1. Background of the revision of the Implementing Rules
The application of new models and new forms of industrial Internet is an important measure to promote the innovation and development of the industrial Internet. There are three main considerations for revising the implementation rules for the demonstration and application of new models and new forms of industrial Internet:
First, it is necessary to further implement the policy. In order to better implement the "Several Policies and Measures to Promote the Construction of "Digital Longjiang" and Accelerate the High-quality Development of the Digital Economy (Hei Zheng Gui [2021] No. 14), give play to the leading role of policy demonstration, encourage enterprises to increase investment in innovation and research and development around the field of industrial Internet, accelerate the digital, networked and intelligent transformation of traditional manufacturing industries, and promote the high-quality development of the digital economy.
The second is the need to further promote the development of the industrial Internet. In 2022, the Ministry of Industry and Information Technology issued the "2022 Work Plan of the Industrial Internet Special Working Group" to promote the innovation and development of the industrial Internet from five aspects: consolidating infrastructure, deepening integrated applications, strengthening technological innovation, cultivating industrial ecology, improving security guarantees, and improving factor guarantees, further clarifying the specific tasks of the development of the industrial Internet in our province, and putting forward higher requirements for cultivating typical application scenarios in the field of industrial Internet.
The third is the need to further optimize the policy implementation process. According to the original implementation rules, the recognition and reward are cashed together, and whether the enterprise that has not clearly declared can make repeated declarations needs to be standardized and resolved.
2. Revised content
Compared with the original Implementing Rules, the new Implementing Rules have been revised in three main aspects.
The first is to clarify the amount of rewards in five tranches, which improves the fairness and accuracy of policy fulfillment. Second, it is clarified that the cashing method of "enjoying without examination" is adopted, and the cashing is carried out according to the identification results, and the enterprise is no longer required to submit the application materials, which reduces the declaration burden of the enterprise. Third, according to the opinions of the financial department, the content of performance evaluation has been increased, the division of responsibilities of relevant departments has been clarified, and the performance appraisal system for policy fulfillment has been improved.
3. Basis for revision

The new "Implementation Rules" has a total of 6 chapters and 15 articles, the main contents: first, the general provisions, clear implementation rules for the formulation of the basis, the principle of enjoyment; the second is the reward conditions, clear that enterprises should be identified through the demonstration and application of new models and new formats; third, the reward standards, clear the amount of each level of the proposed reward; fourth, the cashing procedure, mainly including the proposed reward list, the list of publicity, the request for approval, the allocation of awards and subsidies 4 links; the fifth is supervision and management, clear reporting units, provincial competent departments, financial departments, The management and supervision responsibilities of the evaluation unit and other parties to ensure the smooth implementation of the policy; Sixth, the supplementary provisions, clarifying the interpretation unit, supporting principles and the content of the original policy rules shall be abolished at the same time.
