Recently, the National Development and Reform Commission issued the "National Carbon Peak Pilot Construction Plan" (hereinafter referred to as the "Plan"), taking into account the total carbon emissions and growth trends of various regions, economic and social development and other factors, the first batch of carbon peak pilot construction in 15 provinces (autonomous regions), a total of 35 places, namely 3 in Hebei Province, 2 in Shanxi Province, 3 in Inner Mongolia Autonomous Region, 2 in Liaoning Province, 2 in Heilongjiang Province, 3 in Jiangsu Province, 2 in Zhejiang Province, 2 in Anhui Province, 3 in Shandong Province, 2 in Henan Province, 2 in Hubei Province, 2 in Hunan Province, 3 in Guangdong Province, 2 in Shaanxi Province, and 2 in Xinjiang Uygur Autonomous Region.
The Plan clarifies that in principle, the main body of pilot city construction is prefecture-level and above, and the main body of pilot park construction is provincial-level and above. The relevant provincial and regional development and Reform Commissions shall, based on the actual work of carbon peaking and carbon neutrality, the level of green and low-carbon development of cities and parks in the region, and other circumstances, propose a list of recommended pilot cities and parks for carbon peaking in accordance with the allocated quota, and report to the National Development and Reform Commission for confirmation before November 15, 2023 after reporting to the people's government of the region for approval. The National Development and Reform Commission will organize and carry out follow-up pilot construction according to the progress of the first batch of pilots.
The main objectives of the pilot construction are: by 2025, the pilot cities and parks will make positive progress in carbon peak and carbon neutrality, the policy mechanism conducive to green and low-carbon development within the pilot scope will be basically constructed, a number of operable, replicable and promotable innovative measures and reform experience will be initially formed, the carbon peak path of cities and parks with different resource endowments, different development bases and different industrial structures will be basically clear, and the demonstration and leading role of the pilot in the national carbon peak and carbon neutrality work will gradually emerge.
By 2030, the pilot cities and parks will make significant progress in the comprehensive green transformation of economic and social development, key tasks, major projects and important reforms will be completed as scheduled, the policy mechanism conducive to green and low-carbon development within the pilot area will be fully established, and the relevant innovative measures and reform experience will have a significant driving effect on other cities and parks, play an important supporting role in the national realization of the goal of carbon peaking, and lay a good practical foundation for promoting carbon neutrality.
The construction content includes determining pilot tasks, implementing key projects, strengthening scientific and technological innovation, improving policy mechanisms, and carrying out national actions.
