the first batch of "zero-waste city" pilot projects in the country, what experience has Chongqing "tried"? China Environment News reporters visited many districts and counties in Chongqing in depth, looking for a new path for waste control in this upstream city and a beautiful place from different angles.
Since the implementation of the new version of the National Hazardous Waste List, oily metal scraps have been defined as hazardous wastes and required to be managed accordingly. As an oily metal scrap with high recycling value, traditional hazardous waste disposal enterprises generally adopt incineration and landfill disposal methods, and waste production enterprises need to spend expensive disposal costs, which also causes a huge waste of resources.
So, how to deal with oily metal shavings?
Chongqing Qingling Casting Co., Ltd. (hereinafter referred to as Qingling Casting), located in Beibei District, Chongqing, gave the answer: to create a "waste-free factory" as an opportunity to innovate the smelting process, and effectively use the group's iron scrap resources, reduce manufacturing costs, and realize resource recycling.
The smelting process is updated with clean electricity to replace traditional coke
Qingling Casting is a subsidiary of Qingling (Automobile) Group Co., Ltd., and its main raw materials include pig iron, scrap steel, recycled materials, etc.
In the cold of winter, the Qingling foundry area is full of plum fragrance, and the four electric melting furnaces in the workshop are running, and the discus thrown in the furnace are turned into molten iron. During the whole smelting process, there are no imaginary iron filings.
"In the past, the cold air cupola furnace was used for smelting, and the air volume in the furnace was large, the wind pressure was high, and the lighter weight substances, such as iron filings and nodularizing agents, were easy to enter the dust removal system with the wind, resulting in large waste, and only raw materials such as pig iron blocks and packaged scrap steel with large volume and weight could be used. Xu Dengke, general manager of Qingling Foundry, introduced that in January 2022, the company implemented technological transformation, eliminated the original 2 cupola furnaces, and replaced traditional coke with clean electricity, reducing the annual use of coke by more than 7,000 tons, reducing carbon emissions by 8,000 tons, and the concentration of air pollutants has also decreased significantly.
Due to the significant changes in the smelting process, the selection of smelting materials is wider, and Qingling Casting has the conditions to use iron filings as smelting materials.
Construct a new pathway for hazardous waste exemption utilization
The five subsidiaries of Qingling Automobile (Group) Co., Ltd. produce about 3,000 tons of oil-containing iron filings per year. "Until the oily metal scraps were defined as hazardous waste, the 3,000 tonnes of oily scraps were sold as a recyclable resource. Xu Dengke told reporters that the new version of the list has just been implemented, the market is affected by factors such as the shortage of utilization and disposal capacity, and the immature product pricing, and the price of oil-containing iron filings recovery has fluctuated continuously, even falling to 50% of the original price. "During that time, the company not only did not guarantee the timeliness of the transfer, but also suffered huge losses in economic benefits. Xu Dengke said.

In order to help enterprises find a solution, the Beibei District Ecological Environment Bureau actively connected with the Municipal Ecological Environment Bureau, contacted Qingling Casting to discuss and exchange technology, and organized experts to fully demonstrate the feasibility of the utilization of oily metal scraps, pollutant emission control and other factors. "We believe that the use of hazardous waste exemptions can help these companies better reuse oily metal scraps to tide over economic difficulties. Long Mingmei said that the new version of the "National Hazardous Waste List" appendix "Hazardous Waste Exemption Management List" stipulates that oily metal scraps can be used in accordance with hazardous waste management under the conditions of "pressing, filtering, filtering, filtering and degreasing to achieve static and drip-free and then packed and pressed for metal smelting". "After the electric furnace process is updated, the oil-containing iron filings are pressed and deoiled and then returned to the furnace, which can greatly improve the solid waste disposal rate and resource recycling rate. Under the promotion of the municipal and district levels, in October 2022, Qingling Casting was approved to exempt the hazardous waste business license of oil-containing iron filings, and the exempted utilization of oil-containing iron filings was 5,000 tons/year.
"As a hazardous waste, if we hand over oily iron filings to a professional disposal agency, the annual disposal cost is about 5 million to 6 million yuan. Xu Dengke calculated an economic account, now the group of about 3,000 tons of iron filings per year for Qingling casting as raw materials, according to the cost of pig iron and scrap steel per ton reduced by 1,000 yuan, can reduce the cost of materials for Qingling casting by about 3 million yuan per year. "This time and again, the annual cost savings are 8 million. ”
Xu Dengke said that in order to ensure that the material is controllable, Qingling Casting mainly receives and disposes of oily iron filings within the group.
Standardized management Promote the construction of "zero-waste cities".
While implementing the management policy of hazardous waste exemption, the Beibei District Ecological Environment Bureau also instructed Qingling Casting to build the storage site of oily metal scraps in accordance with the "Hazardous Waste Pollution Control Standards", so as to achieve four preventions (windproof, rainproof, sunscreenproof, and leakage-proof); From the loading, warehousing, and delivery of oily metal scraps to the use of the workshop, a complete management system, ledger and handover procedures have been established. For those who do not meet the exemption conditions to formulate the storage standards for oily metal scraps, they will be returned. Standardized management is carried out throughout the process, and perfect environmental protection facilities and emergency facilities are established at the same time.
The treatment of oily metal scraps is not only related to the economic benefits of enterprises, but also closely related to the safety of the ecological environment.
