The Beijing Municipal Bureau of Ecology and Environment said at the press conference today on the 10th anniversary of Beijing's in-depth promotion of Beijing-Tianjin-Hebei ecological and environmental protection coordination that in the past ten years, ecological environmental protection has been one of the three key areas for the coordinated development of Beijing-Tianjin-Hebei.
The quality of the regional ecological environment has improved simultaneously
By the end of 2023, the average annual concentration of fine particulate matter (PM2.5) in Beijing, Tianjin and Hebei has dropped by about 60% compared with 2013, and the number of heavily polluted days has been significantly reduced and the number of good days has increased significantly.
In 2023, the average annual PM2.5 concentrations in Beijing, Tianjin, and Hebei will be 32, 41, and 38.6 micrograms per cubic meter, respectively, with a decrease of 64.2%, 57.3%, and 64.3% compared with 2013, respectively. Among them, the annual average concentration of PM2.5 in Beijing has reached the standard for three consecutive years. In 2023, the number of heavily polluted days in Beijing, Tianjin, and Hebei Province decreased by 50, 37, and 69 days respectively compared with 2013, and the pollution level was significantly reduced. Among them, the daily peak concentration of PM2.5 in Beijing decreased by 58% compared with 2013.
The water environment of the three places has completely eliminated inferior Class V sections, and the proportion of excellent water quality in the national surface water assessment sections has dynamically met the requirements of the national target of the "14th Five-Year Plan". Among them, Beijing Miyun Reservoir and Huairou Yanqi Lake were selected as excellent cases of beautiful rivers and lakes in China, and the natural beauty of "clear water and green banks, fish flying shallow bottom" has gradually been integrated into the lives of citizens.
The joint construction and joint prevention and management of the ecological environment have been continuously expanded and deepened
Coordinated development is deeper and more practical. In the past ten years, the three places have successively signed and implemented the "Beijing-Tianjin-Hebei Coordinated Development of Ecological and Environmental Protection First Breakthrough Cooperation Framework Agreement" and "Beijing-Tianjin-Hebei Ecological Environment Joint Construction and Joint Prevention and Management Framework Agreement during the 14th Five-Year Plan Period", and improved more than 10 collaborative working mechanisms, such as joint prevention and control of air pollution, joint protection and joint management of key river basins, information sharing, law enforcement linkage, joint emergency drills for water environmental emergencies, environmental impact assessment consultations, petition reporting, and compensation for ecological and environmental damages. In 2023, the three places will jointly set up a special working group on ecological coordination in Beijing, Tianjin and Hebei, formulate and implement two batches of a total of 44 in-depth and practical measures, and the nine departments of ecological environment, water affairs, and landscaping in the three places will work together to coordinate the management of the "big environmental protection" system of mountains, rivers, forests, fields, lakes, grass and sand.
Joint prevention and control of air pollution. The three places continued to deepen co-operation and vigorously promoted the optimization and adjustment of the structure of energy, industry and transportation. At the same time, the "Regulations on the Prevention and Control of Pollution from Motor Vehicles and Non-road Mobile Machinery" were promulgated and implemented to provide a solid and powerful legal guarantee for the coordinated management of mobile sources. For seven consecutive years, Beijing has taken the lead in achieving a basic coal-free operation in the plains, and has gradually expanded the "coal-to-electricity" project to residents in mountainous areas, with 93% of villages and 96% of rural households achieving clean heating; Implement the Beijing-Tianjin-Hebei ecological and environmental law enforcement linkage working mechanism, and 10 far suburbs and adjacent cities and counties will focus on the border areas to strictly investigate ecological and environmental violations, so as to achieve "one whistle blowing and three responses". From "APEC Blue" and "Winter Olympics Blue" to "Beijing Blue", the blue sky is permanent.
Joint protection and management of water environment. The Beijing-Tianjin-Hebei region belongs to the Haihe River Basin water system, which is upstream and downstream, left and right banks of each other. The governments of Beijing and Hebei have signed two rounds of horizontal ecological compensation agreements for the water conservation area of the Chaobai River Basin in the upper reaches of the Miyun Reservoir and horizontal ecological compensation agreements for the water source protection of the Yongding River Basin in the upper reaches of the Guanting Reservoir. Focusing on "spatial control and total nitrogen reduction", we will jointly formulate and implement the "Comprehensive Plan for Ecological and Environmental Protection in the Chaohe River Basin (2019-2025)", and work together to ensure good water upstream and clean water downstream. Implement the joint prevention and control mechanism for water pollution emergencies in the upstream and downstream of cross-provincial river basins, and carry out joint emergency drills for water environmental emergencies in Beijing, Tianjin and Hebei for seven consecutive years, so as to jointly improve environmental emergency monitoring and disposal capabilities.
Green and low-carbon coordinated development. The three places have actively promoted the construction of the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city cluster, and jointly studied and compiled the Technical Specifications for Carbon Emission Reduction Accounting for Low-carbon Travel, so as to promote the interconnection of regional carbon inclusive projects. In 2023, Beijing ranked first in the national low-carbon pilot city construction assessment, and the carbon dioxide emissions of 10,000 yuan of GDP in Beijing have maintained the best level in the country for many years.
Ecological protection is a common beauty. In order to build and consolidate the ecological security barrier of Beijing-Tianjin-Hebei, Beijing has always firmly established and practiced the concept that lucid waters and lush mountains are invaluable assets, and promulgated and implemented the "Regulations on Ecological Protection and Green Development of Ecological Conservation Areas in Beijing", so that important ecological spaces can be strictly protected, and important ecosystems and habitats can be effectively protected; Lucid waters and lush mountains are invaluable assets", among which 5 global ecological conservation areas have won the "double title", and the road of "ecological priority and green development" is getting wider and wider. Mentougou District continues to deepen joint prevention and control and coordinated co-governance with Zhuolu County in Hebei Province and other areas around Beijing, and explores the construction of a large-scale spatial pattern of biodiversity conservation.
New "two wings" green development press the "fast forward button"
The sub-center of Beijing will accelerate the construction of a national green development demonstration zone, and build a solid foundation for high-quality development around the six core elements of green industry, green energy, green transportation, green building, green ecology and green culture. Under the guidance of the Ministry of Ecology and Environment, the construction of a national voluntary greenhouse gas emission reduction (CCER) trading institution with high standards has been officially launched. It was successfully selected as one of the first batch of national climate investment and financing pilots, and a climate investment and financing project library was initially established. Joining hands with the integrated and high-quality development of the three northern counties, six sewage treatment plants in Yanjiao and Sanhe have been constructed and operated in accordance with local standards in Beijing.
Fully support the construction of the ecological environment in Xiong'an New Area, establish a working mechanism for the prevention and control of water pollution in cross-provincial (municipal) rivers in the Baiyangdian Basin, Beijing and Hebei jointly promote the water pollution control of the Daqing River Basin in the upper reaches of Baiyangdian, and jointly carry out law enforcement inspections in Fangshan District and Baoding City to jointly ensure the water quality of the Baiyangdian River.
