Recently, the Ministry of Ecology and Environment announced the list of the first batch of pilot projects for collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks, and Ningbo Petrochemical Economic and Technological Development Zone (hereinafter referred to as Ningbo Petrochemical Zone) was selected as a pilot industrial park, which is the only pilot unit selected in the city.
As the core plate of Ningbo Base, one of the seven major petrochemical industry bases in China, Ningbo Petrochemical Zone is one of the first chemical parks in the country to enter the "100 billion yuan club", and has been awarded the National High-tech Industrialization Base of New Chemical Materials, the National New Industrialization Industry Demonstration Base, the National Recycling Transformation Demonstration Pilot Park and the first batch of "Green Parks" in the country, the first batch of national carbon emission evaluation pilot industrial parks, and has also been included in the green and low-carbon pilot units of Zhejiang Province and the "chain length system" demonstration pilot units of the industrial chain. It is a demonstration park for the high-quality development of manufacturing industry in Zhejiang Province. In September 2023, Ningbo Petrochemical Zone was included in the typical cases of the Ministry of Ecology and Environment (MEE) to explore the synergistic path of pollution reduction and carbon reduction in the whole process of the chemical park, in which the practices of low-carbon energy supply, industrial chain extension, and comprehensive utilization of waste were affirmed.
In October last year, after Zhenhai District, where Ningbo Petrochemical Zone is located, was included in the pilot project of pollution reduction and carbon reduction in Zhejiang Province, Zhenhai District launched the selection of national innovation units for pollution reduction and carbon reduction at the end of that year, and organized the development and reform, economic and information departments, petrochemical zone management committee, and technical units to hold exchange meetings, and finally determined Ningbo Petrochemical Zone as the pilot application unit. In July this year, the compilation of the "National Collaborative Innovation Pilot Implementation Plan for Pollution Reduction and Carbon Reduction in Ningbo Petrochemical Economic and Technological Development Zone" was launched, and a pilot construction framework system was formed through departmental discussions, field research of key enterprises, collection of project data and data, planning construction ideas, and envisioning technical paths.
Through this pilot construction, Ningbo Petrochemical Zone will accelerate the construction of a world-class park, explore key technological breakthroughs and innovations in the three major fields of petrochemical technology and process, waste treatment and energy, and ensure the effectiveness of the pilot in an all-round way through the three-dimensional index evaluation system of the park evaluation system, enterprise evaluation system and process device evaluation system. During the pilot period, it is planned to implement 30 key projects with a total investment of more than 3.5 billion yuan, involving collaborative management of atmosphere, water treatment, solid waste, energy conservation and emission reduction and clean energy, infrastructure support, resource recycling, etc. It is estimated that by 2026, the greenhouse gas emission reduction in Ningbo Petrochemical Zone will be about 1.5 million tons/year, and the pollutant emissions will be reduced by 10% compared to 2022.
According to the plan, Ningbo Petrochemical Zone will launch a national-level collaborative innovation pilot for pollution reduction and carbon reduction at the end of this year, and in the first half of 2024, it will pilot the construction of policy and mechanism guarantees, improve the establishment of institutional mechanisms, comprehensively promote the pilot from 2024 to 2025, and summarize the construction results in 2026, and strive to "demonstrate in one place and share in the whole region".
