"Since 2013, my country has researched and promoted the development of ultra-low-energy buildings. Today, it has achieved three-dimensional development of policies, standards, technologies, products and engineering projects." Referring to the current situation of ultra-low-energy buildings in my country, Ma Yishuo, senior engineer of the Science and Technology and Industrialization Development Center of the Ministry of Housing and Urban-Rural Development and general manager of the Beijing Kangju Certification Center, told reporters.

As of the end of 2023, a total of 30 million square meters of ultra-low energy consumption buildings were under construction and completed nationwide, and more than 9.2 million square meters of ultra-low energy consumption buildings will be added in 2023. All ultra-low energy consumption building products have been localized, and the degree of industrialization continues to increase. How can ultra-low energy consumption buildings and their industries develop with high quality?

In Majshuo's view, after more than ten years of technical research and promotion, a large number of ultra-low energy consumption building projects have entered a stable operating state, and building energy consumption monitoring, publicity and evaluation have become the focus of work.

In the future, on how to promote the high-quality development of ultra-low energy consumption buildings and their industries, Ma Yishuo gave the following suggestions:

Establish and improve laws, regulations and policy systems. Clarify the promotion and regulatory requirements for ultra-low-energy buildings, low-carbon (zero-carbon) buildings, low-carbon renovation of existing buildings, and "dual control" of building carbon emissions, and revise relevant regulations that are not conducive to the efficient and energy-saving development of buildings. Establish and improve the reward and punishment mechanism and give full play to the role of standardization and guidance.

Pay equal attention to expanding scale and improving quality. Ultra-low-energy buildings require high-performance building materials and products, as well as refined design, construction and operation and maintenance management, to simultaneously achieve improved indoor comfort and reduced building energy consumption. We must persist in increasing awareness and expanding scale, insisting on implementing clear effectiveness supervision, comprehensively improving building quality and promoting high-quality development of the entire industry chain of the construction industry.

Play an important role in driving quantitative indicators. Only buildings that pass strict quantitative indicators can be called ultra-low-energy buildings. It is necessary to establish an assessment mechanism based on energy consumption data, which is connected with energy consumption limit management, linked with construction insurance, carbon trading, etc., and use "numbers" to speak, strengthen the responsibilities of competent departments and building construction operations entities, shift from government-driven vectorized benefits, and give full play to the virtuous cycle of quantitative results and ultra-low-energy buildings and their industries.

From "cost center" to linkage with industry. At present, various localities have not organically coordinated building energy conservation, high-quality development of the construction industry and the cultivation of industrial momentum in promoting ultra-low-energy buildings. Initial investment in ultra-low-energy building construction has increased, resulting in development bottlenecks.
