New achievements have been made in the battle against pollution. The diversity, stability and sustainability of the ecosystem have been newly improved. Initially establish a biodiversity monitoring and assessment index system, compile and complete a 1:500,000 ecosystem type map in the whole region, and develop and build a biodiversity database. Organize and carry out remote sensing monitoring and verification of nature reserves at the national and autonomous region levels, and assist the Ministry of Ecology and Environment in completing the evaluation of the effectiveness of ecological and environmental protection in 29 national nature reserves in the region. Five regions have been awarded the seventh batch of national ecological civilization construction demonstration zones and "lucid waters and lush mountains are invaluable assets" practice and innovation bases, and the first batch of autonomous region-level ecological civilization demonstration and creation work has been completed.
New progress has been made in actively responding to climate change. We will thoroughly implement the implementation plan for synergy in pollution reduction and carbon reduction, carry out pilot trials in the transformation from "dual control" of energy consumption to "dual control" of carbon emissions, and complete the preparation of action plans for adaptation to climate change, so as to deepen the coordinated governance of pollution reduction and carbon reduction. The construction of the carbon market has become more mature, the compliance rate of the national carbon market of emission control enterprises in the power generation industry has reached more than 99% (in terms of compliance volume), the pilot climate investment and financing project in Baotou City has achieved remarkable results, and a number of carbon financial product innovations are at the forefront of the country, and the ability to cope with climate change has been gradually improved. The Department of Ecology and Environment of the Autonomous Region participated in the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) as a local representative of China, making a breakthrough in international exchanges on climate change.
Promote the green transformation of development mode and show new achievements. The "two excellences" special action was carried out in depth, 8 items of administrative power were delegated, 15 handling links were streamlined, 25 service materials were reduced, and government service functions were further optimized. Complete the update of the results of the "three lines and one order" of each league and city and the integration of the achievements of the autonomous region, promote the wide application of the "three lines and one order" in policy formulation, environmental access, park management and other fields, resolutely curb the low-level blind development of the "two high" projects, and include carbon emission assessment into the key content of the park planning and environmental impact assessment review of key industry projects, and continue to strengthen the zoning control of the ecological environment. The implementation of ledger management for major projects in the autonomous region, 3,082 of the 3,085 major projects submitted for EIA approval in the region have been approved, with an approval completion rate of 99.9%, and the EIA service guarantee capacity has been continuously improved.
New progress has been made in the construction of the ecological and environmental security defense line. The emergency management mechanism has been gradually improved, and a framework agreement on the emergency response linkage working mechanism for ecological and environmental emergencies has been signed, and information and resource sharing and cooperation in key areas have been strengthened, so as to form a joint force for maintaining ecological security. The emergency response plan system for environmental emergencies has been accelerated and improved, and it is the first in the country to achieve full coverage of the emergency response plan system for environmental emergencies at the provincial, municipal and county levels, and 87 of the 111 rivers in the region have completed the "one river, one policy, one map" environmental emergency response plan, and simultaneously issued the emergency plan for radiation accidents in the autonomous region. Solid progress has been made in the investigation and rectification of environmental risks and hidden dangers, and more than 850 problems have been investigated and rectified in depth and completed in key areas and regions such as nuclear and radiation safety, hazardous waste, tailings ponds, and industrial parks.
The ecological environment governance system and governance capacity building have been further improved. The system of laws and regulations has been further improved, and the "Regulations on Environmental Protection of the Inner Mongolia Autonomous Region" have been revised, and 65 rules, systems and programs have been formulated and promulgated, such as the "Measures for the Management of Ecological and Environmental Quality Monitoring Points in the Autonomous Region (for Trial Implementation)" and the "Workflow for the Formulation and Revision of Recommended Local Standards for the Ecological Environment of the Autonomous Region". Ecological and environmental protection inspectors continued to be strengthened, and the second round of ecological and environmental protection inspections in the autonomous region was launched, and the inspections of four cities were completed, and the "big ecology" elements such as grasslands, forests, rivers, lakes and wetlands were fully included in the scope of inspections. The autonomous region and Heilongjiang, Jilin and Liaoning provinces jointly carried out the country's first cross-administrative joint law enforcement of the ecological environment. The monitoring capacity of the ecological environment has been further improved, and two automatic monitoring stations for environmental quality have been built, and five national comprehensive monitoring stations for ecological quality have been included in the first batch. The atmosphere of ecological and environmental protection is becoming increasingly strong, and it has successfully hosted the 2023 China Ecological Literature Forum, organized and carried out publicity activities such as the June Five-Year Environment Day and the main field of the autonomous region, and widely mobilized all sectors of society to participate in the construction of important ecological security barriers in northern China.
