Liao Juwei pointed out that Guangxi is stepping up efforts to study how to deepen the environmental impact assessment work in the context of "double carbon", combined with the requirements of carbon peak and carbon intensity target control, explore the specific methods and paths of incorporating carbon emission impact assessment into the environmental impact assessment system of the project, carry out carbon emission impact assessment for some "two high" projects, guide the "two high" projects in nonferrous metals, steel, cement and other industries to carry out carbon emission impact assessment in the environmental impact assessment, strictly review and approve the environmental impact assessment of high-carbon emission projects, and continue to improve the low-carbon development level of the industry. He said that on the other hand, many works are still in the exploratory stage, and the working mechanism is not perfect, especially how to effectively integrate the ecological environment zoning control system, pollution reduction and carbon reduction synergy system, and carbon emission related systems with the "three lines and one order" as the core into the environmental impact assessment, and there is still a long way to go in serving the high-quality economic and social development of the whole region.

The forum invited 12 experts, including Chen Aizhong, chief expert of the Environmental Engineering Assessment Center of the Ministry of Ecology and Environment, Bo Xin, director of the Ecological Civilization and Environmental Development Research Center of the China Industrial Carbon Neutrality Research Institute, Li Liangguang, a first-level researcher of the Environmental Assessment Division of the Autonomous Region Department of Ecology and Environment, and Chen Zhiming, director of the Regional Climate Change Center, to make keynote speeches.

The experts at the meeting exchanged views with each other, discussed and learned from the "dual carbon" policies and implementation cases, and clarified the "ten major actions for carbon peaking" such as "focusing on the implementation of green and low-carbon energy transformation actions, energy conservation, carbon reduction and efficiency improvement actions, carbon peaking actions in the industrial field, carbon peaking actions in urban and rural construction, green and low-carbon transportation actions, circular economy to help carbon reduction actions, green and low-carbon science and technology innovation actions, carbon sink capacity consolidation and improvement actions, green and low-carbon national actions, and cities and counties to solidly promote carbon peaking actions", and at the same time emphasized "open cooperation, Strengthen regional green and low-carbon cooperation, strengthen China-ASEAN green and open cooperation, and actively participate in the joint construction of a green 'Belt and Road'", promote the research and development of environmental protection technologies, and provide suggestions for Guangxi to achieve the "dual carbon" goal.
