Promote the construction of carbon monitoring system and assist the development of climate governance

From August 21 to 25, 2023, I had the honor to go to Jinan, Shandong Province to participate in the "Rooted in the Grassroots" youth research and practice activity organized by the Youth League Committee of the Ministry of Ecology and Environment with the theme of "Improving Urban Climate Governance Capabilities and Promoting Green, Low-Carbon and High-Quality Development". The members of the peer research group came from the China Meteorological Administration, the Environmental Development Center of the Ministry of Ecology and Environment, the National Climate Strategy Center, and the China Environmental Monitoring Station Xi.

High-level monitoring technology has helped Jinan's carbon monitoring work to flourish

Greenhouse gas emission monitoring is the key work to quantitatively assess the dual carbon emission reduction and increase of sinks, and Jinan, as a pilot city for carbon monitoring and evaluation, has always been at the forefront of carbon pilot work. In terms of carbon emission monitoring in Jinan, the construction of the urban carbon monitoring system, the online carbon emission monitoring station and the carbon accounting laboratory of the thermal power industry were investigated. High and medium precision monitoring instruments, navigation vehicles, unmanned aerial vehicles, ...... A variety of modern monitoring methods complement each other and combine with each other, with high-level monitoring equipment, to weave a network for the carbon monitoring system, with high-precision data, accurate and quantitative assessment of urban and key industry carbon emissions. During the investigation, we saw the towering monitoring tower, the linear navigation monitoring data belt, and the accurate and continuous monitoring data continuously transmitted to the instrument display screen, which gradually built the data foundation of China's carbon monitoring pilot.

Promote the deep integration of carbon emission data into the cause of climate change

Greenhouse gas emissions are the main cause of climate change, the dual carbon strategy is a powerful measure for China to cope with climate change, and the accurate verification and application of carbon emission data is the basis for achieving carbon neutrality and carbon peaking. Give full play to the incentive and regulation role of the carbon trading market, organize key emitting units in the city to carry out carbon emission data verification work, and go deep into enterprises to carry out carbon emission data quality assistance and inspection. The Jinan Municipal Bureau has actively taken action to broaden multi-departmental and multi-channel communication and cooperation, promote accurate and authentic carbon emission data, ensure the full implementation of the dual carbon strategy, and steadily advance the work of mitigating climate change.

Through what I saw, heard and thought during the investigation, I combined the actual situation at the grassroots level with the previous theories, and deepened my sense of mission for carbon monitoring and my understanding of the work to deal with climate change. I would like to take this Xi"rooted in the grassroots" practice activity as an opportunity to absorb knowledge and experience, and do my job with more enthusiasm.
