Recently, the Provincial Department of Industry and Information Technology revised and issued the "Heilongjiang Province Industrial Internet New Model and New Business Model Demonstration Application Incentive Policy Implementation Rules" (hereinafter referred to as the "Implementation Rules"), in order to facilitate understanding, the relevant content is now interpreted as follows:

1. Background of the revision of the Implementing Rules

The application of new models and new forms of industrial Internet is an important measure to promote the innovation and development of the industrial Internet. There are three main considerations for revising the implementation rules for the demonstration and application of new models and new forms of industrial Internet:

First, it is necessary to further implement the policy. The third is the need to further optimize the policy implementation process. 2. Revised content

Compared with the original Implementing Rules, the new Implementing Rules have been revised in three main aspects.

The first is to clarify the amount of rewards in five tranches, which improves the fairness and accuracy of policy fulfillment. Second, it is clarified that the cashing method of "enjoying without examination" is adopted, and the cashing is carried out according to the identification results, and the enterprise is no longer required to submit the application materials, which reduces the declaration burden of the enterprise. Third, according to the opinions of the financial department, the content of performance evaluation has been increased, the division of responsibilities of relevant departments has been clarified, and the performance appraisal system for policy fulfillment has been improved.

3. Basis for revision
