Xi Jinping pointed out that since the establishment of the regular leaders' meeting mechanism, APEC has always been at the forefront of global opening up and development, effectively promoting regional trade and investment liberalization and facilitation, economic and technological development, and the flow of goods and people, creating the "Asia-Pacific miracle" that has attracted worldwide attention. At present, the world is undergoing changes in a century and the world economy is facing a variety of risks and challenges. As leaders of the Asia-Pacific region, we must think deeply about what kind of Asia-Pacific we want to bring to the middle of this century, how to build the next "golden 30 years" of Asia-Pacific development, and how to give better play to the role of APEC in this process.
Xi Jinping stressed that we should uphold the original aspiration of Asia-Pacific cooperation, respond responsibly to the call of the times, work together to address global challenges, fully implement Putrajaya's vision, build an open, vibrant, resilient and peaceful Asia-Pacific community, and achieve common prosperity for the people of the Asia-Pacific region and future generations.
First, adhere to innovation-driven. It is necessary to more actively promote scientific and technological exchanges and cooperation, and work together to create an open, fair, just and non-discriminatory environment for scientific and technological development. Accelerate digital transformation, narrow the digital divide, support the application of new technologies such as big data, cloud computing, artificial intelligence, and quantum computing, and continue to shape new drivers and advantages for the development of the Asia-Pacific region. China has put forward APEC initiatives such as digital village construction, enterprise digital identity, and the use of digital technology to promote green and low-carbon transformation, so as to better empower the development of the Asia-Pacific region.
Second, adhere to the orientation of openness. It is necessary to maintain free and open trade and investment, support and strengthen the multilateral trading system with the WTO at its core, maintain the stability and smoothness of global industrial and supply chains, and oppose the politicization, weaponization and pan-security of economic and trade issues. It is necessary to unswervingly promote regional economic integration and accelerate the process of the Free Trade Area of the Asia-Pacific. China successfully hosted the 3rd Belt and Road Forum for International Cooperation, injecting new impetus into promoting global connectivity and building an open world economy.
Third, adhere to green development. It is necessary to adhere to the harmonious coexistence of man and nature, accelerate the green and low-carbon transformation of the development mode, and work together to promote carbon reduction, pollution reduction, green expansion and growth, so as to strengthen the green background of Asia-Pacific growth. China adheres to the path of ecological priority and green development, and actively and steadily promotes carbon peak and carbon neutrality. We have put forward APEC cooperation initiatives on green agriculture, sustainable cities, low-carbon energy transition, and marine pollution prevention and control, and promoted the building of a clean and beautiful Asia-Pacific.
Fourth, adhere to inclusive sharing. It is necessary to fully implement the United Nations 2030 Agenda for Sustainable Development, bring development issues back to the center of the international agenda, deepen the synergy of development strategies, and jointly address the global development deficit. We welcome all parties to actively participate in the Global Development Initiative, deepen cooperation in poverty reduction, food security, industrialization and financing for development, build a global development community, and let people of all countries share the fruits of modernization. China will continue to support APEC in economic and technological cooperation and jointly expand the Asia-Pacific development pie.

It's a pleasure to be here in beautiful San Francisco. This is the 30th gathering of APEC leaders and is of special significance. Thank you President Biden and the U.S. government for their thoughtful arrangements for this meeting.
Since the establishment of the mechanism of regular leaders' meetings, APEC has always been at the forefront of global opening up and development, effectively promoting regional trade and investment liberalization and facilitation, economic and technological development, and the flow of goods and personnel, creating the "Asia-Pacific miracle" that has attracted worldwide attention.
At present, the world is undergoing changes in a century and the world economy is facing a variety of risks and challenges. As leaders of the Asia-Pacific region, we must think deeply about what kind of Asia-Pacific we want to bring to the middle of this century, how to build the next "golden 30 years" of Asia-Pacific development, and how to give better play to the role of APEC in this process.
The ancient Chinese said: "Where the Tao is, although tens of millions of people go to it." "We should uphold the original aspiration of Asia-Pacific cooperation, respond responsibly to the call of the times, work together to address global challenges, fully implement the Putrajaya Vision, build an open, vibrant, resilient and peaceful Asia-Pacific community, and achieve common prosperity for the people of the Asia-Pacific region and future generations. Here, I would like to make a few suggestions.
First, adhere to innovation-driven. Innovation is a powerful driving force for development. We should follow the trend of scientific and technological development, promote scientific and technological exchanges and cooperation with a more positive attitude, and work together to create an open, fair, just and non-discriminatory environment for scientific and technological development. It is necessary to accelerate digital transformation, narrow the digital divide, accelerate the implementation of the APEC Internet and Digital Economy Roadmap, support the application of new technologies such as big data, cloud computing, artificial intelligence, and quantum computing, and continuously shape new drivers and advantages for the development of the Asia-Pacific region.
China adheres to the innovation-driven development strategy, promotes digital industrialization and industrial digitalization in a coordinated manner, and puts forward initiatives such as APEC digital village construction, enterprise digital identity, and the use of digital technology to promote green and low-carbon transformation, so as to better empower the development of the Asia-Pacific region.
Second, adhere to the orientation of openness. The experience of Asia-Pacific development tells us that openness leads to prosperity, while closure leads to decline. We need to uphold free and open trade and investment, support and strengthen the multilateral trading system with the WTO at its core, maintain the stability and smoothness of global industrial and supply chains, and oppose politicization, weaponization and pan-security of economic and trade issues. It is necessary to unswervingly promote regional economic integration, accelerate the process of the Free Trade Area of the Asia-Pacific, fully implement the APEC Blueprint for Connectivity, and share the opportunities of regional opening up and development.
Recently, China successfully hosted the third Belt and Road Forum for International Cooperation, injecting new impetus into promoting global connectivity and building an open world economy. China adheres to the high-level implementation of the Regional Comprehensive Economic Partnership (RCEP), takes the initiative to align with the high-standard economic and trade rules of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement, actively promotes the process of joining the two agreements, and works with all parties to draw a new picture of open development.
Third, adhere to green development. In the face of increasingly severe challenges such as climate change and natural disasters, we must adhere to the harmonious coexistence of man and nature, accelerate the green and low-carbon transformation of the development mode, and work together to promote carbon reduction, pollution reduction, green expansion and growth, and implement the Bangkok Goals for Bio-Circular Green Economy, so as to strengthen the green background of Asia-Pacific growth.
China adheres to the path of ecological priority and green development, actively and steadily promotes carbon peak and carbon neutrality, and accelerates the green transformation of its development mode. We have put forward APEC cooperation initiatives on green agriculture, sustainable cities, low-carbon energy transition, and marine pollution prevention and control, and promoted the building of a clean and beautiful Asia-Pacific.
Fourth, adhere to inclusive sharing. At present, the global development cause is facing severe challenges, and the development gap is widening. I have said many times that the real development is when everyone develops together. We need to fully implement the UN 2030 Agenda for Sustainable Development, put development issues back at the centre of the international agenda, deepen the alignment of development strategies, and jointly address the global development deficit. We welcome all parties to actively participate in the Global Development Initiative, deepen cooperation in poverty reduction, food security, industrialization and financing for development, build a global development community, and let people of all countries share the fruits of modernization. China will continue to support APEC in economic and technological cooperation and jointly expand the Asia-Pacific development pie.
