The consumption of thermal coal in Guanzhong, Shaanxi Province decreased by 3.22 million tons year-on-year
The reporter learned from the ninth meeting of the Standing Committee of the 14th Shaanxi Provincial People's Congress on March 25 that the province has accelerated the green and low-carbon transformation of its development mode, and the consumption of thermal coal in Guanzhong will decrease by 3.22 million tons year-on-year in 2023.
It is understood that Shaanxi strictly implements the national capacity replacement policy of cement clinker and steel, and orderly promotes the relocation and transformation of large industrial enterprises in the main urban area. In addition, we will implement the "three reforms" of energy-saving and carbon-reduction transformation, flexibility transformation and heating transformation of coal-fired power units, formulate a plan for upgrading the standard of scattered coal treatment in Guanzhong, and promote direct electricity subsidy, reducing thermal coal consumption in Guanzhong by 3.22 million tons year-on-year.

At the same time, Shaanxi implemented special actions for vehicle optimization and transportation structure adjustment, completed 330 million tons of railway freight volume, eliminated 7,291 diesel trucks of China III and below, and new energy vehicles accounted for 97.5% of the new or updated public vehicles. We will introduce a work plan for controlling carbon dioxide emissions, and promote the construction of a standard measurement system for carbon peak and carbon neutrality.

Consolidate and expand the effectiveness of ecological and environmental protection in the Qinling Mountains, and cooperate with six provinces and one municipality in the Qinling Mountains to sign the "Framework Agreement on Judicial Protection of the Ecological Environment in the Qinling Mountains", and the area of the Qinling Mountains with excellent ecological and environmental quality has reached 99.3%. At the same time, the Yellow River ecological protection and governance action was carried out, and 114 sewage treatment plants were upgraded and renovated, and the water quality sections of 65 state-controlled sections in the Yellow River Basin accounted for 95.4%. Strengthen the protection of water sources in the middle route of the South-to-North Water Diversion Project, and maintain the water quality of the Han River and Danjiang River at Class II.
Hao Yanwei, deputy director of the Shaanxi Provincial Department of Ecology and Environment, said that in recent years, the province's ecological environment has shown a continuous improvement trend, but the structural, root cause, and trend pressures have not been fundamentally alleviated, and the pressure on green and low-carbon transformation is high, and the situation of ecological and environmental protection is still grim.
In the next step, Shaanxi will continue to improve the long-term mechanism of ecological environmental protection, comprehensively build the "three ecological barriers", and take the road of green and low-carbon transformation. Improve the "1+N" policy system for carbon peak and carbon neutrality, promote the gradual shift from dual control of energy consumption to dual control of carbon emissions, carry out pilot projects for carbon emission evaluation, and participate in high-quality transactions in the national carbon emission market. We will improve the mechanism for ecological and environmental compensation and the realization of the value of ecological products, promote the pilot construction of climate investment and financing, and support the healthy development of the environmental protection industry.
