The report of the 20th National Congress of the Communist Party of China (CPC) put forward clear requirements for "accelerating the green transformation of development mode", emphasizing that "promoting green and low-carbon economic and social development is the key link to achieve high-quality development". To do a good job in this regard, it is necessary to further improve the fiscal, taxation and financial policies that support green development, vigorously develop green and low-carbon industries, accelerate the research and development, promotion and application of advanced technologies for energy conservation and carbon reduction, and establish and improve a green, low-carbon and circular economic system.

First, efforts should be made to improve policies, laws and regulations. Green development can bring economic, environmental and social benefits. In accordance with the requirements of the concept of green development, it is necessary to strengthen the research of relevant laws, regulations, policies and systems. In terms of improving the rule of law, on the basis of the existing legal system for ecological and environmental protection, we should coordinate and promote the revision of laws and regulations related to the development of circular economy, the promotion of cleaner production, pollution control, and climate change response, so as to create a better legal environment for promoting the comprehensive green transformation of economic and social development; In terms of strengthening fiscal and tax support, we will improve the green tax system of "multi-tax co-governance" such as environmental protection tax, resource tax and water resource tax, and implement preferential tax policies; optimize fiscal subsidy policies, encourage more social capital to invest in green industries, and promote consumers to use green products; improve and stabilize the financial investment mechanism to ensure investment and subsidies for green innovation projects, and focus on supporting independent innovation research, application demonstration and industrialization development of key projects. In terms of improving the green standard system, we will improve the working mechanism for formulating and revising standards with scientific methods, effective implementation, and timely updates, and build green environmental protection, energy saving, low-carbon and resource recycling standards that reflect characteristics, advanced indicators, and complete systems; accelerate the construction of green product certification systems and cultivate a number of professional green certification institutions.

The second is to establish and improve the green industrial system. Promoting green and low-carbon development is the international trend and the trend of the times, and the green economy has become the commanding heights of global industrial competition. It is necessary to accelerate the construction of a green manufacturing system and service system, increase the proportion of green and low-carbon industries in the total economy, and promote industrial intelligence, greening and integration. On the one hand, it is necessary to accelerate the green energy transformation. We will continue to improve the utilization of renewable energy, accelerate the development of green energy such as wind power, photovoltaic power generation, hydropower, and hydrogen energy, and gradually reduce the use of fossil energy, accelerate the development of clean and efficient energy, actively explore the clean, low-carbon and efficient use of traditional coal energy, and create a sustainable green energy supply system. On the other hand, it is necessary to continue to promote the optimization and upgrading of the industrial structure. We should intensify the restructuring of traditional industries, control high-energy-consuming and high-emission projects, accelerate the use of high and new technologies to transform traditional industries and enterprises, and promote the green transformation of traditional industries; strengthen the empowerment of science and technology, accelerate the development of strategic emerging industries, high-tech industries, and modern service industries, and vigorously develop modern equipment manufacturing, new materials, medicine and biology, energy conservation and environmental protection; and use digital technology to promote the Internet, big data, and other industries. Emerging technologies such as artificial intelligence are deeply integrated with green and low-carbon industries, promoting green product design and building a green manufacturing system.

The third is to strengthen the research and development and application of green technologies. Green technology innovation integrates technological innovation with ecosystems, which can provide an important impetus for promoting the comprehensive green transformation of economic and social development. It is necessary to enhance the supply capacity of green technology, focus on key areas such as energy conservation and green and low-carbon transformation, pollution control, resource conservation and intensive recycling, focus on key technologies in the green and low-carbon industrial chain and innovation chain, coordinate the layout of forward-looking key special technology research directions, and accelerate the formation of a number of green technology innovation achievements. It is necessary to strengthen the main body of green innovation, increase policy guidance and support, focus on cultivating a number of green technology leading enterprises, green and low-carbon technology enterprises, and specialized and new "little giant" enterprises in the field of green technology innovation, and guide green technology innovation enterprises, colleges and universities and other entities to cooperate with intermediary institutions and financial capital, fully stimulate the vitality of various innovation subjects, effectively integrate technological innovation elements and resources, build a collaborative innovation mechanism of "government, industry, academia and research", and promote green technology research and development. It is necessary to accelerate the transformation and application of green technology, strengthen the construction of green technology trading platforms and green technology promotion mechanisms, and realize the faster and more effective application of green and low-carbon technology research and development. Publish a catalogue for the promotion of green technologies, and accelerate the transfer and transformation of innovation achievements and the development of industrialization.

Fourth, we should pay attention to the supporting role of green finance. The Central Financial Work Conference pointed out that it is necessary to do a good job in five major articles: science and technology finance, green finance, inclusive finance, pension finance and digital finance. To unremittingly promote green and low-carbon development, it is inseparable from the support of green finance, and green finance must be actively developed. At present, the top-level design of China's green finance has been basically formed, and the green finance business has developed rapidly. In the next step, we should continue to improve the statistical monitoring and assessment system of green finance, and promote the green transformation of financial institutions. It is necessary to benchmark international advanced practices and promote the research and formulation of standards for carbon accounting and green finance information disclosure. Financial institutions should strengthen product and service innovation, actively support the transformation and application of green technology innovation projects, especially increase financial support for renewable energy, green manufacturing, green buildings, green transportation and other fields, explore innovative products such as green credit asset securitization, continue to enrich green insurance products, provide risk protection for green technology innovation, use carbon performance indicators as an important basis for credit decision-making and product pricing, scientifically assess the valuation changes and risk exposure of high-carbon assets, and do a good job in forward-looking risk response. Accelerate the cultivation of green exchanges, improve the trading mechanisms for pollutant discharge rights, energy use rights, water rights, carbon emission rights, etc., and promote business entities to take the initiative to carry out green and low-carbon transformation of production methods under the guidance of the prices of resources and environmental factors formed by market-oriented transactions.

To accelerate the green transformation of the development mode, it is necessary to establish and improve a scientific assessment and evaluation system oriented by green development, and implement the systems of "the same responsibility of the party and the government" and "one post with two responsibilities" for ecological and environmental protection. Governments at all levels should implement the new development concept, establish a green outlook on political performance, strengthen systematic thinking and scientific planning, resolutely abandon the practice of sacrificing the ecological environment for economic growth at one time and one place, properly handle the relationship between economic development and ecological protection, resolutely shoulder the political responsibility for ecological environmental protection, and earnestly put the acceleration of the green transformation of the development mode in a more prominent position, and promote ecological priority, conservation and intensive, green and low-carbon development.
