Your suggestions on further enlarging and strengthening the modern coal chemical industry chain have been received, and the reply is as follows.

In recent years, the autonomous region has attached great importance to the high-quality development of the modern coal chemical industry. First, in accordance with the national deployment, the "Overall Plan for the Construction of a National Modern Coal Chemical Industry Demonstration Zone in Ordos City" was approved, focusing on the planning and deployment of the layout of the modern coal chemical industry, energy conservation and carbon reduction, environmental protection, safe production and economic benefits in the demonstration zone. The second is to report to the autonomous region government to issue the "Inner Mongolia Autonomous Region on Accelerating the Construction of a Modern Coal Chemical Base in Ordos City", which puts forward a clear development direction for the modern coal chemical industry chain such as coal-to-olefins, coal-to-aromatics, coal-to-ethylene glycol, and coal-based degradable materials, and proposes a series of practical support policies such as coal, water, energy consumption, land, science and technology, finance and taxation, and environmental protection. The third is to work with the Department of Natural Resources of the Autonomous Region to study and formulate policies such as market-oriented transfer of coal resources, distinguishing between raw coal and fuel coal, and promoting the online listing and transfer of coal prospecting rights in the Bayan Chaidamu well field of the Narin River, and in March this year, Sinopec won the coalfield for 30.15 billion yuan. Fourth, in view of the relatively high carbon emissions of coal chemical projects, support and encourage the demonstration of the combination of green electricity, green hydrogen and coal chemical industry. Promote the first phase of Baofeng 2.6 million tons/year coal-to-olefins and supporting 400,000 tons/year implantation of green hydrogen coupling to olefins project. At present, the project has started construction, and the investment of 4.267 billion yuan has been completed by the end of July. Fifth, strengthen investigation and research. In accordance with the theme education arrangement of the Party Committee of the Autonomous Region, the four national modern coal chemical demonstration zones planned and laid out by the state have been investigated successively, and the "Research Report on Promoting the High-quality Development of Modern Coal Chemical Industry in Inner Mongolia" has been formed. Sixth, cultivate "chain master" enterprises. Issued the "Several Measures on Giving Play to the Leading Role of "Chain Master" Enterprises to Promote the Construction of Industrial Clusters and Industrial Chains", approved Zhongtian Hechuang Energy Co., Ltd. to initiate the establishment of the "Inner Mongolia Modern Coal Chemical Industry Chain Promotion Association", and signed a cooperation agreement with Jiangsu Chemical Industry to promote the high-quality development of the coal chemical industry in the region. Seventh, increase the efforts to attract investment. On May 14, the investment promotion conference of the new chemical industry and modern coal chemical industry of the autonomous region was held in Shanghai, and 10 projects in the fields of new materials, new energy and chemical industry coupling were signed in Hohhot, Baotou, Ordos and other league cities. Up to now, 2 of the 10 projects signed have started construction.

In the next step, our committee will continue to thoroughly implement the central government's decision-making and deployment on strengthening the clean and efficient utilization of coal, and promote the standardized, orderly and high-quality development of the coal chemical industry in the region. The first is to promote the construction of demonstration bases and enhance the effect of scale agglomeration. Fully implement the "Guiding Opinions of Inner Mongolia Autonomous Region on Accelerating the Construction of a Modern Coal Chemical Demonstration Zone in Ordos City", strengthen the construction of a modern coal chemical demonstration base in Ordos, actively strive for the implementation of modern coal chemical projects planned by the state, and strive to exceed 30% of the market share of products. The second is to extend the industrial chain and develop high-end basic chemical products. Guide the existing leading enterprises to vigorously develop the deep processing industry, extend the coal-to-olefin industry chain, focus on the development of high-end polyolefin products such as elastomer materials (POE), nylon-66, special plastics, and metallocene films, and strive to achieve a local conversion rate of more than 40%. Extend the coal-to-ethylene glycol industry chain, focus on the development of polyethylene terephthalate (PET), polyglycolic acid (PGA), polyester fiber and other products, and strive to achieve a local conversion rate of more than 50%. The third is to increase energy conservation and carbon reduction, and improve the level of green and low-carbon. Accelerate upgrading, support the research and development of advanced large-scale coal gasification, short process and other energy-saving and consumption-reducing technologies, optimize the utilization of syngas (including coupled electrolysis of hydrogen), olefin synthesis and CO2 chemical utilization and other key technologies, achieve cost reduction and efficiency increase, and strive to achieve national advanced energy consumption and water consumption by 2025. Extend the development of a green industrial chain for hydrogen energy extraction, a circular industrial chain for carbon dioxide storage and capture, and a circular industrial chain for comprehensive utilization of sources. In addition to sequestering the carbon dioxide produced by coal-to-methanol, cutting-edge technologies can also be used to produce high value-added downstream products such as carbon dioxide such as olefins, gasoline, methanol, syngas and degradable plastics. Fourth, actively strive for special national financial support. Earnestly study the direction of national support for investment, reserve coal chemical projects with advanced technology and high energy efficiency, and strive for special funds for national advanced manufacturing and modern service industries (energy conservation, carbon reduction and green transformation), so as to promote the high-quality development of the coal chemical industry in the region. Fifth, strengthen policy support and promote the standardized and orderly development of the industry. In conjunction with relevant departments and bureaus and league cities, we will thoroughly implement the national "Notice on Promoting the Healthy Development of Modern Coal Chemical Industry", continuously optimize the industrial layout, and deploy new projects in Sulige and Zhungeer Economic Development Zones, and do a good job in extending the chain of existing projects in other parks; Promote the coupling development of modern coal chemical industry and new energy power generation, syngas gas turbine power generation, and green electricity hydrogen production (ammonia and alcohol production). Increase policy support for industry, coal use, water use, energy consumption, land use, science and technology, and environmental impact assessment. Sixth, increase investment promotion efforts, point-to-point and the world's top 500, China's top 500 domestic chemical enterprises to carry out investment work, especially for the strong chemical enterprises that have not yet been introduced, establish a communication mechanism, up and down linkage, department coordination to introduce a number of large projects, good projects.
