A few days ago, Shanxi issued two local standards, the "Guidelines for the Construction of Carbon Emission Management System for Enterprises in Key Industries" and the "General Principles for the Evaluation of Carbon Emission Management System for Enterprises in Key Industries", which filled the gap in the construction and evaluation standards of enterprise carbon emission management system. The two standards will be officially implemented on April 3, 2024.
In order to implement the Ministry of Ecology and Environment's "Guiding Opinions on Coordinating and Strengthening the Work Related to Climate Change and Ecological Environmental Protection", further establish and improve the standard system for responding to climate change, provide reference for enterprise carbon emission management, and objectively evaluate the effect of the construction of carbon emission management system for enterprises in key industries, the Provincial Department of Ecology and Environment has researched and formulated the "Guidelines for the Construction of Carbon Emission Management System for Enterprises in Key Industries" (hereinafter referred to as the "Construction Guidelines") and "Guidelines for the Construction of Carbon Emission Management Systems for Enterprises in Key Industries" (hereinafter referred to as the "Construction Guidelines") and the Guidelines for the Construction of Carbon Emission Management Systems for Enterprises in Key Industries in Shanxi Province. General Principles for the Evaluation of Carbon Emission Management Systems for Enterprises in Key Industries (hereinafter referred to as the "General Principles for Evaluation").
The "Construction Guide" provides guidance for the construction of carbon emission management systems for enterprises in key industries, including the establishment of management institutions, the formulation of carbon emission management policies, the formulation of carbon emission management plans, the construction of resource allocation and support mechanisms, the implementation process management, evaluation and review, and improvement. This document is applicable to the construction of carbon emission management systems for enterprises in key industries such as electric power, chemical industry, iron and steel, cement, non-ferrous metals, coking and coal, and enterprises in other industries can refer to the implementation.
The General Principles of Evaluation stipulate the principles and basis for the evaluation of the carbon emission management system of enterprises in key industries, the implementation of the evaluation, the evaluation methods and the application of the evaluation results. This document is applicable to the self-evaluation of carbon emission management systems carried out by enterprises in key industries that have established and operated carbon emission management systems in accordance with the Construction Guidelines.
It is reported that the formulation of the two standards is in line with relevant national laws, regulations, policies and the requirements of the "dual carbon" strategy, and plays an important role in improving the green and low-carbon standard system in Shanxi Province, guiding enterprises in key industries to practice the concept of green and low-carbon development, building an internal carbon emission management system, and achieving high-quality development.
