The General Office of the State Council recently forwarded the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development to accelerate the promotion of energy conservation and carbon reduction in the construction sector, which clearly requires continuous improvement of energy efficiency and carbon emission reduction in the construction sector, accelerate the improvement of the quality of green and low-carbon development in the construction sector, and continuously meet the needs of the people for a better life.
The construction sector is one of the main areas of energy consumption and carbon emissions in China. According to the "2022 China Urban and Rural Construction Carbon Emission Series Research Report" compiled by the Building Energy Consumption and Carbon Emission Data Professional Committee of the China Association of Building Energy Efficiency, the energy consumption and carbon emissions in the national building operation stage in 2020 were 1.06 billion tons of standard coal and 2.16 billion tons, accounting for 21.3% and 21.7% of the country's total energy consumption and carbon emissions, respectively. Accelerating the promotion of energy conservation and carbon reduction in the construction sector is of great significance to achieving carbon peak and carbon neutrality and promoting high-quality development.
Heating is an important part of a building's energy consumption. According to data, heating energy consumption accounts for 20% of building energy consumption in northern China. Every winter, the heating in the north always makes the southern friends envious. But when it comes to heating, people in the north are also "a few happy and a few sad". "Warm as spring" indoor is comfortable, but some community heating "heating comes to the house in the summer", in the house is hot, dry, not to mention, indoor and outdoor temperature difference is too large, but also easy to catch a cold and get sick. In some communities, the indoor temperature is low in the heating season due to the aging of buildings, the distance of heating pipes, and the large heat loss of open-air pipes. Due to the high temperature, the former can only wear shorts and short sleeves indoors during the heating season, and also needs to open windows to dissipate heat, while the latter has to wear padded jackets indoors. This cold and hot not only affects the feelings of the occupants, but also has a lot of waste of energy behind it.
In order to better meet the requirements of residents and avoid the waste of heat sources, the relevant departments have piloted and promoted the reform of heat metering in some places, and changed the charge by area to charge by heat, but due to the lack of guarantee of capital investment, insufficient technical support, and low enthusiasm of enterprises, the progress is not satisfactory. In some places, new buildings have installed heat meters, but they are only decorations. The author believes that while further increasing the promotion of household metering, we should also strengthen the maintenance guarantee of heating facilities and reduce the leakage in the transmission process. At the same time, it strengthens the analysis of heating data, improves the level of intelligent management and control, and promotes the transformation of the original "rough heat supply" to "accurate heat supply with data", so as to effectively achieve energy saving and consumption reduction.
Building energy consumption is closely related to the sealing performance of doors and windows, and the thermal insulation performance of walls. In recent years, in order to promote building energy conservation, various localities have taken advantage of the opportunity of the renovation of old communities to replace energy-saving doors and windows for residents and increase external wall insulation. After the renovation, the appearance of the community has been completely renewed, and the living comfort has also been greatly improved. However, it should also be noted that the construction quality of some old community renovation projects is not up to standard, turning good things into "blocking the heart" of the people. For example, in 2021, Longhuayuan Community, Changping District, Beijing, was notified by the State Council for the eighth general inspection due to the poor renovation of the old community, one of the reasons is that the replaced windows leak when it rains. In the same year, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the "Notice on the Special Inspection of the City's Urban Old Community Renovation Project", which showed that the inspectors found 276 problems in the inspected projects, exposing 6 projects and 8 typical problems in the community, including the construction of insulation layers.
In addition, many problems such as roof leakage, bathroom odor, and wall panel cracks have been found in the renovation projects of old communities in many places across the country. The renovation of old communities is a major livelihood project, not only to make the old houses "face" new, but also to pay attention to the "lining" of the new. To achieve this, in addition to the strict implementation of the plan in the early stage of construction, it is also necessary to strengthen the quality supervision and follow-up services after the transformation, so that the transformation project can really play a role and make the Huimin project truly benefit the people.
